Program tasks:

  • ensuring training undergraduates for the system of state and municipal management in the field of health;
  • ensuring the legal education of managers focusing on professional activities in government bodies and local governments, as well as in organizations of various forms of ownership related to the health sector;
  • systematization and integration of knowledge on management issues, regulatory legal regulation, economics and finance in the field of health, including at the federal, regional, municipal, corporate levels;
  • the implementation of theoretical and practical training on human resources and personnel management in the field of health care;
  • formation of practical skills of program-targeted management, expert and project activities in the field of health care; The implementation of theoretical and practical preparation for management activities focused on improving the quality and culture of consumer services in the health sector.

Training 32.04.01 Public Health

I. General provisions

1.1. This Federal State Educational Standard of Higher Education (hereinafter - GEF) is a set of mandatory requirements for the implementation of the main professional educational programs of higher education - graduate programs in the direction of preparation 32.04.01 Public health (hereinafter referred to as the Master's Program, Direction Direction).

1.2. Receipt of education under the program is allowed only in the educational organization of higher education and the scientific organization (hereinafter - the organization).

1.3. Training in the program of magistracy in the organization can be carried out in full-time and internally abnormal forms.

1.4. The content of higher education in the direction of preparation is determined by the program of magistracy developed and approved by the organization independently. When developing a magistracy program, the organization forms requirements for the results of its development in the form of universal, general professional and professional competencies of graduates (hereinafter competences).

The organization is developing a magistracy program in accordance with GEF in, taking into account the relevant approximate basic educational program included in the register of exemplary basic educational programs (hereinafter referred to as the PAP).

1.5. When implementing the Master's Program, the organization has the right to apply e-learning, remote educational technologies.

E-learning, remote educational technologies used in the training of disabled people and persons with disabilities with disabilities (hereinafter referred to as disabled people and persons with ABS) should provide for the possibility of receiving information in the forms available to them.

1.6. The implementation of the Master Program is carried out by the organization both independently and through the network form.

1.7. The program of magistracy is implemented in the state language of the Russian Federation, unless otherwise determined by the local regulatory act of the organization.

1.8. The term of obtaining education under the program of the magistracy (regardless of the educational technologies used):

in full-time education, including holidays provided after the passage of state final certification, is 2 years;

in part-in-government form of training, regardless of the educational technologies used, increases at least 3 months and no more than six months compared with the period of obtaining education in full-time learning;

when training on an individual curriculum of persons with disabilities and persons with ABS can be increased by their application for no more than half a year compared with the period of obtaining education established for the relevant form of training.

1.9. The volume of the magistracy program is 120 test units (hereinafter referred to as Z.E.), regardless of the form of training, applied educational technologies, the implementation of a magistracy program using the network form, the implementation of the Master's Program according to the individual curriculum.

The volume of the magistracy program implemented in one academic year is not more than 70 z.e. Regardless of the form of training applied by educational technologies, the implementation of the Magistracy Program using the Network Form, the implementation of the Master's Program on the individual curriculum (with the exception of accelerated learning), and with accelerated learning - no more than 80 z.e.

1.10. The organization independently determines within the limits and volumes established by paragraphs 1.8 and 1.9 GEF in:

the deadline for obtaining education under the program of magistracy in part-time form of training, as well as by an individual curriculum, including at accelerated training;

the volume of the magistracy program implemented in one academic year.

1.11. Areas of professional activity and (or) spheres of professional activity in which graduates who have mastered the program of magistracy (hereinafter - graduates) can carry out professional activities:

01 Education and science (in the field of scientific research);

02 Healthcare (in the field of health care system in order to provide public health).

Graduates can carry out professional activities in other areas of professional activities and (or) spheres of professional activities, subject to compliance with the level of their education and the competencies obtained, the requirements for employee skills.

1.12. As part of the development program, graduates can prepare for solving the tasks of the professional activities of the following types:

organizational and managerial;

research.

1.13. When developing a magistracy program, the Organization establishes the focus (profile) of the Master Program, which specifies the content of the Master's program as part of the preparation direction by orienting it on:

area (area) of professional activities and the sphere of professional activities of graduates;

type (types) of tasks and tasks of professional activities of graduates;

if necessary, the objects of the professional activities of graduates or the area of \u200b\u200bknowledge.

1.14. The program of a magistracy containing information that makes up the state secret is developed and implemented in compliance with the requirements provided for by the legislation of the Russian Federation and other regulatory legal acts in the field of protection of state secrets.

II. Requirements for the structure of the Master Program

2.1. The structure of the magistracy program includes the following blocks:

Block 1 "discipline (modules)";

Block 2 "practice";

Block 3 "State final certification".

