Preparations for the land transport reform began back in 2012. In April 2013, a moratorium was introduced in Moscow on the opening of new "commercial" routes. According to the decree of the Moscow government, new routes could appear only by order of the State Unitary Enterprise "Mosgortrans". As a result, the number of "commercial" routes began to gradually decline. In 2015, there were about 500 of them, and by 2016 there were already less than 400.

Requirements and standards

After the minibuses were canceled in Moscow, legal carriers can be easily distinguished by their logo and blue their cars. Suburban transportation

Passengers on city routes will be served only by those carriers that have proven their compliance with the strict requirements of the government contract. Eight companies became the winners of the competitions, which divided 211 city routes among themselves. Three routes have already been operating according to the new model since last year - these are No. 199k, 320, 368. By mid-June, 208 more routes will be transferred to the new standards in Moscow.

"Minibuses" will be replaced by buses of small, medium and large capacity, depending on the passenger traffic on the route. On the busiest routes, large-capacity buses are the most relevant. The city plans to upgrade its rolling stock along such routes with the transition to new low-floor models.

Control over the fulfillment of the requirements of the state contract

The execution of the terms of the contract will be monitored by the specialists of the State Institution "Organizer of Transportation". Special commissions, which will include a representative of the carrier, will check the execution of the state contract. In case of violation of the state contract, penalty points will be imposed on the carrier.     The result is expected: citizens are unhappy, thousands of drivers have been left without work, city officials are hastily expanding transportations, and the order, which has reduced the number of regular routes for low-capacity buses, is checking.

    The check was started after the deputy turned to the Moscow prosecutor. The parliamentarian asked the prosecutor to check the Deptrans order for compliance with federal legislation. A letter with a similar content was sent by the same deputy to the mayor of the capital Sergei Sobyanin.

    The presence of dissatisfied citizens in the State Institution "Organizer of Transportation" is not denied and explains this difficult adaptation to change: people are very conservative in choosing their travel itineraries - this is a habit that has developed over the years, and it is not so easy to change it. In the meantime, the GKU emphasizes, all requests from Muscovites are promptly considered at a meeting of the city headquarters, which includes city departments and representatives of carrier companies.

And the rest of the passengers can save on average 35% of the annual fare: travel on a TAT ticket for 17 rubles. or a single one - for 22 rubles. Previously, the average tariff in fixed-route taxis in the city was much higher - 35 rubles.

    "If I were in their place, I would invalidate the order."

    GKU Gazeta.Ru was assured that all carriers were notified of the changes coming into force six months in advance, as required by law. However, the head of the Transport Union, Yuri Sveshnikov, is sure that the legislation was still violated.

    “The liquidation of the routes was carried out by the capital's officials illegally, and the signed order only contains a reference to the decision of some mysterious commission,” Sveshnikov says. According to him, Federal Law 220-FZ "On the Organization of Regular Carriage of Passengers by Motor Transport" prescribes that along with routes with regulated tariffs there should be routes with unregulated ones. Deptrans included in the new register only those routes on which carriers operate under contracts previously concluded with the city, and the rest were refused to issue certificates for the right to operate routes.

    The city does not recognize the charges of breaking the law.

    “According to Federal Law No. 220, the authorized executive body has the right to establish, change or cancel municipal routes of regular transportation. In Moscow, the route register is formed by the Moscow Department of Transport. The right to close the routes is provided for by Resolution No. 643-PP and Resolution No. 32-PP, the order was adopted by the Transport Department within its competence and does not contradict the provisions of Federal Law No. 220-FZ, ”the department says.

    Although the carriers are strongly critical of the order, they have not yet managed to secure support. “Previously, we applied to, but found no violations there, although they are obvious: the number of carriers in Moscow decreased by about eight times in one day,” he says. The prosecutor's office, to which Sveshnikov complained back in March 2016, also found no violations in the actions.

    As a result, some carriers applied to the Moscow Arbitration Court.

    Vladislav Tolstukhin, the owner of the Transway transport company, which was directly affected by the reform, notes that “there are no private carriers left in Moscow who set tariffs themselves. Now only those who have a contract with the city and who receive a certain amount for the performed transport work, travel, ”he explains. Such contracts with the city authorities, according to Tolstukhin, are unprofitable for carriers. As a result, the companies that have won contracts with the city do not fulfill the conditions of the state contract on the number of minibuses and other indicators, which leads to queues at stops.

    Tolstukhin admits in a conversation with Gazeta.Ru that in a number of districts the old minibuses familiar to citizens did not disappear anywhere after August 15.

    “For example, in Peredelkino, after the cancellation of the minibus, people go 2 km to the nearest stop. This is fine? There are many examples. Therefore, we and a number of other companies that are suing violated this ban, did not remove the cars from the route and continue to work, ”the businessman says.

    “If I were in their place, I would declare the order invalid or somehow postpone its implementation,” he sums up, noting that he is “almost sure of victory” in court.

    However, another carrier, which has agreed to work on the new conditions, sees the advantages in the changes, which concern, among other things, the safety of passengers.

    "The new system will improve"

    In particular, the work regime of the drivers was streamlined. “Previously, they were on flights from early morning until late at night and came to the park half-dead,” the general director of the Hepart company told Gazeta.Ru. - Now our drivers work from 6.00 to 15.00.     “The commercial transportation market that existed in Moscow before was chaotic and disorganized,” he is sure. “Minibuses regularly got into accidents, and for various reasons: the incompetence of the drivers, who were seized by the thirst for profit, the desire to earn money from the carriers themselves, who did not monitor the technical condition of their vehicles, and the drivers themselves.”

    As for the situation with a long wait for transport in the peripheral areas of the city, then, according to Sultanov, the situation should level out very soon, it is possible that this will happen by early September.

After difficulties arose, from August 19, we reduced the interval of movement, released more cars, and from August 26, all carriers will switch to the winter schedule. This means that on all routes the rolling stock will be increased by another 10%, and the interval will naturally also be reduced, especially during rush hour, "Sultanov said.
