    1. Work kits are created for each expert taking into account the PC work schedule.

    2. Before the start of checking the examination papers, the head of the RCPI transfers to the chairman of the PC the criteria for evaluating detailed answers received no later than 15:00 Moscow time on the day of the exam from the FCT.

    3. The prepared work kits are transferred by the head of the RCIO or the responsible employee of the RCIO to representatives of the State Budgetary Institution of the Kaliningrad Region "Regional Education Center", authorized by order of the Ministry of Education of the Kaliningrad Region to organize the verification of detailed answers, who organize the transfer of materials to the chairman of the PC on the day of the examination.

    4. Experts check examination papers and assign points to the appropriate fields of the protocol form in accordance with the “Rules for the work of the subject commission when checking detailed answers of Unified State Examination participants” (Appendix No. 24) and with the criteria for assessing detailed answers.

    5. After completing the verification of the examination papers of each set, the completed protocol form and copy forms of the working set are transferred for processing to the RCIO.

    6. The work is sent for the third inspection automatically by the examination station.
A significant discrepancy in each general education subject is determined in the assessment criteria and is included in the automated processing algorithm.

    1. On the form-copy of the work assigned for the third examination, the registration part indicates the points assigned by the two previous experts for those answers that require the third examination.

    2. Checking the answers of the Unified State Exam participants to the questions of the examination work with a detailed answer is considered completed when all the works have been checked by experts the required number of times, and the assessment results from the protocol forms have been analyzed by the examination station software.

    3. When checking the examination papers of Unified State Examination participants, it is possible to organize the exchange of examination papers of Unified State Examination participants between the constituent entities of the Russian Federation (hereinafter referred to as interregional cross-checking).

    Completing the exam and receiving results


    1. RCIO completes the processing of Unified State Exam forms, including checking answers to exam questions with a detailed answer by subject commissions:

  • in Russian language and mathematics - no later than six calendar days after the relevant exam;

  • for other general education subjects - no later than four calendar days after the relevant exam;

  • for exams held within additional deadlines - no later than three calendar days after the relevant exam .

    1. After completing the process of primary processing of Unified State Examination forms for each general education subject, the project administrator, with the help of the Database Management station, completes the process of processing exam materials in the RCIO. The data obtained as a result of processing in the RIS Unified State Exam is automatically transferred to the FCT for centralized verification and calculation of results in primary and test scores.

    2. During the early period of the Unified State Examination, the results are calculated only in primary scores. The results are converted into test scores in the main period.

    3. The centralized check is completed no later than five working days from the date of receipt of the results of processing Unified State Exam forms from all subjects of the Russian Federation.

    4. The Unified State Exam results of each participant are automatically transferred from FIS to the Unified State Exam RIS.

    5. RCIO organizes the generation of electronic file statements and/or printing of statements with the results of Unified State Exam participants for approval by the State Examination Committee and organization of informing Unified State Exam participants within three days.

    Processing appeals regarding violations of the established procedure for conducting the Unified State Examination


    1. After considering an appeal about a violation of the established procedure for conducting the Unified State Exam, the Control Committee transmits to the State Examination Committee and the head of the Republican Center for Inspection a copy of the protocol of the internal investigation of the appeal about a violation of the established Procedure for conducting the Unified State Exam with a formalized decision within two working days.

    2. The head of the RCIO transfers the received completed protocols for consideration of appeals to the RCIO employee responsible for processing appeals and corrections.

    3. The RCPI employee responsible for processing appeals enters into the appeals and corrections station the results of the consideration of appeals, including attachments of images of the necessary appeal documentation. Processed appeals are automatically transferred to the FCT for processing and registered in the FIS Unified State Examination.

    4. The results of processing appeals from the FIS are automatically transferred to the RIS Unified State Examination.

    5. In cases that require clarification, the FCT sends a corresponding program request for this appeal. In this case, the employee responsible for processing appeals and corrections at the RCIO provides the requested information by entering it into the software.

    6. If an appeal about a violation of the established procedure for conducting the Unified State Exam is granted, the appellant’s result is canceled and this information is transferred to the RIS.

    7. Information about the results of the consideration of the appeal by the CC is transferred to the RCIO for transmission to the FTC within two calendar days from the date of the decision of the CC.

In accordance with Federal Law dated December 29, 2012 N 273-FZ “On Education in the Russian Federation”, the Procedure for conducting state final certification for educational programs of secondary general education, approved by order of the Ministry of Education and Science of the Russian Federation dated December 26, 2013 N 1400, I order:

1. Approve the Regulations on subject commissions of the city of Moscow for conducting state final certification of educational programs of secondary general education in accordance with the appendix to this order.

REGULATIONS ON SUBJECT COMMISSIONS OF THE CITY OF MOSCOW FOR CONDUCTING THE STATE FINAL CERTIFICATION FOR EDUCATIONAL PROGRAMS OF SECONDARY GENERAL EDUCATION

This Regulation on subject commissions for conducting state final certification for educational programs of secondary general education (hereinafter referred to as the Regulations) was developed on the basis of the Procedure for conducting state final certification for educational programs of secondary general education, approved by order of the Ministry of Education and Science of the Russian Federation dated December 26, 2013. N 1400 (hereinafter referred to as the Procedure).

The Regulations regulate the activities of subject commissions for checking examination papers of the state final certification (hereinafter referred to as the State Final Certification Examination) for educational programs of secondary general education, determine the tasks, composition and structure of the subject commission, its powers and functions, organization of work, rights, duties and responsibilities of members of the subject commission.