2.2. In block 2 "Practice" includes training and production practices (hereinafter - practitioners).

2.4. Organization:

selects one or more types of educational practice and one or more types of industrial practice from the list specified in paragraph 2.2 of the GEF in;

2.5. In block 3 "State final certification" includes:

preparation for the delivery and passing of the state exam (if the organization has included the State Exam to the composition of the State Summary Certification);

2.6. When developing a magistracy program, the study provides the possibility of mastering elective disciplines (modules) and optional disciplines (modules).

Optional disciplines (modules) are not included in the volume of the magistracy program.

2.7. Within the framework of the Master Program, a mandatory part is allocated and a part formed by participants in educational relations.

The mandatory part of the magistracy program includes disciplines (modules) and practices that ensure the formation of general professional competencies, as well as professional competencies established by the POP as mandatory (if available).

Disciplines (modules) and practices ensuring the formation of universal competencies may be included in the mandatory part of the program of the Master and to a part formed by participants in educational relations.

The volume of the mandatory part, without taking into account the volume of state-state certification, should be at least 20 percent of the total magistracy program.

2.8. The organization should provide persons with disabilities and persons with ABS (upon their application) the possibility of training under the program of a magistracy, taking into account the peculiarities of their psychophysical development, individual capabilities and, if necessary, ensuring the correction of developmental disorders and social adaptation of these persons.

III. Requirements for the results of development

3.1. As a result of the development of the graduate program, the graduate must be formed by the competencies established by the Master's Program.

3.4. Professional competencies established by the Master Program are formed on the basis of professional standards corresponding to the professional activities of graduates (if available), as well as, if necessary, on the basis of an analysis of the requirements for professional competences for graduates in the labor market, generalizations of domestic and foreign experience, conduct Consultations with leading employers, associations of employers in the industry, in which graduates, other sources are in demand (hereinafter referred to as other requirements for graduates).

3.5. When determining the professional competencies established by the Master Program, the organization:

includes in the program of magistracy all mandatory professional competencies (if available);

includes independently determined by one or more professional competencies, based on the focus (profile) of the Master Program, on the basis of professional standards corresponding to the professional activities of graduates (if available), as well as, if necessary, based on the analysis of other requirements for graduates (the organization has the right to Do not include professional competencies determined by independently, in the presence of mandatory professional competencies, as well as in case of incorporation in the program of the Master of Recommended Professional Competencies).

3.6. 3.7. The organization establishes indicators of competencies in the Master Program:

universal, general professional and, in the presence of mandatory professional competencies - in accordance with the indicators of achieving competencies established by the PSO;

3.8. The organization independently plans the results of learning on disciplines (modules) and practitioners that should be correlated with the indicators of competencies established in the Master Program.

The combination of the planned results of training on disciplines (modules) and practitioners should ensure the formation of a graduate of all competencies established by the Master's Program.

IV. Requirements for the terms of the Master Program

4.1. Requirements regarding the implementation of the Master Program include system-wide requirements, material and educational and methodological requirements, recruitment requirements and financial conditions for the implementation of the Master's Program, as well as the requirements for applied mechanisms for assessing the quality of educational activities and training under the Master's program.

4.2. System-wide requirements for the implementation of the Master Program.

4.2.1. The organization should place on the right of ownership or other legal framework to the material and technical support of educational activities (premises and equipment) for the implementation of the magistracy program on block 1 "discipline (modules)" and block 3 "state final certification" in accordance with the curriculum.

4.2.2. Each studying during the entire period of study should be provided with individual unlimited access to the electronic information and educational environment of the organization from anywhere in which access to the Internet information and telecommunications network (hereinafter referred to as the Internet network), as in the organization, And outside it. The conditions for the functioning of the electronic information and educational environment can be created using resources of other organizations.

The electronic information and educational environment of the organization should provide:

access to curriculum, work programs of disciplines (modules), practitioners, electronic educational publications and electronic educational resources specified in the working programs of disciplines (modules), practitioners;

formation of an electronic portfolio of studying, including the preservation of its work and estimates for these works.

In the case of a magistracy program with e-learning, remote educational technologies, the electronic information and educational environment of the organization must additionally provide:

fixation of the course of the educational process, the results of interim certification and the results of the mastering of the program of the Master's program;

conducting training sessions, learning outcomes assessment procedures, the implementation of which is provided for using e-learning, remote educational technologies;

the interaction between the participants of the educational process, including synchronous and (or) asynchronous interaction through the Internet network.

The functioning of the electronic information and educational environment is provided by the relevant means of information and communication technologies and the qualifications of workers using and supporting it. The functioning of the electronic information and educational environment must comply with the legislation of the Russian Federation.

4.2.3. When implementing the Master's Program on the Network form, the requirements for the implementation of the Master's Program must be provided with a set of resources of logistical and educational and methodological support provided by organizations involved in the implementation of the Master's Magistrate Program.

4.2.4. The average annual number of publications of scientific and pedagogical workers of the organization for the period of implementation of the Master Program based on 100 scientific and pedagogical workers (based on the number of replaced rates given to integer values) should be at least two in journals indexed in Web of Science or Scopus databases , or not less than 20 in journals indexed in the Russian scientific quotation index.

