Citizens of the Russian Federation who are in military service with a secondary or higher education have the right to undergo retraining before dismissal. They can get a new specialty, which makes it possible to get a high-paying job in civilian life, absolutely free of charge. This right is given to them by the state.

Purpose and purpose of retraining

The state organizes retraining of military personnel for the purposes of social. protection. The need for retraining arises upon dismissal or layoffs. The military is given the opportunity to get a specialty that will be in demand "in civilian life".

During the existence of the program, many officers, with the support of the state, received a new specialization and, thanks to this, were able to find work with decent wages after being dismissed from military service. Similar programs operate in various regional entities. Some universities not only carry out retraining, but also help in job placement.

While obtaining a new specialty, the military can take part in a variety of conferences and forums. Additional specialization can be obtained in several areas to choose from. It can be management, government administration, information security, or something else. The list of the most demanded destinations includes jurisprudence, IT, accounting organization, small business management.

On a note! For accelerated adaptation in civilian life, officers can not only undergo free retraining, but also get a higher education on preferential terms.

Who is eligible for retraining upon dismissal

To exercise the right to retraining, a number of conditions must be met, one of which is the contractual service life of at least 5 years. The reasons for the termination of military service are also regulated. To undergo retraining, they must be associated with:

  1. Deteriorating health.
  2. End of service life.
  3. The maximum age of service.
  4. Carrying out organizational and staff activities.

The new principle of undergoing retraining of the military before they enter the reserve was established in 2015, it is relevant in 2018 as well.

Detailed information on this issue is contained in order No. 630 "On the procedure and conditions for professional retraining in one of the civilian specialties of certain categories of military personnel - citizens of the Russian Federation, undergoing military service under contract", which entered into force on October 21, 2015.

Officers don't pay for retraining during training, they do not lose the right to allowance... The retraining programs are designed for different periods. Training can last up to 4 months, but at least 250 hours. Even if the officer resigns during the retraining period, he will be able to complete his studies without paying any fee.

Age limit

Age is one of the key parameters that gives the right to undergo retraining. This indicator is regulated by Federal Law No. 53. A number of provisions related to this issue are presented in the presidential decree No. 1237.

Not so long ago, the maximum age for retraining was 45 years. But in 2014 this figure was increased to 50... Today, 45 is the maximum age exclusively for women in military service.

For military personnel with high ranks, the limit is 55-60 years. For employees who have not reached the rank of captain (first rank), the maximum age in the ranks of the army is 50 years.

If an officer expresses a desire to pursue an army career, he can conclude a new contract, with a validity period from 12 months to 10 years... The higher ranks will make a decision based on how conscientiously the soldier performed his duties. When concluding a new contract, the state of health of the officer and his professional qualities are taken into account.

When entering the reserve, many military personnel take the opportunity to retrain. At the same time, they retain their right to receive pensions and benefits prescribed by law.

The procedure for the retraining of reserve military personnel

Those liable for military service are enrolled in groups for training in special courses, on the basis of a decree of the Minister of Defense. At the same time, the list of "students" who have made a decision to obtain one of the specialties in demand in the civilian world, duplicates of their reports with the marks of the commanders and documents on their previous education are sent to educational institutions where retraining courses will be held.

When an officer is dismissed, a certificate is issued on one of the grounds described in the first part of the article that makes it possible to obtain a new specialization. It indicates the right to retraining at a particular university.

If the cost of retraining exceeds the maximum allowable rates of financial deductions established by the state program, the officer must pay the difference from his own funds.

Free retraining can only be done at universities under the Ministry of Defense. In ordinary educational institutions, although training is paid, the military is provided with benefits.

To unlearn free courses, a soldier must submit to the personnel department a copy of an identity card, school certificate (or other document of previous education) and a report. Training can take place both full-time and part-time. You will not have to take exams upon admission. In addition to the civilian specialty, an officer can receive a new specialization to continue his military career.

