4. SIA is conducted by state examination commissions (hereinafter referred to as SEC) in order to determine the compliance of the results of mastering the basic educational programs by students with the requirements of the federal state educational standard.

5. GIA is conducted in the Russian language and mathematics (hereinafter referred to as compulsory academic subjects). Exams in other academic subjects - literature, physics, chemistry, biology, geography, history, social studies, foreign languages ​​(English, German, French and Spanish), computer science and information and communication technologies (ICT), as well as in the native language from among languages ​​of the peoples of the Russian Federation and the literature of the peoples of the Russian Federation in their native language from among the languages ​​of the peoples of the Russian Federation (hereinafter referred to as the native language and native literature) - students take it on a voluntary basis of their choice.

6. GIA in all academic subjects specified in clause 5 of this Procedure (with the exception of foreign languages, as well as the native language and native literature) is conducted in Russian.

II. Forms of conducting GIA

7. GIA is carried out:

a) in the form of a unified state exam (hereinafter - the Unified State Exam) using control measuring materials, which are complexes of standardized tasks (hereinafter - KIM) - for students in educational programs of secondary general education, including foreign citizens, stateless persons, including compatriots abroad, refugees and internally displaced persons who have mastered educational programs of secondary general education in full-time, part-time or part-time forms, as well as for persons who have mastered educational programs of secondary general education in the form of family education or self-education and admitted in the current year to the GIA;

The exam in mathematics is conducted at two levels:

The Unified State Exam, the results of which are recognized as the results of the SIA by general educational organizations and professional educational organizations (hereinafter - the Unified State Exam in mathematics of the basic level);

b) in the form of a state final exam (hereinafter - GVE) using texts, topics, assignments, tickets - for students in educational programs of secondary general education in special educational institutions of a closed type, as well as in institutions executing punishment in the form of imprisonment , for students receiving secondary general education as part of the development of educational programs of secondary vocational education, including educational programs of secondary vocational education, integrated with educational programs of basic general and secondary general education, for students with disabilities or for students with disabilities, and disabled people in educational programs of secondary general education, for students who have mastered educational programs of secondary general education in 2014-2016 in educational institutions located in the territories of the Republic of Crimea and the federal city of North astopolis;

8. For students on educational programs of secondary general education in special educational institutions of a closed type, as well as in institutions executing punishment in the form of imprisonment, for students receiving secondary general education in the framework of mastering educational programs of secondary vocational education, including educational programs of secondary vocational education, integrated with educational programs of basic general and secondary general education, for students with disabilities or for disabled children and people with disabilities enrolled in educational programs of secondary general education, for students in educational programs of secondary general education in 2014- In 2016, in educational institutions located on the territories of the Republic of Crimea and the federal city of Sevastopol, the State Examination Agency for individual academic subjects, at their request, is carried out in the form of the Unified State Exam.

III. GIA participants

9. Students who do not have academic debt, including for the final essay (presentation), and who have fully completed the curriculum or individual curriculum (having annual marks in all academic subjects of the curriculum for each year of study in the educational program secondary general education is not lower than satisfactory).

Students of the X-XI (XII) grades who have annual marks not lower than satisfactory in all academic subjects of the curriculum for the penultimate year of study are admitted to the SIA in academic subjects, the development of which was completed earlier.

9.1. The final essay (presentation) as a condition for admission to the GIA is carried out for students of the XI (XII) grades on the first Wednesday of December of the last year of study on topics (texts) formed by time zones by the Federal Service for Supervision of Education and Science (hereinafter - Rosobrnadzor).

The following categories of persons have the right to write a statement:

Students with disabilities or disabled and disabled children;

Students in educational programs of secondary general education in special educational institutions of a closed type, as well as in institutions executing punishment in the form of imprisonment;

Studying at home, in educational organizations, including sanatoriums, in which the necessary medical, rehabilitation and health-improving measures are carried out for those in need of long-term treatment on the basis of the conclusion of a medical organization.