4.3. Requirements for the material and technical and teaching provision of the Master Program.

4.3.1. The premises must be educational audiences for training sessions provided for by the Master Program equipped with equipment and technical training, the composition of which is determined in the working programs of disciplines (modules).

Premises for independent work of students must be equipped with computer equipment with the ability to connect to the Internet and access to the electronic information and educational environment of the organization.

It is allowed to replace the equipment with its virtual counterparts.

4.3.2. The organization should be provided with a necessary set of licensing and freely distributed software, including domestic production (the composition is determined in the working programs of the disciplines (modules) and is subject to update if necessary).

4.3.3. When used in the educational process of printing publications, the library fund must be equipped with printed publications at the rate of at least 0.25 copies of each of the publications specified in the working programs of the disciplines (modules), the practitioner, by one trainee among the persons at the same time mastering the appropriate discipline (module ), passing relevant practice.

4.3.4. Access (remote access) must be provided, including in the case of applying e-learning, remote educational technologies, to modern professional databases and information reference systems, the composition of which is determined in the working programs of disciplines (modules) and is subject to update (if necessary) .

4.3.5. Students from the number of persons with disabilities and persons with ABS should be provided with printed and (or) electronic educational resources in forms adapted to their health restrictions.

4.4. Requirements for recruitment conditions for the implementation of the Master Program.

4.4.1. The implementation of the Master Program is provided by the educational institutions of the organization, as well as persons involved in the organization for the implementation of the Master's Program on other conditions.

4.4.2. The qualifications of pedagogical workers of the organization should meet the qualification requirements specified in the qualification directories, and (or) professional standards (if available).

4.4.3. At least 70 percent of the number of pedagogical workers of the Organization involved in the implementation of the Master Program, and individuals involved in the implementation of the Master Program (based on the number of replaced rates given to integer values) must conduct scientific, educational and methodological and (or ) Practical work corresponding to the profile of the discipline taught (module).

4.4.4. At least 5 percent of the number of pedagogical workers of the organization involved in the implementation of the Master's Program, and the persons involved in the implementation of the Master's Program on other conditions (based on the number of replaced rates given to integer values), should be managers and (or) employees of other organizations carrying out work in the professional sphere corresponding to professional activities to which graduates are preparing.

4.4.5. At least 60 percent of the number of pedagogical workers of the organization and persons involved in the educational activities of the organization on other conditions (based on the number of replaced rates given to integer values) should have a degree (including a scientific degree received in a foreign state and recognized in Of the Russian Federation) and (or) the scientist (including the scientist obtained in a foreign country and recognized in the Russian Federation).

4.4.6. General management of the scientific content of the Master Program should be carried out by a scientific and pedagogical employee of the organization, having a degree (including a scientific degree assigned abroad and recognized in the Russian Federation), carrying out independent research (creative) projects (participating in the implementation of such projects) In the direction of training that has annual publications based on the results of the specified research (creative) activity in leading domestic and (or) foreign reviewed scientific journals and publications, as well as the results of this research (creative) activity at national and international conferences carrying out the annual approbation .

4.5. Requirements for financial conditions for the implementation of the Master Program.

4.5.1. Financial support for the implementation of the Master Program should be carried out in the amount not lower than the values \u200b\u200bof basic costs of the provision of public services for the implementation of educational programs of higher education - programs of the magistracy and values \u200b\u200bof corrective coefficients to basic costs of the costs defined by the Ministry of Education and Science of the Russian Federation.

4.6. Requirements for applied mechanisms for assessing the quality of educational activities and training students under the program of magistracy.

4.6.1. The quality of educational activities and training of students under the program of magistracy is determined within the framework of the system of internal evaluation, as well as the external evaluation system, in which the organization takes part on a voluntary basis.

4.6.2. In order to improve the Magistracy Program, the Organization, when conducting a regular internal assessment of the quality of educational activities and training under the program, attracts employers and (or) their associations, other legal and (or) individuals, including pedagogical workers of the organization.

Within the framework of the internal quality assessment system of educational activities under the program of magistracy, the possibility of assessing the conditions, content, organization and quality of the educational process as a whole and individual disciplines (modules) and practices are provided.

4.6.3. The external assessment of the quality of educational activities under the program of the Master's Program within the framework of the State Accounting Procedure is carried out in order to confirm the compliance of educational activities under the Master Program, the requirements of GEF in taking into account the relevant PSO.

4.6.4. The external assessment of the quality of educational activities and training under the program of magistracy can be carried out within the framework of vocational accreditation, conducted by employers, their associations, as well as authorized organizations, including foreign organizations or authorized national vocational organizations belonging to international structures. , In order to recognize the quality and level of graduates, meeting the requirements of professional standards (if available), labor market requirements for the specialists of the corresponding profile.