1. General Provisions

1.1. Subject commissions for academic subjects (hereinafter referred to as PC) are created to check the examination works of State Academic Examination participants (including oral answers).

1.2. The composition of the PC is formed by the State Examination Commission of the city of Moscow (hereinafter referred to as the State Examination Commission) and approved by order of the Department of Education of the city of Moscow. Candidates for chairpersons of the PC are approved by the Federal Service for Supervision of Education and Science (hereinafter referred to as Rosobrnadzor).

1.3. PCs in their work are guided by:

– legislative and other regulatory legal acts of the Russian Federation and the city of Moscow in the field of education;

– instructional documents of the Ministry of Education and Science of the Russian Federation on the organization and conduct of the State Examination;

– decisions of the State Examination Committee;

– these Regulations.

1.4. Pedagogical workers engaged on the basis of an order of the Moscow Department of Education to work in the PC during working hours and released from their main work for the period of checking examination papers during the State Examination Period, in accordance with paragraph 9 of Article 47 of Federal Law of December 29, 2012 N 273 -FZ "On Education in the Russian Federation" provides guarantees and compensation established by labor legislation and other acts containing labor law norms.

Members of the PC are paid compensation for the work of checking examination papers of the Unified State Exam at the expense of budgetary allocations of funds from the Moscow city budget allocated for the conduct of the Unified State Exam.

2. Structure and composition of PC

2.1. A PC is created for each academic subject in which the State Examination is conducted.

2.2. The PC includes:

– Chairman of the PC;

– deputy chairmen of the PC;

– executive secretaries of the PC;

2.3. The numerical composition of the PC is determined based on the number of GIA participants passing the GIA in the relevant academic subject in the current year, as well as taking into account the established deadlines and testing standards.

2.4. The composition of the PC for each academic subject is formed from persons who meet the following requirements (hereinafter referred to as experts):

– presence of higher education;

– compliance with the qualification requirements specified in qualification reference books and (or) professional standards;

– experience working in organizations engaged in educational activities and implementing educational programs of secondary general, secondary vocational or higher education (at least three years);

– availability of a document confirming receipt of additional professional education, including practical training (at least 18 hours) on assessing samples of examination papers in accordance with the assessment criteria for the relevant academic subject, determined by Rosobrnadzor;

– availability of the results of a qualification test organized and conducted in the manner established by the Moscow Department of Education.

3. Powers, functions and organization of PC operation

3.1. PCs carry out their work at all stages of the state inspection in accordance with the timing of the state inspection, determined annually by Rosobrnadzor.

– accept for consideration examination papers of the state final exam (hereinafter referred to as the GVE), impersonal copies of forms with answers to the tasks of the examination paper of the unified state exam (hereinafter referred to as the Unified State Examination) with a detailed answer;

– check the answers of the State Examination Participants and evaluate them in accordance with the assessment criteria for the relevant academic subject, the development of which is organized by Rosobrnadzor;

– formalize the results of evaluating the responses of State Examination Participants with verification protocols and send them to the Regional Information Processing Center of the City of Moscow (hereinafter referred to as RCPO) for subsequent processing.

3.3. The PC has the right:

– to request, within the scope of their competence, information and clarifications from the RCIO on the issues of organizing and conducting the Unified State Exam, as well as, if necessary, from the organization that, on behalf of Rosobrnadzor, provides organizational and technological support for the Unified State Exam at the federal level;

– prepare and submit to the chairman of the State Examination Committee proposals on the content of tasks with a detailed answer, requirements and criteria for evaluating answers for sending to the Moscow Department of Education for further sending to Rosobrnadzor;

– prepare and transmit to the chairman of the State Examination Committee information about violations in the exam papers of participants (using fragments of assessment criteria, completing work in different handwritings, replacing an option or completing tasks from different options), as well as typical errors in the answers of Unified State Exam participants and recommended measures to improve the preparation of students in relevant academic subject;

– report to the State Examination Committee about the detection of incorrect tasks in control measuring materials (hereinafter referred to as CMM).

3.4. PCs are located in specially designated and equipped rooms that allow limiting access by unauthorized persons and ensuring compliance with the information security regime and proper storage conditions for documentation.

3.5. The following may be present on the PC during the scan:

– members of the State Electoral Committee – by decision of the chairman of the State Electoral Committee;

– public observers accredited in accordance with the established procedure – optional;

– officials of Rosobrnadzor, Department of State Supervision and Control in Education of the Moscow Department of Education.

3.6. Experts are prohibited from copying and removing examination papers, assessment criteria, protocols for checking examination papers from the specified premises, as well as disclosing to unauthorized persons the information contained in the specified materials. Upon completion of the inspection, the materials used by the experts (with the exception of examination protocols) are transferred to the RCIO.

3.7. Experts are prohibited from carrying or using mobile phones, other means of communication and electronic computer equipment during the inspection.

If it is established that an expert has violated the specified requirements, performed the duties assigned to him in bad faith, or used the status of an expert for personal purposes, the State Examination Committee makes a decision, upon the proposal of the chairman of the PC, to exclude the expert from the composition of the PC.

3.8. Examination works of State Academic Examination participants are checked by experts in strict accordance with assessment criteria for the relevant academic subject, the development of which is organized by Rosobrnadzor.

3.9. Protocols for checking the examination papers of State Examination Participants by experts are transferred by the chairman of the PC to the RCIO, where they are subject to storage as strict reporting documents until December 31 of the current year.

