"Lord Speaker" Daudov disgraced himself throughout Chechnya. Magomed Daudov is also known as Lord Magomed Daudov family

October 7 on the website of the project "Radio Liberty" - "Caucasus. Realities” - there was information about the beating of acting. chairman Supreme Court of Chechnya(SC Armed Forces) Takhira Murdalova by the guards of the speaker of the Chechen parliament Magomed Daudov, better known by his call sign "Lord".

According to sources in Grozny, Daudov (popularly known by the nickname "Lord") arrived at the courthouse accompanied by ten cars. About 40 people cordoned off the court building and Daudov entered Murdalov's office.

The speaker began to beat the acting. chairman, demanding that he write a letter of resignation for health reasons. Murdalov, according to our sources, refused this offer. Together with Daudov, several guards began to beat him.

At the same time, Daudov threatened to kill Murdalov. "Killing is not courage, you are not capable of more, I have nothing to lose," was the answer.

As a result, Daudov left the courthouse and the cordon was removed. As far as we know, none of the doctors in Grozny agreed to conduct a medical examination of Murdalov. Therefore, the judge turned to the officer of the FSB department for Chechnya (it is known that he once studied with Russian President Vladimir Putin). Murdalov was interviewed on the fact of what happened - sidebar K.ru]

[RBC, 07.10.2016, "The media learned about the beating of the head of the Supreme Court of Chechnya by the speaker of parliament": Press Secretary of the head of Chechnya Alvi Karimov did not answer the question. The press service of the Ministry of Internal Affairs for the Chechen Republic, when asked to comment on the information, said that "they hear about it for the first time."

And about. Chechen Supreme Court spokesman Indarbek Kaimov said he knew nothing about the incident. “We haven’t heard, right. I don't know at all. I read it online, yes. But I can’t confirm in any way,” he said - sidebar to K.ru]

Magomed Daudov enters the close circle of Ramzan Kadyrov, performing, in fact, "special orders" heads of the republic. He has a reputation as a very dangerous person: he is feared in the republic; Daudov is the subject of many scandalous stories related to the intimidation of both the residents of Chechnya and Kadyrov's critics outside of it.

Novaya Gazeta became aware of the conflict the day before (October 6, when the incident occurred). However, there was no sufficient confirmation of what happened, and the editors decided to postpone publication. The next day, the information about Lord's "visit" to the court was confirmed by several sources of Novaya Gazeta, including those in the FSB of the Chechen Republic (FSB officer Pavel Shkurikhin, who oversees Chechen justice, became a direct witness to the appearance of Lord and his guards in court). Also, one of the sources of Novaya Gazeta reported that the chairman of the Gudermes City Court, Alavdin Gardaloev, was present at the Lord's meeting with Murdalov. This information is not true: Alavdin Gardaloev personally said that he was not at this meeting and, accordingly, was not a witness to the pressure that the speaker of the Chechen parliament, Daudov, exerted on the acting. Chairman of the Supreme Council of the Chechen Republic Murdalov in order to force the latter to resign.

Gardaloev contacted Novaya Gazeta. In a telephone conversation, he confirmed to the Novaya correspondent that he was not present that day at the Supreme Court of Chechnya. "I do not know what<там>happened, the information is very contradictory. But as a federal judge, as a lawyer,” said Gardaloev, “I consider any pressure on the court illegal and unacceptable and I am ready to repeat it anywhere and to anyone.”

The editors apologize to the Chairman of the Gudermes City Court Alavdin Gardaloev. Not only because the information about his presence at the scene of the conflict is untrue and discredits his reputation, but also because in this case the sources of the newspaper were clearly trying to use journalists for their own purposes. Namely - to prevent the possible participation of Gardaloev in the competition for the vacant position of the chairman of the Supreme Court of Chechnya.

The chairman of the Gudermes City Court, Alavdin Gardaloev, is one of the most likely contenders for the vacant post of chairman of the Supreme Court of the Chechen Republic, although, according to him, "he has not yet decided whether he will submit documents."

A competition for this position should be announced soon, since the resignation of the chairman of the Chechen Supreme Court, Magomed Karataev, was considered by the High Qualifications Commission of Judges of the Russian Federation on September 28. Karataev's powers were officially terminated on October 9.

