You can think differently about the rankings of universities, programs, or something else. But the fact remains: authoritative ratings are compiled by specially trained people who, when working, strive for maximum objectivity. Due to different assessment criteria and other factors, the results in each rating are different. The fact is that universities themselves are strong, each in its own way. Therefore, if we take for comparison, for example, the University of Vienna, Oxford University and a small private university somewhere in the icy expanses of Norway, and rank them in three categories: the importance of research, the total number of students and the level of satisfaction of the teaching staff - then in all three In some cases, different universities will lead the ranking. And this is logical - of course, the research potential of Oxford scientists is much greater than that of the other two universities combined, while the University of Vienna educates 100 thousand students, well, on average, 20 Norwegian college teachers can be much more satisfied with life than a couple of thousand teachers in Oxford.