3.10. PC operation is carried out at task verification points located at the following addresses: 105118, Moscow, Budyonny Avenue, 15a; 105275, Moscow, 8th Sokolinaya Gora street, 5a.

4. Rights and responsibilities of the PC chairman

4.1. The PC is headed by a chairman who provides general management and coordination of activities.

4.2. In the absence of the PC chairman, general management and coordination of activities is carried out by the deputy chairmen of the PC.

4.3. The Chairman of the PC, within the framework of his competence, reports to the Chairman of the State Examination Committee.

4.4. PC Chairman:

– submits to the State Examination Committee proposals on the composition of the PC, on the candidacies of experts proposed for inclusion in the PC created by Rosobrnadzor;

– provides training and consultation to experts on issues of assessing examination papers;

– interacts with the head of the RCIO, the chairman of the conflict commission, the Federal Commission for the development of CMM;

– submits to the State Examination Committee information about the expert’s violation of the established procedure for conducting state inspection;

– appoints deputy chairmen of the PC and executive secretaries who ensure the work of the PC.

4.5. The Chairman of the PC has the right:

– give instructions to experts within the scope of their powers;

– to remove experts from participation in the work of the PC in the event of problematic situations with the obligatory notification of the chairman of the State Examination Committee about their decision;

– do not allow experts who have not confirmed their qualifications and/or been instructed to check the work;

– make decisions on organizing the work of the PC in the event of force majeure situations (in agreement with the chairman of the State Executive Committee);

– send requests to the RCIO and, if necessary, to the authorized organization that, on behalf of Rosobrnadzor, carries out organizational and technological support for the Unified State Exam at the federal level;

– send proposals to the State Examination Committee on incentives for PC members.

4.6. The Chairman of the PC is obliged:

– perform the functions assigned to him in accordance with these Regulations;

– comply with the requirements of regulatory legal acts regulating the organization and conduct of State Examinations, instructions, and decisions of the State Examination Committee;

– ensure verification in accordance with the deadlines established by the Procedure;

– ensure compliance with confidentiality and information security regime during verification, storage and transfer of verification results to the RCIO;

– promptly inform the management of the State Examination Committee about emerging problems and difficulties that may lead to delays in work and violation of inspection deadlines;

– ensure that the evaluation criteria for detailed answers are received on the day of the exam;

– organize a discussion of these criteria and agreement on approaches to assessing the work of exam participants; organize, on the day of the inspection, briefing of experts on the evaluation criteria, taking into account the agreed approaches to the inspection of work;

– prepare a report on the results of PC operation.

4.7. Deputy Chairman of the PC:

– organizes and coordinates the work of PC experts;

– monitors the progress of checking detailed answers, and, in agreement with the head of the RCPI, creates a work schedule for the PC;

– together with the executive secretary of the PC, organizes recording of the working time of experts;

– in the absence of the Chairman of the PC, performs his duties.

4.8. Executive Secretary of the PC:

– provides organizational and technical preparation for PC operation;

– provides lists of experts for inspection in accordance with the regulations for organizing the inspection, drawn up jointly with the RCIO;

– professionally perform the functions assigned to him, comply with ethical and moral standards;

– maintain confidentiality and the established procedure for ensuring information security when checking the examination papers of State Examination Examination participants;

– inform the chairman of the PC (deputy chairmen of the PC) about problems that arise when checking the examination papers of State Examination Participants;

– inform the chairman of the PC in writing about cases of violation of the verification procedure and information security regime, as well as other violations in working with documentation in the activities of the PC.

4.10. An expert may be excluded from the PC in the following cases:

– failure to perform or improper performance of duties;

– non-compliance with the requirements of regulatory legal acts for conducting state inspection;

– violation of confidentiality and information security requirements, as well as abuse of established powers, committed out of selfish or other personal interest.

Members of the PC are held accountable in the manner established by the legislation of the Russian Federation.

5. Organization of PC operation

5.1. Examination works of State Examination Participants undergo the following types of checks:

– in cases established by the Procedure, interregional cross-check, check by a third expert (hereinafter referred to as the third check), re-check, as well as check as part of the consideration of an appeal about disagreement with the awarded points. Only experts who, upon the proposal of the State Examination Committee, were included in the federal subject commissions created by Rosobrnadzor, are allowed to participate in these inspections.

5.2. Based on the results of the first and second checks, experts independently assign points for each answer to the tasks of the Unified State Examination paper with a detailed answer, for each answer to the tasks of the GVE examination paper. The results of each assessment are entered into the protocol for checking by subject commissions the examination papers of students and graduates of previous years. After completion, protocols for checking examination papers of the Unified State Examination are transferred to the RCIO for further processing.

5.3. The distribution of Unified State Examination papers among experts, the calculation of points for each task of the Unified State Examination paper with a detailed answer, as well as the determination of the need for a third check are carried out automatically using specialized hardware and software of the RCIO.

5.4. The distribution of GVE examination papers and the calculation of the final scores of the GVE examination work are carried out by the chairman of the subject commission and recorded in a protocol, which is then transferred to the State Examination Committee.

Scanning and material recognition


  1. The scanning operator ensures scanning of machine-readable forms of PES and Unified State Examination forms from those PES whose machine-readable forms have been processed.

  2. To process EM from PPE, the project administrator launches the process of automated recognition of information from machine-readable forms and Unified State Examination forms. Recognition is carried out in the background.

