Tver State Agricultural Academy is one of the leading educational institutions in the region. Today, the academy is actively developing and successfully working to introduce innovations in the agro-industrial complex, receiving tangible support from the regional administration.

Now more than 3,500 students and postgraduates are studying at TSAA. Since 2000, the Tver State Agricultural Academy has been training specialists for Turkmenistan and Tajikistan, today there are more than 200 foreign students here.

TSAA implements 11 areas of training and one specialty. The Academy trains scientific personnel of the highest qualification in graduate school in five areas of four branches of science.

The academy has established a tradition to start each academic year with a meeting with government officials. For two years in a row, the governor of the Tver region, Igor Rudenya, has congratulated students on the Day of Knowledge. First-year students receive student cards from the hands of the head of the region and willingly take pictures with him. But the main thing is the attention of the first persons to the fate of the youth and the feeling that the older and younger generations are united by common values.

Together with the Ministry of Agriculture of the Tver Region, the TSAA regularly organizes meetings of graduates with the heads of agricultural organizations in the region, where children are offered job vacancies. These meetings are attended by representatives of the administration, who answer students' questions about state support for young specialists in the agro-industrial complex.

In addition, the ministry provides a list of agricultural organizations for students to practice, vacancies of enterprises are posted on the stands and the website of the TSAAA.

Undergraduate and graduate students are included in various intercollegiate events. These are scientific and practical conferences, socially significant projects, youth festivals and forums, patriotic, volunteer, labor student groups, etc.

Scientific and practical achievements

Academic scientists provide the agro-industrial complex of the Tver region with innovative developments, are members of the experts of the coordinating council under the government of the region on scientific policy, as well as in the groups for the development of socio-economic programs for the development of the Upper Volga region for 2013–2020.

Three small innovative enterprises have been created on the basis of the academy: LLC MIP AgricoBioTech, LLC MIP "Biotechnologies" and LLC MIP "AgroSHAT".

Employees of MIP AgricoBioTech are organizing a complex for the production of virus-free seed material for agricultural crops. In SIE "Biotechnologies" together with the educational farm "Sakharovo" they study the effectiveness of innovative and nanotechnologies in crop and livestock production, and the work of SIE "AgroSHAT" is connected with innovative technologies for the production of oilseeds.

The Academy came out with a proposal to the governor to organize a nursery for homeless animals. The presence of a nursery, a veterinary clinic and a developed educational and material base would allow raising the qualifications of veterinarians in the region not in Moscow, but in Tver.

TGSCA is proud of its scientific and practical achievements. Thus, the composite serum to improve the immunity of animals is successfully tested in 20 farms of the region. After the application of new eco-biological preparations on the fields of the academy, a significant increase in the yield of grain and potatoes was obtained.

A laboratory of innovative and nanotechnologies has been created at the university, where crop production technologies and nanostructured composite materials are being developed to improve the performance of agricultural machines.

Academy scientists are actively developing scientific projects supported and financed by the Russian Humanitarian Science Foundation and the regional administration.

Among them are the projects "Innovative vertically integrated agro-industrial complex of beef cattle breeding in the Tver region", "Development of a strategy for the creation and development of ecological agricultural production" and others.

On the basis of the academy, a center for information and consulting services for the agro-industrial complex has been created and has been operating for 6 years, its main task is to adapt innovations and bring them to a specific agricultural producer.

Today, the main strategic goal of the research activities of the TSAA is the development of a research and production complex.

Promising projects

With the active assistance of the administration of the Tver region, promising scientific and technological projects are being developed at the academy.

Admission conditions

1. GENERAL PROVISIONS

1.1 In FSBEI HPE "Tver State Agricultural Academy" in 2015 in accordance with the Federal Law of the Russian Federation dated December 29, 2012 No. 273 "On Education in the Russian Federation", "The procedure for admission to study in educational programs of higher education - bachelor's programs, specialty programs, master's programs for the 2016/17 academic year "(Order of the Ministry of Education and Science of the Russian Federation of October 14, 2015 No. 1147, registered by the Ministry of Justice of the Russian Federation of October 30, 2015, registration No. 39572) and the Charter of the TSAAA admission to the first year is on a competitive basis according to the applications of persons:

- applicants on the basis of secondary general education - according to the results of the unified state exam (hereinafter - the Unified State Examination) (except for persons entitled to take entrance examinations conducted by the Academy) in educational subjects corresponding to the direction of training (specialty) for which admission is carried out;

- applicants on the basis of vocational education - according to the results of entrance examinations conducted by the Academy (at their request) if they do not have the results of the Unified State Examination of the current year, in educational subjects corresponding to the direction of training (specialty) for which admission is carried out.

