The institutes accept citizens who have not completed military service in the Armed Forces, aged 16 to 22, as well as those who have served and are in the reserve of the Armed Forces.
The main requirements for candidates are: the level of education is not lower than secondary (complete) general, the category of fitness for military service "A" and compliance with the level of physical fitness.

Education in educational institutions of the FSB of Russia is free. Students are provided with meals and office accommodation. The results of passing the unified state exam (USE) in specialized subjects are counted as entrance tests.