  3. The scanning operator scans the received forms in accordance with the “Rules for the scanning operator” (Appendix No. 3).

  4. The operator registers the scanned package of forms in the software and transfers the original scanned forms to the RCCO employee responsible for storing materials.

  5. Processing priority is set to answer forms No. 2 to ensure PC operation.
  1. Verification of recognition results


    1. Verification, i.e. checking the quality of recognition is carried out by comparing on the monitor screen the characters entered in the machine-readable form of the PPE, on the Unified State Examination form or in the test report with the same characters obtained as a result of recognition. The verifier checks the correctness of character recognition in accordance with the “Rules for a verifier in the RCIO” (Appendix No. 4) and, if necessary, makes corrections to the list of recognized characters.

    2. The verifier begins work at the direction of the project administrator.

    3. If situations arise that are not regulated by the “Rules for a verifier in the RCIO”, the verifier sends a package of electronic forms to the senior verifier to resolve the problem.

    4. If there is a discrepancy between the information from the registration form and the entry in the RIS, the senior verifier makes the necessary (permissible) corrections to the package.

    5. The senior verifier eliminates emerging problems in processing Unified State Examination forms and machine-readable PPE forms.

Information, organizational and technological support for the activities of the PC is carried out by the RCIO. The Chairman of the PC agrees with the head of the RCIO on the work schedule of the PC experts who check answer forms 2 and additional answer forms 2 unfilled by the Unified State Exam participants. Subject commissions work in premises that exclude the possibility of access to unauthorized persons and the dissemination of restricted information. 3. GIA is carried out by state examination commissions (hereinafter referred to as the State Examination Commission) in order to determine the compliance of the results of students’ mastery of educational programs of basic general education with the corresponding requirements of the federal state educational standard of basic general education<1>.

4. The GIA includes mandatory exams in the Russian language and mathematics (hereinafter referred to as compulsory academic subjects). Exams in other academic subjects: literature, physics, chemistry, biology, geography, history, social studies, foreign languages ​​(English, German, French and Spanish), computer science and information and communication technologies (ICT), as well as in the native language from among languages ​​of the peoples of the Russian Federation and literature of the peoples of the Russian Federation in their native language from among the languages ​​of the peoples of the Russian Federation (hereinafter referred to as the native language and native literature) - students take it on a voluntary basis of their choice. dated 07/07/2015 N 692)

5. The State Examination in all academic subjects specified in paragraph 4 of this Procedure (with the exception of foreign languages, as well as the native language and native literature) is conducted in Russian.

6. If the study of an academic subject of the invariant part of the curriculum of an educational organization was carried out in the native language, the GIA in the academic subject is also carried out in the native language, provided that when studying it, textbooks included in the federal list of textbooks approved by the Ministry of Education and Science of the Russian Federation were used , recommended for use in the implementation of state accredited educational programs of primary general, basic general, secondary general education by organizations engaged in educational activities<1>.

III. GIA participants

9. Students who do not have academic debt and have completed the curriculum or individual curriculum in full (with annual grades in all academic subjects of the curriculum for grade IX not lower than satisfactory) are admitted to the State Examination.

The educational subjects chosen by the student, the form(s) of the State Academic Examination (for students in the case specified in paragraph 8 of this Procedure) and the language in which he plans to take exams (for students specified in paragraph 6 of this Procedure) are indicated by him in the application, which he submits it to the educational organization before March 1 inclusive. 10. Students who have mastered the educational program of basic general education in the form of family education, or who have studied in an educational program of basic general education that does not have state accreditation, have the right to take an external State Examination in an organization that carries out educational activities in an educational program of basic general education that has state accreditation, in the forms established by this Procedure<1>. IV. Organization of the State Examination

12. The Federal Service for Supervision in Education and Science (hereinafter referred to as Rosobrnadzor) performs the following functions within the framework of the State Examination:

establishes the procedure for the development, use and storage of CMMs (including requirements for their protection regime, the procedure and conditions for posting information contained in CMMs on the Internet information and telecommunications network (hereinafter referred to as the Internet))<1>;

determine the location of examination points (hereinafter referred to as the PPE) and the distribution of students between them, the composition of the leaders and organizers of the PPE, authorized representatives of the State Examination Committee, technical specialists, specialists in conducting instruction and providing laboratory work, assistants for the persons specified in paragraph 34 of this Procedure; (as amended by Order of the Ministry of Education and Science of the Russian Federation dated March 24, 2016 N 305)

provide the PPE with the necessary set of examination materials for conducting the State Examination, including examination materials in their native language;

organize the formation and maintenance of regional information systems to support the conduct of the State Examination of students who have mastered the basic educational programs of basic general and secondary general education (hereinafter - RIS)<1>, and entering information into the FIS in the manner established by the Government of the Russian Federation<2>;

ensure the processing and verification of examination papers in the manner established by this Procedure;

16. Organizational and technological support for conducting state inspection outside the territory of the Russian Federation, ensuring activities for the operation of FIS are carried out by a certain organization in accordance with the legislation of the Russian Federation (hereinafter referred to as the authorized organization).