1.2. In accordance with the Procedure for admission to study in educational programs of higher education - bachelor's programs, specialist's programs, for the 2016/17 academic year, the founder allocates to the Academy in the admission targets for targeted admission.

Admission to the places according to the quota of the target set is carried out according to a separate competition.

1.3. Determination of applicants for enrollment in the target set is carried out on the basis of the results of entrance examinations in mathematics, Russian language, physics and biology.

Enrollment in the target set is carried out on a competitive basis.

1.4. In 2016, the enrollment of students for training in excess of the admission target is announced. This category of applicants passes entrance examinations in the general order determined by these Rules and is a separate competitive group.

To the application for admission to study at the expense of extrabudgetary funds, the applicant attaches the required number of copies of the agreement concluded between the Academy and an individual or legal entity on compensation for the costs of training a specialist with higher education.

1.5. Reception of documents from applicants entering full-time and part-time forms of education is carried out no later than June 20, 2016.

In 2016, all graduates of previous years (if they do not fall into the category of persons eligible to take university entrance examinations) are required to provide valid USE results for 2013-2016. or it is mandatory to register for the Unified State Examination and pass it within the time limits established by Rosobrnadzor.

“In accordance with the new procedure, all graduates of the current and previous years will be able to take the exam from April to June, while the Russian language and mathematics are compulsory subjects, and in other subjects it will be necessary to make a choice before March 1, as in 2015. There will be no exam in July".

Acceptance of documents for the first year for undergraduate and specialist programs (with the exception of applicants for correspondence courses) ends:

• for persons entering on the basis of the results of entrance examinations conducted by the Academy independently - July 10 ;
• for persons entering only on the basis of the results of the Unified State Examination - 26 July.

Admission to the 1st course is carried out on applications of applicants with the application of the necessary documents.

An applicant has the right to apply and participate in competitions simultaneously in three areas (specialties), for various 3 forms of education, according to which the main educational programs are implemented at the Academy, as well as for state-funded places and places under contracts with payment of tuition fees.

Certain categories of applicants on the basis of secondary general education may, at their own discretion, enter training based on the results of general education entrance examinations conducted by the academy independently:

a) persons with disabilities, disabled children, disabled people;

b) foreign citizens;

e) citizens of the Russian Federation and stateless persons with a secondary general education, confirmed by a document of a foreign state on education - if these persons received the specified document within 1 year before the date of completion of the acceptance of documents and entrance examinations inclusive and did not pass the Unified State Examination during this period ;

f) persons receiving (received) secondary general education as part of the development of educational programs of secondary vocational education, including educational programs of secondary vocational education integrated with the main educational programs of basic general and secondary general education - if these persons have passed the state final certification in educational programs of secondary general education not in the form of the Unified State Examination within 1 year before the date of completion of the acceptance of documents and entrance examinations, inclusive, and did not pass the Unified State Examination during this period.

The following applicants have special rights when applying for undergraduate and specialist programs (in accordance with the order of the Ministry of Education and Science of Russia dated October 14, 2015 No. 1147):

The right to admission without entrance examinations (for winners and prize-winners of Olympiads for schoolchildren from the list of MES, it is necessary to have USE results of at least 75 points in the relevant subject);

The right to admission within the quota of persons with special rights (the TSAA has a quota of 10% of the admission control figures for each competitive group);

Preemptive right in enrollment.

The applicant encloses an original or a photocopy of documents proving his identity and citizenship, an original or a photocopy of a state standard document on secondary general education or secondary vocational education, or a state standard document on higher education, 2 photos (for applicants passing entrance tests conducted academy on its own).