Students of the XI (XII) grades to participate in the final essay (presentation) submit an application no later than two weeks before the start of the final essay (presentation) to organizations carrying out educational activities in which students master educational programs of secondary general education.

The final essay has the right to write at the request of persons who have mastered educational programs of secondary general education in previous years and who have a document on education confirming the receipt of secondary general education (or educational programs of secondary (complete) general education - for persons who have received a document of education confirming the receipt of secondary (complete) general education, before September 1, 2013), citizens with secondary general education received in foreign educational organizations (hereinafter - graduates of previous years), studying in educational programs of secondary vocational education, as well as students receiving secondary general education in foreign educational organizations.

The specified categories of persons for participation in the final essay submit applications no later than two weeks before the start of the final essay at the place of registration to participate in writing the final essay, determined by the executive authorities of the constituent entities of the Russian Federation that exercise state administration in the field of education. The terms for participation in the final essay from among those established by this Procedure, such persons choose independently.

The final essay (presentation) is carried out in organizations carrying out educational activities, in which students master educational programs of secondary general education, and (or) in places determined by the executive authorities of the constituent entities of the Russian Federation exercising public administration in the field of education (hereinafter together - the places of the final essay (presentation).

For the categories of persons specified in clause 37 of this Procedure, the duration of the final essay (presentation) is increased by 1.5 hours.

Sets of topics in the final essay (presentation texts) are delivered by Rosobrnadzor to the executive authorities of the constituent entities of the Russian Federation that exercise state administration in the field of education, to the founders of educational organizations located outside the territory of the Russian Federation and implementing state-accredited educational programs of secondary general education (hereinafter - the founders) , to the foreign offices of the Ministry of Foreign Affairs of the Russian Federation (hereinafter referred to as the Ministry of Foreign Affairs of the Russian Federation), which have in their structure specialized structural educational units (hereinafter referred to as foreign institutions), on the day of the final essay (presentation). If, for objective reasons, delivery of a set of topics for the final essay (presentation texts) on the day of the final essay (presentation) is impossible, the set of topics for the final essay (presentation texts) may be delivered earlier.

The storage of a set of themes of the final essay (presentation texts) is carried out in conditions that exclude access to it by unauthorized persons and allow to ensure its safety.

Opening a set of topics for the final essay (presentation texts) before the start of the final essay (presentation) is not allowed.

The result of the final essay (presentation) is "pass" or "failure".

Re-admitted to writing the final essay (presentation) in additional terms in the current year (on the first Wednesday of February and the first working Wednesday in May):

Students who received an unsatisfactory result ("failure") on the final essay (presentation);

Participants in the final essay (presentation) who did not appear at the final essay (presentation) for valid reasons (illness or other circumstances confirmed by documents);

Participants in the final essay (presentation) who did not complete the writing of the final essay (presentation) for valid reasons (illness or other circumstances confirmed by documents).

10. Students who have mastered the educational program of secondary general education in the form of self-education or family education, or studied according to an educational program of secondary general education that does not have state accreditation, have the right to undergo an external SIA in an organization carrying out educational activities under a state-accredited educational program of secondary general education, in the forms established by this Procedure.

These students are admitted to the GIA, provided that they receive marks not lower than satisfactory at the intermediate certification, including for the final essay (presentation).

11. The academic subjects chosen by the student, the level of the exam in mathematics, the form (forms) of the GIA (for the students specified in paragraph 8 of this Procedure) are indicated by them in the application.

The application is submitted before February 1 to an organization carrying out educational activities in which the student mastered educational programs of secondary general education, and for persons specified in paragraph 10 of this Procedure - to an organization carrying out educational activities under a state-accredited educational program of secondary general education.

Students change (supplement) the choice of an academic subject (list of academic subjects) if they have valid reasons (illness or other documented circumstances). In this case, the student submits an application to the State Electoral Commission with an indication of the changed list of subjects for which he plans to pass the GIA, and the reasons for changing the previously declared list. The specified application is submitted no later than two weeks before the start of the relevant exams.