17. GEC:

1) organizes and coordinates the work on preparing and conducting the State Examination, including:

coordinates proposals of the executive body of the constituent entity of the Russian Federation exercising public administration in the field of education, the founder, foreign institution on the personnel of managers and exam organizers, authorized representatives of the State Examination Committee, members of subject commissions, technical specialists, specialists in conducting instruction and providing laboratory work, assistants for individuals specified in paragraph 34 of this Procedure; (as amended by Order of the Ministry of Education and Science of the Russian Federation dated March 24, 2016 N 305)

coordinates the work of subject commissions;

2) ensures compliance with the established procedure for conducting state inspection, including:

sends its authorized representatives to the places of examinations and RCIO, subject commissions to monitor the progress of the State Examination and compliance with the information security regime during the State Examination;

interacts with public observers on issues of compliance with the established procedure for conducting state inspection;

organizes an inspection regarding violations of the established procedure for conducting state inspection;

3) considers the results of the State Examination at its meeting and, in the cases established by this Procedure, makes decisions on approval, change or cancellation of the results of the State Examination.

Representatives of the executive authorities of the constituent entities of the Russian Federation, exercising public administration in the field of education, executive authorities of the constituent entities of the Russian Federation, exercising delegated powers in the field of education, founders and foreign institutions, local government bodies, organizations engaged in educational activities are involved in the State Electoral Commission and authorized representatives of the State Electoral Commission. , public organizations and associations.

Authorized representatives of the State Examination Committee are informed about the location of the training center to which they are sent no earlier than three working days before the examination in the relevant academic subject.

18. Examination works of students are checked by subject commissions in the relevant academic subjects.

Subject commissions for each academic subject include persons who meet the following requirements (hereinafter referred to as experts):

presence of higher education;

compliance with the qualification requirements specified in qualification reference books and (or) professional standards;

having work experience in organizations engaged in educational activities and implementing educational programs of basic general, secondary general, secondary vocational education (at least three years);

availability of a document confirming receipt of additional professional education, including practical training (at least 18 hours) on assessing samples of examination papers in accordance with the criteria for assessing examination papers in the relevant academic subject, determined by Rosobrnadzor<1>.

19. Consideration of student appeals is carried out by a conflict commission, which does not include members of the State Examination Committee and subject commissions.

Mediation board:

accepts and considers appeals from students regarding violations of the established procedure for conducting the state examination, as well as disagreement with the assigned scores;

Based on the results of consideration of the appeal, makes a decision to approve or reject the student’s appeal;

informs the student who filed the appeal and (or) his parents (legal representatives), as well as the State Examination Committee, about the decision made.

The conflict commissions include representatives of executive authorities of the constituent entities of the Russian Federation exercising public administration in the field of education, executive authorities of the constituent entities of the Russian Federation exercising delegated powers, founders and foreign institutions, local governments, organizations engaged in educational activities, public organizations and associations.

20. By decision of the executive body of the constituent entity of the Russian Federation exercising public administration in the field of education, territorial examination, subject and conflict subcommittees are created as part of the State Examination Committee, subject and conflict commissions, exercising individual powers of the State Examination Committee, subject and conflict commissions on the territory of one or more municipal districts and (or) urban districts.

21. Decisions of the State Examination Committee, subject and conflict commissions are documented in protocols.

22. In order to facilitate the implementation of the State Examination, educational organizations, as well as local government bodies exercising management in the field of education:

against signature, they inform students and their parents (legal representatives) about the deadlines, places and procedure for submitting applications for passing the State Examination, about the procedure for conducting the State Examination, including the grounds for removal from the exam, changing or canceling the results of the State Examination, about maintaining a video recording in the PPE, on the procedure for filing appeals about violation of the established procedure for conducting the State Examination and about disagreement with the awarded points, about the time and place of familiarization with the results of the State Examination, as well as on the results of the State Examination received by students;

send their employees to work as managers and organizers of the PES, members of subject commissions, technical specialists, specialists in conducting instruction and providing laboratory work, assistants for the persons specified in paragraph 34 of this Procedure, and monitor the participation of their employees in conducting the State Examination; dated 03/24/2016 N 305, dated 01/09/2017 N 7)

enter information into FIS and RIS in the manner established by the Government of the Russian Federation<1>.

25. For persons re-admitted this year to take exams in the relevant academic subjects in the cases provided for by this Procedure, additional deadlines are provided for conducting the State Examination in the forms established by this Procedure (hereinafter referred to as additional deadlines).

26. For students who are unable, for good reasons, documented, to pass the State Examination within the time limits established in accordance with paragraphs 24 and 25 of this Procedure, the State Examination is carried out ahead of schedule, but not earlier than April 20, in the forms established by this Procedure. 27. The State Examination for students of educational organizations in correctional institutions of the penal system, who are released from serving their sentence no earlier than three months before the start of the State Examination, is carried out ahead of schedule within the time limits determined by the executive authorities of the constituent entities of the Russian Federation exercising public administration in the field of education, according to in agreement with the founders of such correctional institutions, but not earlier than February 20 of the current year.

28. The break between examinations in compulsory academic subjects, the dates for which are established in accordance with paragraph 24 of this Procedure, is at least two days.

29. The duration of examinations in academic subjects does not include the time allocated for preparatory activities (instructing students, opening packages with examination materials, filling out the registration fields of the examination paper, setting up technical means).

If the exam lasts 4 hours or more, meals will be provided for students.

For students with disabilities, students with disabilities and disabled children, as well as those who studied at home for health reasons, in educational organizations, including sanatoriums and resorts, which provide the necessary medical, rehabilitation and health measures for those in need long-term treatment, the duration of the exam increases by 1.5 hours (with the exception of the OGE in foreign languages ​​(section “Speaking”). 30. those who did not complete the examination work for good reasons (illness or other documented circumstances);

whose appeal about violation of the established procedure for conducting state inspection by the conflict commission was satisfied;

the results of which were canceled by the State Examination Committee in the event of detection of violations of the established procedure for conducting the State Examination, committed by the persons specified in paragraph 37 of this Procedure, or by other (unidentified) persons.