Novaya Gazeta managed to restore the chronology of the events of October 6, which resulted in a loud scandal.

On this day in the Supreme Court Chechnya an order was received, signed by Chairman of the Armed Forces of the Russian Federation Lebedev, on the appointment of Takhir Murdalov as Acting Chairman of the Armed Forces of the Chechen Republic. Until that time, for five months, the judicial system of Chechnya, in fact, was beheaded.

On May 5, Ramzan Kadyrov at a meeting demanded that the leadership of the Chechen Armed Forces resign immediately. Two judges were stripped of their status the very next day. But the dismissal of the chairman of the Supreme Court of the Chechen Republic Magomed Karataev and his deputy Takhir Murdalov was under the jurisdiction of the High Qualifications Board of Judges of the Russian Federation (HQJC RF). Takhir Murdalov did not submit an application to the HQCC of the Russian Federation with a request for resignation. Magomed Karataev fought desperately for his position, in connection with which he first went on sick leave, and then on a long-term vacation, and all this time he was negotiating with the leadership of Chechnya, the Supreme Court of the Russian Federation, the administration of the President of Russia and with influential employees of the Putin apparatus directly. He never succeeded in getting Kadyrov's "forgiveness" or Moscow's support.

All this time, the Supreme Court of Chechnya carried out its activities in a rather unusual way. Having no physical opportunity to appear in the building of the Supreme Court of the Chechen Republic, Karataev gathered judges for deliberations in a cafe nearby or held them right on the street. The main burden of organizing the work of the Chechen courts in this stressful situation fell on Murdalov.

All these months, the speaker of the Chechen parliament, Daudov (Lord), guided by some of his own interests and on his own initiative (when no one demanded it), continued to persistently seek Murdalov's dismissal. But the latter showed perseverance. As a result, the conflict escalated into a personal clinch and became for Magomed Daudov, unaccustomed to such disobedience, a kind of "matter of honor."

According to our information, during the pre-election period, Kadyrov categorically forbade his entourage from giving any pretexts for federal scandals. In addition, according to Novaya Gazeta, part of Kadyrov's entourage hoped for post-election personnel changes in the Chechen Interior Ministry. However, Moscow refused the proposed replacement of the current Minister of the Interior of the Chechen Republic Ruslan Alkhanov with the candidacy of Magomed Daudov and closed this topic. The post of Minister of the Ministry of Internal Affairs of the Chechen Republic would finally allow the ambitious Lord to realize his old dream of becoming a general. Alas, after the elections he was returned to the Chechen parliament, which has no influence in the republic.

The conflict escalated into a personal clinch and became for Daudov, unaccustomed to such disobedience, a kind of "matter of honor"

On October 6, Magomed Daudov, not coordinating his actions with the head of the republic, decided to have a "final conversation" with Murdalov. At the same time, he ignored the information situation that is not the best for the republican leadership. On the eve of Chechnya twice gave rise to harsh criticism. First, Ramzan Kadyrov called on the security forces to "shoot" anyone who "disturbs peace and security in Chechnya," referring to drug addicts and the perpetrators of road accidents. And on October 4, a scandal erupted over fights without rules with the participation of Kadyrov's three sons. This is the first time that Kadyrov's children have been involved in a federal scandal, and the head of Chechnya, according to reports, took this situation very painfully. He personally made a lot of efforts to hush up the scandal and, in fact, for the first time himself, albeit very evasively, apologized to the president of the MMA Union of Mixed Martial Arts of Russia, Fedor Emelianenko, for the derogatory attacks and brazen threats of his entourage against him.

On October 6, at 4 p.m., Lord drove up to the building of the Chechen Armed Forces. His guards (about 20 people) cordoned off the court. The Lord first looked for Murdalov on the third floor of the court (the reception is on the second floor, but the Lord apparently did not know this). Then he went into the office of judges Uziyeva and Dakayeva (their office is opposite the reception) and asked where Murdalov was sitting. Then the Lord with one of his guards went into the reception room. chairman of the Supreme Court of the Chechen Republic and ordered to call the chairman of the Qualification Board of Judges of the Chechen Republic Turko Arsemerzaev. At that moment, Pavel Shkurikhin, curator of the UFSB, was in Murdalov's office; he left the courthouse a few minutes after Lord's arrival. Thus, four people were in Murdalov's office for forty minutes: himself, the speaker of the parliament, Daudov, federal judge Turko Arsemerzaev, and Daudov's bodyguard.