In the application for admission to training, the applicant indicates the following information:

a) last name, first name, patronymic (if any);

b) date of birth;

c) information about citizenship (lack of citizenship);

d) details of the identity document, including the details of the issuance of the specified document (when and by whom it was issued);

e) information about education and a document of the established form.

f) a list of conditions for admission to training, indicating the priority of admission to training for various conditions of admission;

g) information about the presence or absence of special rights for the applicant (if special rights exist, indicating information about documents confirming the existence of such rights);

h) information about passing the USE and its results or the place of passing the USE in an additional time frame (if there are several USE results that have not expired, it is indicated which results of the USE and in which general education subjects should be used in the competition);

i) information about participation in the competition based on the results of general education entrance examinations for certain categories of applicants (indicating the grounds for participating in the competition based on the results of such entrance examinations and the list of entrance examinations);

j) information about the need to create special conditions for the applicant during entrance examinations due to his limited health or disability (indicating the list of entrance examinations and special conditions);

k) information about the presence or absence of individual achievements in the applicant;

l) information about the presence or absence of the applicant's need to provide a place to live in a hostel during the period of study;

m) postal address and (or) e-mail address (at the request of the applicant);

o) the method of returning the submitted documents in case of non-admission to training (in the case of submission of original documents).

1.6. In the application, the following facts are recorded with the assurance of the personal signature of the applicant:

1) familiarization of the applicant:

with a copy of the license for educational activities (with an attachment);

with a copy of the certificate of state accreditation (with attachment) or with information about the absence of the specified certificate;

with information about the special rights and benefits provided to applicants when admitted to study in undergraduate and specialist programs;

with the dates of completion of the submission by the applicants of the original document of the established form at each stage and at each stage of enrollment in places within the control figures, with the dates of completion of the submission by the applicants of information on consent to enrollment in places under contracts for the provision of paid educational services;

with the rules for filing an appeal based on the results of entrance examinations conducted by the organization independently;

2) the applicant's consent to the processing of his personal data;

3) familiarization of the applicant with information about the responsibility for the accuracy of the information indicated in the application for admission, and for the authenticity of the documents submitted for admission;

4) upon admission to training in the field within the control figures:

the applicant does not have a bachelor's degree, a specialist's degree, a master's degree;

5) confirmation of the simultaneous submission of applications for admission to no more than 5 organizations of higher education, including the organization to which this application is submitted;

6) upon admission to field training within the control figures on the basis of special rights:

confirmation of the submission of an application for admission on the basis of the relevant special right only to the TSAA.

In the event that an applicant submits an application that does not contain all of the specified information, and (or) information that does not correspond to reality, the Academy returns the documents to the applicant.

The application for admission to the first year, as well as other documents necessary for participation in the competition, can be sent by applicants by mail (electronic form for submitting documents not provided ).

1.7. Applicants at their own discretion submit originals or copies of documents. Certification of copies of these documents is not required. When presenting original documents proving identity, citizenship, military ID, these originals are presented in person.

In the case of submitting an application for admission only to the TSAA, the applicant submits the original or a copy of the document on education, in the case of simultaneous submission of applications for admission to several organizations, the applicant submits a copy of the document on education to each of these organizations.

Incoming represents the original document on education in case of applying for admission on the following conditions:

a) without entrance examinations (winners and prize-winners of the final stage of the All-Russian Olympiad for schoolchildren);

b) without entrance examinations (winners and prize-winners of Olympiads for schoolchildren from the list of MES);

c) to places within the quota for the admission of persons with special rights;

d) to places within the target intake quota.

1.8. In the case of simultaneous submission of applications for admission in accordance with two or more subparagraphs of paragraph 1.7 to various higher education organizations, the applicant submits the original document of education when applying for admission to one of the higher education organizations, and to the rest of the higher education organizations submits a copy of the document of education indicating the organization of higher education to which the original document of education is submitted.

1.9. Upon admission to study at the direction and specialty of the Faculty of Engineering and the Faculty of Technology (except for the direction of Commodity Science), upon admission to training for which applicants undergo mandatory preliminary medical examinations (examinations) in the manner established when concluding an employment contract or service contract for the relevant position or specialty , approved by Decree of the Government of the Russian Federation of August 14, 2013 No. 697, the applicant submits an original or a copy of a medical certificate containing information on a medical examination in accordance with the list of medical specialists, laboratory and functional studies established by order of the Ministry of Health and Social Development of the Russian Federation Federation of April 12, 2011 No. 302n “On approval of lists of harmful and (or) hazardous production factors and work, during the performance of which mandatory preliminary and periodic medical examinations are carried out opening (examinations), and the Procedure for conducting mandatory preliminary and periodic medical examinations (examinations) of workers engaged in hard work and work with harmful and (or) dangerous working conditions ”(hereinafter - the order of the Ministry of Health and Social Development of Russia). 1.10. When sending documents by mail, the applicant shall attach to the application for admission photocopies of documents proving his identity and citizenship, photocopies of state documents on education, as well as other documents provided for by these Rules.