VI. Carrying out State Examination

31. KIM for conducting the OGE are formed and replicated by the founders, foreign agencies and executive authorities of the constituent entities of the Russian Federation, exercising public administration in the field of education, using an open bank of tasks and specialized software posted on the official website of Rosobrnadzor or a specially dedicated website on the Internet ".

Texts, topics, assignments, tickets for the GVE are sent to the constituent entities of the Russian Federation, foreign institutions and founders on electronic media in encrypted form.

Storage of examination materials is carried out in accordance with the requirements of the procedure for the development, use and storage of CMM, established by Rosobrnadzor<1>. Opening examination materials before the start of the exam, disclosing information contained in the KIM, texts, topics, assignments, tickets for the GVE is prohibited.

33. The number, total area and condition of the premises provided for conducting the State Examination (hereinafter referred to as the auditorium) ensure that examinations are conducted in conditions that meet the requirements of sanitary and epidemiological rules and regulations.

34. For students with disabilities, students with disabilities and disabled children, as well as those who studied at home for health reasons, in educational organizations, including sanatoriums and resorts, which provide the necessary medical, rehabilitation and health measures for those in need of long-term treatment, the educational organization is equipped taking into account their individual characteristics. The material and technical conditions of the examination ensure the possibility of unimpeded access for such students to the classroom, toilets and other premises, as well as their stay in these premises (the presence of ramps, handrails, widened doorways, elevators; in the absence of elevators, the classroom is located on the ground floor; the presence of special chairs and other devices).

During the examination, there are assistants present who provide the indicated students with the necessary technical assistance, taking into account their individual characteristics, helping them to take a workplace, move around, and read the task.

These students, taking into account their individual characteristics, use the technical means they need in the process of passing the exam.

For hearing-impaired students, exam rooms are equipped with sound-amplifying equipment for both collective and individual use. 38. Admission to the PPE of the persons specified in paragraph 37 of this Procedure is carried out only if they have documents identifying their identity and confirming their authority. Admission of students to the PPE is carried out if they have documents proving their identity, and if they are on the distribution lists approved by the executive body of the constituent entity of the Russian Federation that carries out public administration in the field of education, the founder, or the foreign institution.

If a student does not have an identification document, he is admitted to the PPE after confirmation of his identity by an accompanying person.

At the entrance to the training center, law enforcement officers and (or) employees of internal affairs bodies (police) together with the organizers check the presence of the specified documents from students, as well as the persons specified in paragraph 37 of this Procedure, establish the correspondence of their identity to the presented documents, check the presence of the specified persons in the distribution lists in this PES.

39. Examination materials are delivered to the PPE by authorized representatives of the State Examination Committee on the day of the examination in the relevant academic subject.

In the case of using examination materials on electronic media in encrypted form, the head of the PSE receives the KIM decryption code from the RCIO and, in the presence of an authorized representative of the State Examination Committee, public observers (if any), organizes the decryption, replication on paper and packaging of the examination materials. By decision of the State Examination Committee, reproduction of examination materials is carried out in classrooms in the presence of students.

40. Before the start of the exam, the head of the PPE organizes the distribution of students and organizers among the audiences. By decision of the executive body of the constituent entity of the Russian Federation, which carries out public administration in the field of education, the distribution of students and organizers among audiences is carried out by the Regional Educational Center. In this case, the distribution lists are transferred to the PES along with the examination materials. The distribution of students specified in paragraph 34 of this Procedure is carried out individually, taking into account their state of health and characteristics of psychophysical development.

Lists of the distribution of students by audience are transferred to the organizers, and are also posted on the information stand at the entrance to the PET and at each audience in which the exam will be held. The organizers provide assistance to students in placing themselves in the classrooms in which the exam will be held.

Organizers are distributed among audiences based on the fact that there are at least two organizers in each audience. During the exam, some of the organizers are on the PES floors and help students navigate the PES premises, and also monitor the movement of persons not involved in the exam.

41. The exam is conducted in a calm and friendly environment.

Before the start of the exam, the organizers provide instructions, including informing students about the procedure for conducting the exam, the rules for preparing the examination paper, the duration of the exam, the procedure for filing appeals about violation of the established procedure for conducting the State Examination and about disagreement with the assigned scores, as well as the time and place of reviewing the results GIA.

The organizers inform students that entries on the KIM for the OGE, texts, topics, assignments, tickets for the GVE and drafts are not processed or checked.

The organizers provide students with examination materials, which include sheets (forms) for recording answers.

If examination materials are found to be defective or incomplete, the organizers will issue the student with a new set of examination materials.

As directed by the organizers, students fill out the registration fields of the examination paper. The organizers check that students have filled out the registration fields of the examination paper correctly. Upon completion of filling out the registration fields of the examination work by all students, the organizers announce the beginning of the exam and its end time, record them on the board (information stand), after which the students begin to complete the examination work.

If there is not enough space in the sheets (forms) for answers to tasks with a detailed answer, at the request of the student, the organizers give him an additional sheet (form). Persons who violate the established procedure for conducting the state examination are removed from the exam. To do this, organizers or public observers invite authorized representatives of the State Examination Committee, who draw up an act of removal from the exam and remove persons who violated the established procedure for conducting the State Examination from the PES.