Lord's guard was on duty at the door of Murdalov's office all this time, and three more guards were in front of the entrance to the reception room. During this time, two of Murdalov's relatives, who apparently learned about the situation, were able to quickly arrive and even get into the courthouse. But the Lord's guards did not let them go further than the waiting room.

At least six people, including four judges, watched how the events unfolded (who came and who left) (the door to Murdalov's waiting room remained open). One of the witnesses, judge Timur Emiev, later denied the fact of the beating, but Emiev himself left the court building very quickly and was not an eyewitness to all the events.

At about 4:40 pm, Apti Alaudinov, First Deputy Minister of the Ministry of Internal Affairs for the Chechen Republic, arrived at the court (he has a reputation no less intimidating than Lord in the republic). Alaudinov immediately went straight to Murdalov's office. A little later, the head of the administration of the head of the republic, Islam Kadyrov, also drove up to the court building, but after a conversation with Lord's guards, he did not enter the court building. Nearby were court employees who heard Kadyrov's conversation with the guards and interpreted it in a very curious way: the head of the administration of the head of Chechnya refused to participate in this conflict, since Lord's visit to the Supreme Court of the Chechen Republic was not agreed with Ramzan Kadyrov.

At 17:00 Daudov and Alaudinov left the courthouse.

The physical violence used against Murdalov was first reported by his frightened relatives. The effect of "word of mouth" immediately worked, and this information was overgrown with rumors about the unanimous refusal of all medical institutions in Chechnya to examine Murdalov.

The uninvited "guests" of Murdalov really decided to move from words to deeds, but this had the opposite effect: the elderly, slender in his complexion Murdalov showed a willingness to die rather than give up. Despite the pressure, Takhir Murdalov categorically refused to submit his resignation, moreover, he informed the Lord about the "fresh" decree of the Chairman of the Supreme Court of Russia Vyacheslav Lebedev, according to which it is Murdalov who is now acting as Chairman of the Supreme Court of Chechnya (until the end of the competition and appointment new chairman).

The situation was so atypical that the "aggressors" were clearly confused and did not cross a certain line. In addition, there was a fear that video was being filmed in the office. The office of the court told Novaya Gazeta that the video surveillance system did not work on October 6 (it suddenly broke down), but there is information that the FSB of the Chechen Republic nevertheless seized all data from video cameras (both external and internal).

Despite the unconvincing denial of the beating (two days later) by Murdalov himself, the fact of pressure on the federal judge is beyond doubt. Moreover! This fact, in fact, was recognized by all parties to the conflict (only the beating itself is denied, but not Lord's "visit" to the court).

According to Novaya Gazeta, the very next day Daudov called Murdalov with a request not to publicize this situation. In return, Murdalov was promised that no more demands would be made against him. However, there were too many witnesses, and the information had already reached the journalists. Thus, it was impossible to interfere with publicity, the maximum that Murdalov could do was not to comment.

After the news about Murdalov and Lord spread through the federal media, the already traditional “saga with apologies” began in Chechnya. Imams, elders, high-ranking Chechen officials and security forces have arrived in the village where the Murdalovs live. In the background, observing the neutrality of the observers, officers of the FSB were on duty, reporting on what was happening to their authorities. As a result, on the evening of October 8, Chechen television showed a story with an extremely meager commentary by Murdalov himself, who did not apologize to anyone, but only denied the fact of beating (but not the fact of pressure).

The dry residue of this intrigue is as follows.

The influential and terrible Magomed Daudov found himself in a completely unexpected situation. Moreover, he framed Ramzan Kadyrov with his actions, since, according to the established tradition, all flagrant demonstrative violations of Russian law in Chechnya are blamed by the federal media on the head of the republic.

But the situation with local judges for Ramzan Kadyrov has long been no longer relevant. Having made a decision at the level of the republic, he instructed the State Duma deputy from the Chechen Republic, Adam Delimkhanov, who acts as a full-fledged second person of Chechnya, to coordinate this decision with Moscow.

Magomed Daudov, who is jealous of Delimkhanov, is clearly inferior to him in terms of influence, which is demonstrated by this unsuccessful attempt to play on the opponent's field.