1.11. Upon personal submission of documents, an applicant is issued a receipt on acceptance of documents.

1.12. The list of entrance examinations was approved by order of the Ministry of Education and Science of the Russian Federation No. 1 of January 9, 2014 (registered by the Ministry of Justice of the Russian Federation on January 23, 2014, registration No. 31079). For applicants to places financed from the relevant budget (by general competition, for targeted admission, having a special right to admission), as well as to places under contracts with payment of tuition fees, for a certain area of ​​training (specialty), the same entrance tests are established .

1. GENERAL PROVISIONS

1.1. These Rules for the admission of citizens to study under the programs for the training of scientific and pedagogical personnel in graduate school at FGBOU VPO Tver State Agricultural Academy are compiled on the basis of:

Federal Law of December 29, 2012 No. 273-FZ “On Education in the Russian Federation”;

Order of the Ministry of Education and Science of the Russian Federation dated March 26, 2014 No. 233 “On Approval of the Procedure for Admission to Study in Educational Programs of Higher Education - Programs for the Training of Scientific and Pedagogical Personnel in

graduate school";
Order of the Ministry of Education and Science of the Russian Federation dated November 19, 2013 No. 1259 “On

approval of the Procedure for the organization and implementation of educational activities for educational programs of higher education - programs for the training of scientific and pedagogical personnel in graduate school (adjuncture);

local regulations of FGBOU VPO Tver State Agricultural Academy.

1.2 These rules for the admission of citizens to study under the programs for the training of scientific and pedagogical personnel in graduate school at the Tver State Agricultural Academy regulate the admission of citizens of the Russian Federation, foreign citizens, stateless persons to study in educational programs of higher education - the program for the training of scientific and pedagogical personnel in the graduate school of Tverskaya SSHA, determine the list of entrance examinations for admission to training, as well as the features of conducting entrance examinations for citizens with limited

health opportunities.

1.3 Admission to training programs for the training of scientific and pedagogical personnel in the graduate school of the Tver State Agricultural Academy is carried out in the field within the framework of the control figures for the admission of citizens for training at the expense of the budgetary allocations of the federal budget and for places under education agreements concluded upon admission to training at the expense of physical and (or) a legal entity.

1.4 Persons with an education not lower than higher education (specialist or master's degree) are allowed to master the training programs for scientific and pedagogical personnel in the postgraduate study of the Tver State Agricultural Academy.

Persons with a postgraduate diploma or a Ph.D. diploma are not entitled to receive a second or subsequent higher education under postgraduate research and teaching staff training programs at the expense of federal budget allocations.

1.5 When applying for training in postgraduate programs for the training of scientific and pedagogical personnel, the observance of the rights of citizens in the field of higher education established by the legislation of the Russian Federation, the transparency and openness of the work of the selection committee, the objectivity of assessing the abilities and inclinations of applicants,

the availability of the management of the selection committee at all stages of the admission.

Admission to training programs for the training of scientific and pedagogical personnel in the postgraduate study of the Tver State Agricultural Academy is carried out according to the results of entrance examinations conducted by the organization independently.

1.6 The Academy transfers, processes and provides personal data received in connection with the admission of citizens to study under the training programs for scientific and pedagogical personnel in graduate school in accordance with the requirements of the legislation of the Russian Federation in the field of personal data.

1.7 The Academy carries out training under the programs for the training of scientific and pedagogical personnel in postgraduate studies in full-time and part-time forms of education.

1.8 In order to organize admission to the main educational programs of the postgraduate study of the Tver State Agricultural Academy, the Admissions Committee for postgraduate studies is created, the composition of which is approved by order of the rector of the academy. The chairman of the selection committee is the vice-rector for scientific work of the TSAA.

Members of the selection committee are appointed by its chairman from among highly qualified scientific and pedagogical personnel.

1.9 The Admissions Committee places documents regulating the organization of admission to the main educational postgraduate programs, as well as all the necessary information on the official website of the Tver State Agricultural Academy www.tvgsha.ru

1.10 Examination and appeal commissions are created in the academy in the order determined by it to conduct entrance examinations.