After the delivery of all the documents, the management of the university where the soldier wants to undergo retraining sends a notification to the military unit indicating the form, time and place of retraining. On the basis of the paper received, the representatives of the RFC issue the corresponding order. For the period of training, the military are on a business trip, they retain their rank, the right to receive salaries and travel allowances.

List of universities organizing professional retraining of dismissed military personnel

The military can get an additional specialty in higher educational institutions, working under the Ministry of Defense of the Russian Federation... The list of universities providing this opportunity is quite large. Educational institutions are located in different cities of Russia:

  • Refresher training after dismissal from military service can be taken at the Military Academy of Communications. Marshal of the Soviet Union S.M. Budyonny, located in the city of St. Petersburg. The military can obtain additional specialization in this educational institution if they have a higher education.
  • Another university of St. Petersburg, which makes it possible to retrain after service under a contract, is the V.I. A.F. Mozhaisky.
  • Similar conditions apply at the Krasnodar Higher Military School. CM. Shtemenko. One of the most demanded areas of retraining of military personnel planning to go out into the smell is Information Security.
  • In Kostroma, retraining can be done at the Military Academy. Marshal of the USSR S.K. Tymoshenko.
  • In Balashikha (Moscow region), the faculty of retraining of military personnel functions at the Military Academy of the Strategic Missile Forces named after V.I. Peter the Great. There is also a branch of this educational institution in Serpukhov.
  • In Tver, the retraining of servicemen before dismissal is carried out by the Aerospace Defense Academy named after V.I. G.K. Zhukova.

The military, who meet all the necessary criteria for retraining, after completing training in the chosen direction, have great chances of finding employment in the specialty they have received. More than half of the retrained servicemen easily find good jobs in civilian life.

Military training sessions are held annually in the Russian Federation, as well as in the overwhelming majority of other countries. Their main goal is to prepare citizens in the reserve for a potential military aggression. In many countries, this event is held annually and without any direction from above. In Russia, the president annually signs a decree on holding military training sessions. Thus, the head of state is always aware of this extremely important event.

Do everyone have the right to be called up for military training? Not really. In peacetime, those liable for military service cannot be called up for training more often than once every three years, and the duration of the call for them should not be more than two months. In total, the citizens of the country who are in reserve, subject to peacetime, must spend a total of twelve months at military training, that is, a year.

What are the fees at the military registration and enlistment office, and how are they carried out

Fees at the military registration and enlistment office is a process that takes place in several stages.

First, there is interaction with military units, which must be completed. Based on the results of this interaction, the selection of those liable for military service is made. After that, the officers of the military registration and enlistment offices send out summons for training camps. At these gatherings, a medical examination and examination of the conformity of the conscript's state of health to the standards for a person liable for military service takes place.

Separately, it should be noted that there are categories of citizens who are not in the reserve and not liable for military service. These include:

  1. Women.
  2. Law enforcement officers.
  3. Citizens involved in sowing and harvesting works at the time of their implementation.
  4. Teachers.
  5. Full-time and part-time university students.
  6. Fathers with at least three minor children.

All these are people exempted from military service in peacetime.

The most complete information about military training

The agenda should be treated with due attention, because it is an official document. Young men who have reached the age of sixteen are given it for the purpose of undergoing a medical examination and, if their health is in accordance with the norms, - a resolution to be registered with the military commissariat. For young people, from the age of eighteen to twenty-seven, the agenda serves as a call for compulsory military service. In addition, the summons are sent to those liable for military service in the reserve who need to undergo retraining.

There are three main reasons why a summons is delivered to the military registration and enlistment office for training:

  1. Passing a medical examination to determine the suitability of a conscript to fulfill his duty to the Fatherland.
  2. For referral for compulsory military service.
  3. Direction to military exercises.

Failure to appear at the military commissariat after receiving the summons threatens administrative or even criminal liability, so it is impossible to ignore the receipt of this document. However, there are situations in which it is possible to postpone military service, and sometimes not to complete it at all.