Magomed Daudov is considered an "exceptionally loyal" associate of Chechen President Ramzan Kadyrov. Many people, including the press, call him the second most influential person in the republic. Magomed Khozhakhmedovich Daudov is the chairman of the local parliament. He received this post in July 2015.

He was born on the twenty-sixth of February 1980 in a little m village Shpakovskoye (Stavropol Territory). In 1997, Magomed Daudov graduated from the first secondary school in the village of Geldagan. During the years of study, the boy did not stand out in anything special. After graduating from school, the young man took part in many operations against the federal troops, fighting on the side of the armed formations of Ichkeria. The current head of the Chechen Republic always cites Daudov as an example as a "surrendered militant", who today faithfully serves Russia.

In 2009, the future chairman of the parliament graduated from the Institute of Law and Finance in Makhachkala. Having received a diploma in the specialty “Jurisprudence”, literally two years later he continued his studies again, this time at the Federal State Educational Institution of Higher Professional Education “Academy of Management” under the Ministry of Internal Affairs.

Prior to taking the post of Chairman of the Chechen Parliament, Magomed Khozhakhmedovich Daudov headed the administration of President Kadyrov. The republic knows about the closeness of these two influential people.

Career

From 2000 to 2002, Magomed Daudov served in the Russian Army. Then for two years he commanded a platoon of the Security Service under the President of the Chechen Republic.

Since 2004, he was the commander of the regiment of the PPS of the Ministry of Internal Affairs, and later led the battalion of the PPS of the police in the Department of Internal Affairs of the Shali district. Since the end of 2006, Magomed Daudov worked as a detective in the department for combating trafficking and kidnappings of civilians. Since December 2006, he was deputy commander - chief of staff of the special forces detachment. A few months later, he was appointed head of the Department of Internal Affairs for the Shali district. Here he worked until March 2010. Magomed Daudov is a police colonel.

Starting from March 2010 and until May 2012, he was the first deputy chairman of the Government of the Republic of Chechnya. Then he was appointed head of the presidential administration.

On July 3, 2015, Magomed Daudov was elected Chairman of the Parliament of the third convocation of the Chechen Republic, and in October 2016 he was re-elected to this position for the second time.

Since 2011, he became the president of the main football club of the Republic "Terek".

Fight against terrorism

Repeatedly Magomed Daudov personally organized special operations against bandit formations operating on the territory of Chechnya. For example, in February 2006, he and a detachment blockaded in the village of Urus-Martan in the house of Dzhabrail Abdurzakov, who called himself "the emir of the village of Avtury." When the militant opened automatic fire at the offer to surrender, it was Daudov who, having broken through, was able to eliminate the bandit.

In September 2006, he personally led a special operation prepared by him to destroy the Muskievs. One of the murdered brothers "supervised" gangs operating in the city of Argun and in the Shali and Kurchaloy districts.

In 2007, Magomed Daudov, having received operational information about the location of the Deputy Prime Minister of the unrecognized Ichkeria, Suleiman Imurzaev, who took over the explosion in Grozny, as a result of which Akhmat-Khadji Kadyrov was killed, organized an ambush. On April 4, during the ensuing battle, the bandit was killed.

Many in his inner circle know the thirty-six-year-old Daudov as Lord. He received such a nickname from Ramzan Kadyrov. And although he himself claims that the Lord is his call sign, chosen by him during the hostilities, the main reason, according to friends and associates, was the “English style” in which Magomed Daudov dressed.

The wife of the current chairman of the parliament of the Chechen Republic bore him ten children. The last son was born in 2006. He became the sixth boy in the Daudov family, which has four more daughters.

In 2009, an assassination attempt was being prepared on Magomed Daudov. This became known when four terrorists were detained in the Shali district. According to the testimony of one of them, they planned to blow up Daudov's car on his way. According to Interfax, Ramzan Kadyrov himself interrogated the detainees.

Magomed Daudov has many awards, including two Orders of Courage. In 2007, he was awarded the title of Hero of Russia.

Magomed Daudov is one of the most loyal people to Ramzan Kadyrov and the third most influential person in the entourage of the head of Chechnya (after Adam Delimkhanov and Abuzaid Vismuradov).