2. ORDER OF ACCEPTANCE OF DOCUMENTS
FROM APPLICANTS TO POSTGRADUATE STUDIES
2.1 Postgraduate applicants are submitted to the Admissions Committee

Information about the presence or absence of individual achievements of the applicant (if any - indicating information about them);

Information about the presence or absence of the applicant's need to provide a place to live in a hostel for the period of study;

Postal address and (or) e-mail address (at the request of the applicant);

The method of returning the submitted documents in case of non-admission to training (in the case of submission of original documents).

The application also records the fact of familiarization (including through public information systems) with copies of the license for educational activities, the certificate of state accreditation of the academy and its annexes, or the absence of a copy of the said certificate. The fact of familiarization is certified by the personal signature of the applicant.

The signature of the applicant is also certified by the following:

2.1.6 If it is necessary to create special conditions during entrance examinations - a document confirming limited

health opportunities or disabilities that require the creation of these conditions;

2.1.7 For disabled people of groups I and II, disabled since childhood, disabled due to a military injury or illness received during military service - the conclusion of the federal institution of medical and social expertise on the absence of contraindications for training in the relevant educational organizations.

2.2 Documents required for admission are provided

an applicant or a trusted person in the Admissions Committee of Graduate Studies. 2.3 Applicants, at their own discretion, submit originals or copies of the documents specified in paragraphs 2.1.2 - 2.1.7. Copies of these documents are not certified. When submitting original documents proving identity, citizenship, military ID, the specified

originals are presented personally.
In the event that an applicant submits an application containing not all

information provided for by these Rules, as well as in case of submission of an incomplete set of documents and (or) non-compliance of the submitted documents with the requirements established by the Rules, the organization returns the documents to the applicant.

2.4 Upon a written application, the applicant has the right to take the original document of higher education and other documents provided by him.

Documents are returned by the selection committee within the next

business day after the submission of the application.
2.5 After submitting the documents, applicants for postgraduate study pass

an interview with the prospective supervisor, who reports the results of the interview in writing to the Postgraduate Admissions Committee.

3. DEADLINES FOR ACCEPTANCE OF DOCUMENTS

Acceptance of documents for admission to the graduate school of the Tver State Agricultural Academy for full-time and part-time forms of education, for Russian and foreign citizens

is carried out within the following timeframes:
 Acceptance of documents from applicants - from June 22 to July 10. Entrance examinations - from July 13 to July 23.
Last date for submission of original documents

4. ENTRANCE EXAMS

4.1 For those entering the field within the framework of the admission targets, as well as under contracts for the provision of paid educational services for a certain profile of training, the same entrance tests are established.

4.2 Entrance tests are conducted in Russian.
4.3 Applicants pass the following entrance tests:  a special discipline corresponding to the profile of the program

training of scientific and pedagogical staff in graduate school (hereinafter referred to as a special discipline);

 philosophy;
 foreign language (English, German, French).
4.4 Programs of entrance examinations for admission to training in

training programs for scientific and pedagogical staff in graduate school are formed on the basis of federal state educational standards of higher education for specialist's or master's programs.

4.5 Entrance examinations can be conducted both orally and in writing with a combination of these forms or in other forms determined by the Academy independently (by tickets, in the form of an interview on issues, the list of which is brought to the attention of applicants by publication on the official website).

4.6 The level of knowledge of the applicant is assessed by the examination committee on a five-point system. Each entrance test is assessed separately.

4.7 The results of the entrance examination are recorded in a protocol, which records the questions of the examiners to the applicant. A separate protocol is kept for each applicant.

Minutes of acceptance of entrance examinations after approval are stored in the personal file of the applicant.

4.8 The decision of the examination committee is posted on the official website and on the information stand of the admission committee for postgraduate studies no later than three days from the moment of the entrance test.

4.9 Retake of entrance examinations is not allowed. Passed entrance examinations are valid for a calendar year.

4.10 Persons who did not appear at the entrance examination for a good reason (illness or other circumstances, documented) are admitted to them individually during the entrance examinations.

4.11 In case of non-observance of the procedure for conducting entrance examinations

members of the examination committee conducting the entrance test have the right to remove the applicant from the place of the entrance test with the drawing up of an act of removal. In case of removal of an applicant from the entrance examination, the admission committee for postgraduate studies returns the accepted documents to the applicant.