Military service can be postponed for an indefinite period of time due to the following circumstances:

  • University studies;
  • family circumstances, such as caring for a weak relative, raising a child by a single father, a disabled child in a family, paternity with two or more children;
  • service in special state institutions.

You can generally be exempted from military service under the following circumstances:

  • a disease that interferes with military service;
  • academic degree;
  • outstanding criminal record.

Military training camp in 2019

In 2019, the first 10,000 conscripts who studied in higher educational institutions for military specialties under the new program, approved three years ago, will be called up for the final military training.

The army of the Russian Federation today needs extremely high-quality training of future military personnel, and not the service of everyone who will be called up, because in 2019 the troops are gradually being equipped with new and extremely sophisticated equipment and weapons.

The duration of training for servicemen is determined by the curriculum (thematic) plan and the technology for implementing the professional retraining program.

15. Servicemen have the right to undergo professional retraining only in one of the civilian specialties and in only one educational organization.

After training a serviceman, personnel agencies make a record of the passage of professional retraining, indicating the full name of the educational organization, the number of the diploma and the date of its issue in the service record of the serviceman's personal file.

The procedure and conditions for professional retraining in one of the civilian specialties of military personnel - citizens of the Russian Federation, doing military service under a contract

I. General Provisions

1. Professional retraining of military personnel in one of the civilian specialties (hereinafter referred to as - professional retraining) is carried out taking into account the level and profile of the education they received earlier.

Professional retraining is carried out by a military educational institution for additional professional educational programs in the amount of over 500 hours of classroom lessons *, which improve the knowledge of military specialists to perform a new type of professional activity within one of the civilian specialties.

2. Additional educational programs for professional retraining of military personnel in one of the civilian specialties are developed, approved and implemented by a military educational institution independently in accordance with the requirements of regulatory documents in the field of education * .

3. Professional retraining can be carried out in full-time and part-time (evening) forms of education, as well as with the use of distance learning technologies. Classes can be organized by military educational institutions on the basis of military units ** and organizations of the Armed Forces in which military personnel do their military service.

4. Servicemen who have successfully passed the final state certification receive state-recognized professional retraining diplomas, which certify their right (qualifications) to conduct professional activities in a particular area.

II. Organization procedure professional retraining

5. Servicemen who have expressed a desire to undergo professional retraining, submit a report in the prescribed manner:

those dismissed from military service upon reaching the age limit for military service or upon the expiration of the period of military service - no earlier than one year before the onset of the age limit for military service or the expiration of the contract;

those dismissed from military service for health reasons - in the presence of a conclusion of the military medical commission on their recognition as unfit (partially fit) for military service;

those dismissed from military service in connection with organizational and staff activities - not earlier than the adoption of a decision by the relevant officials of the Ministry of Defense to carry out organizational and staff activities.

Servicemen submit reports taking into account the time frames for their referral to professional retraining during their military service.

In the report, a soldier indicates: military rank, surname, first name and patronymic, military position held, date of birth, total duration of military service in calendar terms (not counting the time of study in military educational institutions of higher and secondary vocational education), level of education, existing civilian specialty and the qualifications, the chosen training program, the profile of the existing education, and the military educational institution that implements it, the basis on which he has the right to undergo professional retraining, as well as the office telephone number. A copy of the education certificate is attached to the report.

6. The reports of servicemen are considered by the respective commanders of military units in accordance with the established procedure.

7. In the military unit, lists of servicemen are drawn up who have expressed a desire to undergo professional retraining, in accordance with Appendix No. 1 to this Procedure.

From the military unit, these lists are submitted by subordination to the personnel body of the type and branch of the Armed Forces, the military district (fleet), the main (central) department of the Ministry of Defense (hereinafter referred to as the personnel body).