Until the spring of 2012, Daudov held various positions in the structure of the Chechen Interior Ministry. From May 2012 until mid-2015, he headed the Kadyrov administration.

Since July 2015, Daudov has been the chairman of the local parliament. It would seem that this can be seen as a downgrading of his status, since the parliament in the constituent entities of the Russian Federation plays a nominal role. But the speaker continues to supervise various projects, head the commissions of the Chechen government - in fact, he performs functions that are not characteristic of the head of the legislative body.

Daudov was born in 1980. His ancestral village is Geldagen in the Kurchaloi region of Chechnya (the birthplace of the village of Shpakovskoye in the Stavropol Territory). Teip (genus, clan) - Yalkhoy.

Daudov's clan is his guard, ready to follow him as long as he has power

In the second Chechen war, Daudov participated in military operations against the Russian army. Among the fighters of the group, he was known as a tough and ambitious person. In 2001, he tried to join Shamil Basayev's unit, but the very next year he went over to the side of the pro-Russian forces. The old call sign "Lord" remained with him even after switching to the side of the Kadyrov government.

The actions of the former militant against his former associates were highly appreciated both by the new authorities of Chechnya, who presented him with the Order of Kadyrov in 2006, and by the Russian government, which awarded him the golden star of the Hero of Russia in 2007. Daudov soon becomes one of the closest people to Kadyrov and part of his personal retinue, although it is not entirely clear on what such confidence in him is based on the part of the head of Chechnya.

According to official information, he graduated from the same universities as R. Kadyrov and A. Delimkhanov: in 2004 he received a diploma from the Dagestan State University with a degree in Finance and Credit. In 2009 he graduated from the Makhachkala Institute of Finance and Law with a degree in Jurisprudence, and in 2011 he graduated from the Academy of Management of the Ministry of Internal Affairs of Russia with a degree in Jurisprudence.

Daudov should not be put on a par with Delimkhanov. These are completely different figures. If the second is more focused on activities outside Chechnya, then Daudov is more involved in domestic politics (however, Delimkhanov's influence is felt here as well).

The Daudov clan is not built on classical principles, that is, there are no strictly defined political or any other forces on which it could rely (which is inherent in the clans of Kadyrov, Delimkhanov and Taymaskhanov).

His people can beat, scare, burn the houses of opponents, knock out money. But he has no political command

The Daudov clan is mainly his numerous security service, ready to provide him with any support, but only as long as he is in power. Daudov is trying to co-opt local politicians and officials, but their loyalty is ephemeral and involves the need to maneuver between Daudov and his main rival, Adam Delimkhanov.

Those on whom Daudov could absolutely rely, as a rule, do not have real power. So, Daudov's younger brother Magomed is only an assistant to Ramzan Kadyrov (this is not a very responsible post - the head of the republic has several dozen such assistants all over Russia).

The prosecutor of the republic, Sharpudi Abdulkadyrov, who is considered Daudov's henchman, also cannot be attributed to influential figures in Chechnya, given its specific features of this republic.

Daudov's team can also include those who worked under him in the Shali District Department of Internal Affairs in 2007. He can also count on some of his fellow villagers and representatives of the Yalkhoy teip.

Lord's people can beat, scare, burn the houses of opponents, knock out money. But he has no political influence. Even in the parliament where he presides, only one deputy represents his interests! The majority of parliament consists of proteges of Kadyrov and Delimkhanov.

Daudov is completely dependent on Kadyrov. He probably has no chance of ever becoming an autonomous politician, free from the influence of the Kadyrov system. Perhaps it is this awareness of his total dependence on the head of Chechnya that makes him such a devoted member of Kadyrov's inner circle. Probably, this is precisely where the confidence of the Chechen leader lies in him.

Today they have the Order of Courage and other Russian military awards. They command special forces, among them is the hero of Russia, police lieutenant colonel Magomed Daudov, whom we took prisoner, but did not kill.”

In 2004 he graduated from Dagestan State University with a degree in Finance and Credit.

Daudov with his subordinates blocked in one of the houses of the “emir of the village of Avtury” nicknamed “Scar” Dzhabrail Abdurzakov. He responded to the offer to surrender with automatic fire, after which Magomed Daudov broke into the household and eliminated the bandit.