If a student, for health reasons or other objective reasons, cannot complete the examination work, then he leaves the classroom early. In this case, the organizers accompany the exam participant to a medical professional and invite authorized representatives of the State Examination Committee. Students are invited to the classroom to receive the assignment for the oral part of the CMM and subsequently record oral answers to the CMM assignments. The student approaches the digital audio recording device and, at the command of a technician or organizer, loudly and clearly gives an oral answer to the task, after which he listens to the recording of his answer to make sure that it was produced without technical failures. 44. When conducting GVE orally, students’ oral responses are recorded on audio media or recorded. Auditoriums allocated for recording oral responses are equipped with hardware and software for digital audio recording. The student, at the command of a technical specialist or organizer, loudly and clearly gives an oral response to the task. The technical specialist or organizer allows the student to listen to the recording of his answer and make sure that it was produced without technical failures. In the case of logging oral answers, the student is given the opportunity to familiarize himself with the protocol of his answer and make sure that it is recorded correctly.

45. 30 minutes and 5 minutes before the end of the exam, the organizers inform students about the imminent completion of the exam and remind them of the need to transfer answers from drafts to sheets (forms).

After the exam time has expired, the organizers announce the end of the exam and collect exam materials from students.

The organizers pack the collected examination materials into separate bags. On each package, the organizers mark the name, address and PPE number, audience number, name of the academic subject in which the exam was held, and the number of materials in the package, last name, first name, patronymic (if any) of the organizers.

Students who complete the examination work ahead of schedule hand it over to the organizers and leave the classroom without waiting for the exam to be completed.

46. ​​Upon completion of the exam, authorized representatives of the State Examination Committee draw up a report on the examination in the PPE, which is submitted to the State Examination Committee on the same day.

Sealed packages with examination papers are sent on the same day by authorized representatives of the State Examination Committee to the RCPI (structural divisions of the RCPI of the municipal district and (or) city district).

Unused examination materials and used KIM for conducting the State Examination and texts, topics, assignments, tickets for conducting the State Examination, as well as used drafts are sent to places determined by the executive body of the constituent entity of the Russian Federation exercising public administration in the field of education, foreign institution, founder to ensure their storage

Unused examination materials and used KIM for the OGE, texts, topics, assignments, tickets for the GVE are stored until March 1 of the year following the year of the exam, used drafts - for a month after the exam. VII. Checking the examination papers of State Examination Participants and their evaluation

47. RCIO provides subject commissions with impersonal copies of students’ examination papers.

Entries in drafts are not processed or checked.

When checking oral answers to tasks in the “Speaking” section of the OGE in foreign languages, subject commissions are provided with files with digital audio recordings of oral answers in foreign languages ​​and specialized software for listening to them. 48. Examination papers are checked by two experts. Based on the results of the check, experts independently assign points for each answer to the tasks of the examination paper. The results of each assessment are entered into inspection protocols by subject commissions, which, after completion, are transferred to the RCIO for further processing. If there is a significant discrepancy in the scores given by the two experts, a third check is scheduled. A significant discrepancy in scores is defined in the assessment criteria for the relevant academic subject.

The third expert is appointed by the chairman of the subject commission from among the experts who have not previously checked the examination work.

The third expert is provided with information about the scores assigned by the experts who previously checked the student’s examination work. The scores awarded by the third expert are final.

49. Subject commissions work in premises that exclude the possibility of access to them by unauthorized persons (with the exception of RCIO employees who provide organizational and technological support for the work of subject commissions, authorized representatives of the State Examination Committee and public observers) and dissemination of restricted access information. Experts are prohibited from copying and removing examination papers, assessment criteria, protocols for checking examination papers from the specified premises, as well as disclosing to unauthorized persons the information contained in the specified materials. Upon completion of the inspection, the materials used by the experts (with the exception of examination protocols) are destroyed by a person determined by the head of the RCIO. 50. By decision of the executive authorities of two or more constituent entities of the Russian Federation exercising public administration in the field of education, an exchange of examination papers is organized between the relevant constituent entities of the Russian Federation (hereinafter referred to as interregional cross-checking).

53. At its meeting, the State Examination Committee reviews the results of the State Examination Examination for each academic subject and makes a decision on their approval, modification and (or) cancellation in the cases provided for by this Procedure.

54. Approval of the State Examination results is carried out within one working day from the date of receipt of the results of checking the examination papers.

55. By decision of the executive authorities of the constituent entities of the Russian Federation exercising public administration in the field of education, subject commissions recheck individual examination papers of students.

The results of the recheck are documented in protocols in accordance with paragraph 48 of this Procedure.

Based on the results of the re-checking of students’ examination papers, the State Examination Committee makes a decision on maintaining the GIA results or changing the GIA results in accordance with the protocols for re-checking the students’ examination papers.

If the conflict commission has satisfied the student’s appeal about disagreement with the assigned points, the State Examination Committee makes a decision to change the GIA result in accordance with the protocols of the conflict commission.

57. If it is established that a student has violated the established procedure for conducting the State Examination, the State Examination Committee makes a decision to cancel the student’s State Examination result in the relevant academic subject.

If the violation is committed by the persons specified in paragraph 37 of this Procedure, or by other (unidentified) persons, then the State Examination Committee makes a decision to cancel the State Examination results of students whose results were distorted in the relevant academic subject, as well as to re-admit them to the State Examination Test in the relevant academic subject. subject in additional time.