4.12 Persons who took the documents after the completion of the acceptance of documents or did not receive the number of points on the entrance examinations, confirming the successful completion of the entrance examinations, are eliminated from the competition.

5. FEATURES OF ENTRANCE TESTS FOR CITIZENS WITH LIMITED HEALTH OPPORTUNITIES

5.1 Citizens with disabilities, upon admission to the graduate school of the Tver State Agricultural Academy, take entrance examinations in the form of exams, taking into account the peculiarities of psychophysical development, individual capabilities and health status.

5.2 When conducting entrance examinations, the following requirements are met:

Entrance tests are held in a separate audience, the number of applicants in one group does not exceed 6 people when passing the entrance test;

The duration of entrance examinations upon a written application of applicants, submitted before the beginning of the entrance examinations, can be increased up to 1.5 hours;

The presence of an assistant is allowed, providing the necessary technical assistance to applicants, taking into account their individual characteristics (take a workplace, move around, read and complete the assignment, communicate with the examiner);

Applicants are provided with a printed instruction on the procedure for conducting entrance examinations;

Applicants, taking into account their individual characteristics, can use the technical means they need in the process of passing the entrance test.

6. GENERAL RULES FOR SUBMISSION AND CONSIDERATION OF APPEALS

6.1 Based on the results of the decision of the examination committee on passing the entrance examination, the applicant has the right to file an appeal with the appeal commission about the violation, in his opinion, of the established procedure for conducting the entrance examination and (or) disagreement with the obtained assessment of the results of the entrance examination.

6.2 Consideration of the appeal is not a retake of the entrance test. During the consideration of the appeal, only the correctness of the evaluation of the results of passing the entrance test is checked.

6.3 An appeal is filed by applicants personally on the day of the announcement of the results of the entrance examination or within the next business day.

Consideration of appeals is carried out the next day after the filing of an appeal by applicants.

6.4 When considering an appeal, the applicant has the right to be present, who must have an identity document with him.

6.5 After consideration of the appeal, the decision of the appeal commission is made to change the assessment of the results of the entrance test or leave the specified assessment unchanged.

6.6 If there are disagreements in the Appeal Commission, a vote is taken and the decision is made by a majority of votes. In case of equality of votes, the vote of the chairman of the appeal commission is decisive.

6.7 The decision of the Appeal Commission drawn up in the protocol is brought to the attention of the applicant and is stored in the personal file of the applicant. The fact of familiarization of the applicant with the decision of the Appeal Commission is certified by the signature of the applicant.

7. POSTGRADUATE APPLICATION

7.1 Based on the results of the entrance examinations, the academy forms and places lists of applicants by name on the official website and on the information stand of the admissions committee for postgraduate studies.

7.2 Persons with a higher number of points scored in the entrance examinations are enrolled in postgraduate study programs for the training of scientific and pedagogical personnel.

With an equal number of points scored, persons with a higher score in a special discipline are enrolled.

With an equal number of points scored for all entrance examinations, persons with individual achievements are enrolled, which are taken into account by the admission committee for graduate school.

7.3 Applicants who have submitted the original diploma of a specialist or a master's degree no later than July 24, 2016 are subject to admission to places within the framework of the control figures for the general competition, applicants who agreed to be enrolled no later than July 24, 2016 to places under contracts for the provision of paid educational services .

7.6 If there are vacancies, further enrollment is carried out from among the persons included in the full list of persons by name, until the vacancies are completely filled.

7.7 The order on enrollment, both for places within the admission control digits, and under contracts for the provision of paid educational services, is published on the website of the Academy and posted on the information stand of the admissions committee for graduate school on the day of their publication.

8. FEATURES OF THE RECEPTION OF FOREIGN CITIZENS

8.1 Admission of foreign citizens to FGBOU VPO Tver State Agricultural Academy for training programs for the training of scientific and pedagogical personnel in graduate school is carried out in the manner established by the Ministry of Education and Science of the Russian Federation, in accordance with international treaties of the Russian Federation at the expense of budgetary appropriations from the relevant budgets of the budgetary system of the Russian Federation ( including within the limits of the quota established by the Government of the Russian Federation), as well as under contracts for the provision of paid

educational services.
8.2 Admission of foreign citizens for training at the expense of budget