In September 2006, M. Daudov prepared and personally led a special operation to destroy the Muskiev brothers. One of the killed Isa Muskiev was known as "Emir Khalid", was considered the "curator" of gangs operating in the Shali, Kurchaloy districts and the city of Argun.

In 2007, thanks to successful tactical actions, M. Daudov managed to neutralize Takhir Bataev, the brigadier general of Ichkeria, the commander of the North-Eastern Front. On account of his bandit group were numerous murders of law enforcement officers and civilians.

In the same 2007, Magomed Daudov received operational information about the whereabouts of the Deputy Prime Minister of the unrecognized Chechen Republic of Ichkeria and the "Emir of the Vedeno region" Suleiman Imurzaev. It was he who claimed responsibility for the explosion in Grozny on May 9, 2004, which killed the First President of the Chechen Republic, Akhmat-Khadzhi Kadyrov. An excerpt characterizing Daudov, Magomed Khozhakhmedovich

And the same children proudly feel like “fearless heroes” of their favorite, cruel games, although it is unlikely that these heroes would behave in the same “heroic” manner if they saw any LIVE lower astral monster in reality ...
But, let's return to our room, now already “cleansed” of all claw-fanged dirt…
Little by little I came to my senses and was again able to communicate with my new acquaintances.
Arthur sat petrified in his chair and was now looking at me dumbfounded.
During this time, all the alcohol had evaporated from him, and now a very pleasant, but insanely unhappy young man was looking at me.
– Who are you?.. Are you an angel too? he asked very quietly.
This question (only without “too”) was asked to me very often when meeting with souls, and I got used to not responding to it, although at the beginning, to be honest, it continued to confuse me very, very much for quite a long time.
This made me worried about something.
– Why - “too”? – I asked, puzzled.
- Someone who called himself an "angel" came to me, but I know that it was not you ... - Arthur answered sadly.
Then a very unpleasant thought dawned on me...
- Didn't you feel bad after this "angel" came? – already understanding in than deal, I asked.
- How do you know? .. - he was very surprised.
- It was not an angel, but rather the opposite. They simply used you, but I can’t explain this to you correctly, because I don’t know myself yet. I just feel when it happens. You have to be very careful. “That was the only time I could tell him.
“Is this something like what I saw today?” Arthur asked thoughtfully.
“In a way, yes,” I replied.
It was evident that he was trying very hard to understand something for himself. But, unfortunately, I was not able to explain anything to him then, since I myself was just a little girl who tried on her own to “get to the bottom” of some essence, guided in her “search” only, yet the most not entirely clear, with his “special talent” ...
Arthur was, apparently, a strong man and, without even understanding what was happening, he simply accepted him. But no matter how strong this man, tormented by pain, was, it was clear that the native images of his beloved daughter and wife, again hidden from him, made him again suffer unbearably and deeply ... And one had to have a heart of stone to calmly observe how he looks around with the eyes of a bewildered child, trying at least for a short moment to “return” his beloved wife Christina and his brave, sweet “fox cub” Vesta once more. But, unfortunately, his brain, apparently unable to withstand such a huge load for him, tightly closed off from the world of his daughter and wife, no longer giving the opportunity to come into contact with them even in the shortest saving moment ...
Arthur did not beg for help and was not indignant ... To my great relief, he accepted with surprising calmness and gratitude what was left that life could still give him today. Apparently too stormy "flurry", both positive and negative emotions, completely devastated his poor, exhausted heart, and now he was only waiting with hope for what else I could offer him ...
They talked for a long time, making even me cry, although I was already kind of used to this, if, of course, you can get used to this at all ...
After about an hour, I already felt like a squeezed lemon and began to get a little worried, thinking about returning home, but still did not dare to interrupt this, although now happier, but, unfortunately, their last meeting. Very many, whom I tried to help in this way, begged me to come again, but I reluctantly refused to do so. And not because I didn’t feel sorry for them, but only because there were many of them, and, unfortunately, I was alone ... And I also had some kind of my own life, which I loved very much, and which I always I dreamed of living as fully and interestingly as possible.
Therefore, no matter how sorry I was, I always gave myself to each person for only one single meeting, so that he would have the opportunity to change (or at least try) what, usually, he could never have any hope ... I considered this an honest approach for myself and for them. And only one single time I broke my "iron" rules and met with my guest several times, because it was simply not in my power to refuse her ...