To make a decision on canceling the result of the State Examination in connection with a violation of the established procedure for conducting it, the State Examination Committee requests from authorized persons and organizations the necessary documents and information, including examination papers, information about the persons present at the PPE, and other information on compliance with the procedure for conducting the State Examination.

58. The decision to change or cancel the results of the State Examination in the cases provided for by this Procedure is made within two working days from the moment the conflict commission makes the relevant decisions, the completion of the re-check of examination papers, and documentary confirmation of the fact of violation of the established procedure for conducting the State Examination.

59. After approval, the results of the State Examination are transferred within one working day to educational organizations, as well as local government bodies that manage education, founders and foreign institutions to familiarize students with the results of the State Examination approved by the State Examination Committee. Familiarization of students with the State Examination results in an academic subject approved by the State Examination Committee is carried out within one working day from the date of their transfer to educational organizations, as well as local government bodies that manage the field of education, founders and foreign institutions. IX. Evaluation of State Examination Results

60. The results of the State Examination Test are considered satisfactory if the student in the academic subjects taken has scored the minimum number of points determined by the executive body of the constituent entity of the Russian Federation that carries out public administration in the field of education, the founder, or the foreign institution. 63. The conflict commission does not consider appeals on issues of the content and structure of examination materials in academic subjects, as well as on issues related to the assessment of the results of completing examination work with a short answer, violation by students of the requirements of this Procedure or incorrect execution of the examination paper. 64. When considering an appeal, verification of the facts stated in it is not carried out by persons who took part in the organization and (or) conduct of the relevant exam or who previously checked the examination work of the student who filed the appeal.

65. In order to perform its functions, the conflict commission requests from authorized persons and organizations the necessary documents and information, including copies of examination papers and inspection protocols by subject commissions, protocols of oral answers, answers on audio media, information about persons present at the exam, compliance procedures for conducting state inspection. 66. When considering the appeal, if desired, the student and (or) his parents (legal representatives), as well as public observers, are present.

The appeal hearing is conducted in a calm and friendly atmosphere.

67. An appeal about a violation of the established procedure for conducting the State Examination (except for the cases established by paragraph 63 of this Procedure) is submitted by the student on the day of the exam in the relevant academic subject to an authorized representative of the State Examination Committee, without leaving the PPE.

68. In order to verify the information set out in the appeal about violation of the established procedure for conducting the State Examination, an authorized representative of the State Examination Committee organizes an inspection with the participation of the organizers, technical specialists in working with software, specialists in conducting instruction and providing laboratory work not involved in the classroom in which the test was taken. examination of students, public observers, law enforcement officers, medical workers, as well as assistants providing the necessary technical assistance to students with disabilities.

The results of the inspection are presented in the form of a conclusion. The appeal and the conclusion on the results of the inspection are transferred on the same day by an authorized representative of the State Examination Committee to the conflict commission.

When considering an appeal about a violation of the established procedure for conducting state inspection, the conflict commission considers the appeal, the conclusion on the results of the inspection and makes one of the decisions:

dismissal of the appeal;

on the satisfaction of the appeal.

69. If the appeal is satisfied, the result of the exam, according to the procedure of which the student filed an appeal, is canceled and the student is given the opportunity to take the exam in the relevant academic subject on another day, provided for by the State Examination Schedule.

70. An appeal about disagreement with the assigned scores is submitted within two working days after the official day of announcement of the State Examination results in the relevant academic subject. Students file an appeal of disagreement with the assigned points directly to the conflict commission or to the educational organization in which they were admitted to the state examination in accordance with the established procedure. The head of the educational organization who accepted the appeal immediately transfers it to the conflict commission.

By decision of the executive body of the constituent entity of the Russian Federation exercising public administration in the field of education, the founder, the foreign institution, the filing and (or) consideration of appeals is organized using information and communication technologies, subject to compliance with the requirements of the legislation of the Russian Federation in the field of personal data protection.

Students and their parents (legal representatives) are informed in advance about the time and place of consideration of appeals.

71. When considering an appeal about disagreement with the assigned points, the conflict commission requests from the RCIO printed images of the examination work, electronic media containing files with digital audio recordings of the student’s oral answers, protocols of oral answers, copies of protocols for checking the examination work by the subject commission and examination materials completed by the student, who filed the appeal. 72. Before the meeting of the conflict commission to consider an appeal about disagreement with the assigned points, the conflict commission establishes the correctness of the assessment of the examination work of the student who filed the appeal. If the experts do not give an unambiguous answer about the correctness of assessing the student’s examination work, the conflict commission contacts the Commission for the Development of KIM for the relevant academic subject with a request for clarification on the assessment criteria. 73. Based on the results of consideration of the appeal about disagreement with the assigned points, the conflict commission makes a decision to reject the appeal and maintain the assigned points, or to satisfy the appeal and assign other points. In this case, if the appeal is granted, the number of previously assigned points may change either in the direction of increasing or decreasing the number of points. If errors are detected in the processing and (or) verification of the examination work, the conflict commission transfers the relevant information to the RCIO in order to recalculate the results of the State Examination.

74. After approval, the results of the State Examination are transferred to educational organizations, local governments, foreign institutions and founders to familiarize students with the results they received.

75. The conflict commission considers an appeal about a violation of the established procedure for conducting the State Examination (except for the cases established by paragraph 63 of this Procedure) within two working days, and an appeal about disagreement with the awarded points - four working days from the date of its receipt by the conflict commission.