8. The personnel body, on the basis of the lists submitted by the military units, conducts a preliminary distribution of servicemen to specialized military educational institutions carrying out professional retraining, as well as forms information about the number and personal data of servicemen who have expressed a desire to undergo professional retraining, and proposals on the form (method) of its conduct for each serviceman who are sent to the Main Personnel Directorate of the Ministry of Defense of the Russian Federation.

The calculation of the distribution of training places in military educational institutions (hereinafter referred to as the distribution calculation) is developed by the Main Personnel Directorate of the Ministry of Defense of the Russian Federation for each set of military personnel. Extracts from the distribution calculation, after its approval, are sent to personnel bodies and military educational institutions at least one month before the start of training.

9. Upon receipt of an extract from the calculation of the distribution, the military educational institution forms training groups.

Taking into account the established terms for the beginning of training and the formation of training groups, the command of military educational institutions sends written notifications to the personnel bodies, which indicate the form (method) of professional retraining of each serviceman, the time and place of its holding. Extracts from notifications are sent by personnel bodies to military units in the part concerning.

10. The military unit commander issues a referral in accordance with Appendix No. 2 to this Procedure for servicemen for whom the notification has determined a full-time or part-time (evening) form of study in a military educational institution. In the military unit, an order is issued to send a serviceman for professional retraining.

The servicemen sent for professional retraining arrive at military educational institutions by the due date.

For servicemen for whom a different form (method) of training has been determined by the notification, military educational institutions shall inform the terms of the beginning and the place of undergoing professional retraining, which are established by them in agreement with the command of the military units.

11. Servicemen sent for professional retraining are included in the lists, which are submitted by the commander of the military unit to the personnel authority according to their subordination.

The personnel body, on the basis of these lists, forms information about the number of servicemen sent for professional retraining, which is submitted to the Main Personnel Directorate of the Ministry of Defense of the Russian Federation.

12. Servicemen enrolled in professional retraining programs during the training period are considered seconded from the corresponding military units.

13. Expenses related to the training of military personnel under professional retraining programs are included in the cost estimate of a military educational institution.

14. Upon completion of the professional retraining of servicemen, the military educational institution submits a report for each issue to the Main Personnel Directorate of the Ministry of Defense of the Russian Federation.

15. Control over the established procedure and conditions for sending military personnel to professional retraining is assigned to the relevant personnel bodies.

III. Conditions for professional retraining

16. Professional retraining of military personnel is carried out subject to the total duration of their military service in calendar terms of five years or more (not counting the time of study in military educational institutions of higher and secondary vocational education) in the year of dismissal from military service upon reaching the age limit for military service , expiration of military service, health condition or in connection with organizational and staff activities.

17. Servicemen undergo professional retraining for up to four months. The duration of training for military personnel is determined by the curriculum (thematic) plan and the technology for the implementation of an additional educational program for professional retraining.

18. Professional retraining of servicemen is carried out without charging them a tuition fee.

19. Servicemen undergo professional retraining, as a rule, in such a way that it ends before the day the serviceman is excluded from the lists of the military unit's personnel.

In the event of dismissal of military personnel from military service during the period of study, they have the right to complete their studies free of charge.

20. Servicemen have the right to undergo professional retraining only in one of the civilian specialties and in only one military educational institution. After training a serviceman, the relevant personnel bodies are required to make a record of the passage of professional retraining, indicating the full name of the educational institution, the number of the diploma and the date of its issue in the service record of the serviceman's personal file.

21. Professional retraining of military personnel is carried out, as a rule, in military educational institutions located in settlements at the place of military service by military personnel or in nearby settlements. In the absence of military educational institutions at the place of military service by military personnel, their training can be carried out by military educational institutions using distance educational technologies, as well as in military units using the educational material base available in them.

22. The implementation of measures related to professional retraining of servicemen is carried out at the expense and within the budget allocated to the Ministry of Defense in the relevant areas of activity, as well as within the budgetary allocations under the jurisdiction of the Chief of the Main Personnel Directorate of the Ministry of Defense of the Russian Federation.
