The backbone bodies of student self-government include:

The distinctive features of Student Councils at all levels are electivity and competitiveness. Each student can nominate his candidacy, as well as vote for the candidate he likes.

Adaptive structures are student self-government bodies operating in a project mode, responsible for the development of the student's personal and professional qualities, contributing to his self-realization and the acquisition of applied skills and abilities.

History of creation

History of the Volga Institute of Management. P.A. Stolypin begins with the opening on November 1, 1922 in the building of the former second women's gymnasium on Tsaritsynskaya Street (now Pervomayskaya Street) of Komvuz. In 1937, in accordance with the decision of the Central Committee of the CPSU (b), the Saratov Regional Committee of the CPSU (b) began organizing party courses for secretaries of party committees and party organizers. "Party courses" began work in 1938, using the experience of Komvuz in training leadership cadres for Party and Soviet bodies.

In 1946, on the basis of the courses, the Saratov regional party school was opened at the Saratov Regional Committee of the All-Union Communist Party of Bolsheviks. The Saratov interregional higher party school trained personnel for party and Soviet organizations in the Astrakhan, Volgograd, Kuibyshev, Penza, Saratov, Ulyanovsk regions and the Tatar ASSR. Graduates of the university successfully worked in party and Soviet bodies, ideological institutions and regional organizations.

With the beginning of perestroika in the country in the second half of the 1980s, the requirements for the training of professional managers changed. In May 1991, the Higher Party School was reorganized into the Volga Social and Political Institute.

In November 1991, after the issuance of the Order of the President of the Russian Federation on the creation of a system of educational institutions for the training of state and municipal employees, market economy specialists, by the Decree of the Government of the RSFSR, this educational institution was transformed into the Volga region personnel center under the Department of State Service of the RSFSR.

In July 1994.