Graduates of previous years, persons studying in educational programs of secondary vocational education, as well as students receiving secondary general education in foreign educational organizations, also have the right to take the USE, including if they have valid USE results from previous years.

To participate in the Unified State Exam, these persons submit an application to the place of registration for the Unified State Exam before February 1, in which the selected academic subjects are indicated.

After February 1, an application for participation in the Unified State Exam of students, graduates of previous years, persons studying in educational programs of secondary vocational education, as well as students receiving secondary general education in foreign educational organizations, is accepted by the decision of the SEC only if the applicant has valid reasons (illness or other documented circumstances) no later than two weeks before the start of the exams.

The founders, the Ministry of Foreign Affairs of Russia and foreign institutions, if possible, organize the delivery of the Unified State Exam to graduates of previous years in educational institutions located outside the territory of the Russian Federation and implementing state-accredited educational programs of secondary general education, in foreign institutions.

Graduates of previous years - military personnel undergoing military service by conscription and under a contract, entering military educational organizations of higher education, apply for participation in the USE no later than two weeks before the start of the corresponding exam (relevant exams) at the place of registration for delivery The Unified State Exam in the constituent entity of the Russian Federation where the military educational institution of higher education is located, applications indicating the academic subject (list of subjects) for which they plan to take the Unified State Exam in the current year.

IV. Organization of the GIA

13. Rosobrnadzor performs the following functions within the framework of the GIA:

Establishes the procedure for the development, use and storage of CMMs (including requirements for the mode of their protection, the procedure and conditions for posting information contained in CMMs in the information and telecommunication network "Internet" (hereinafter - the "Internet" network));

14. The executive authorities of the constituent entities of the Russian Federation, exercising state administration in the field of education, ensure the conduct of the GIA, including:

Accreditation of citizens as public observers in accordance with the procedure established by the Ministry of Education and Science of Russia;

15. The founders, the Ministry of Foreign Affairs of Russia and foreign missions ensure the conduct of the GIA outside the territory of the Russian Federation, including:

Provide training and selection of specialists involved in conducting the GIA in accordance with the requirements of this Procedure;

In agreement with the State Electoral Commission, the places of registration for passing the Unified State Exam, the location of the PES and the distribution of students and graduates of previous years between them, the composition of the leaders and organizers of the PES, technical specialists and assistants for the persons specified in paragraph 37 of this Procedure are determined;

Ensure information security during storage, use and transfer of examination materials, including determining the storage locations of examination materials, persons who have access to them, take measures to protect CMM from disclosure of the information they contain;

Organize the entry of information into the federal information system in accordance with the procedure established by the Government of the Russian Federation;

Accreditation of citizens as public observers in accordance with the procedure established by the Ministry of Education and Science of Russia.

17. Organizational and technological support for conducting GIA outside the territory of the Russian Federation, ensuring the operation of the federal information system, conducting a centralized check of examination papers performed on the basis of CMM is carried out by an organization (hereinafter referred to as the authorized organization) determined in accordance with the legislation of the Russian Federation.

Organizational and technological support for the conduct of the GIA in the territories of the constituent entities of the Russian Federation, including the provision of activities for the operation of regional information systems and interaction with the federal information system, the processing of examination papers of students, graduates of previous years is carried out by organizations defined in accordance with the legislation of the Russian Federation - regional processing centers information (hereinafter - RTSOI).

18. Coordinates the proposals of the executive authority of the constituent entity of the Russian Federation in charge of public administration in the field of education, the founders, the Ministry of Foreign Affairs of Russia on the places of registration for passing the Unified State Exam, the locations of the EGE and the distribution of students and graduates of previous years between them;

Organizes the formation of the composition of subject commissions, submits for approval to Rosobrnadzor the candidacies of chairmen of subject commissions, upon the proposal of the chairmen of subject commissions, determines the candidacies of members of subject commissions sent for inclusion in the composition of subject commissions created by Rosobrnadzor;

Makes a decision on sending members of the GEC to the PPE, RTSOI, subject commissions and the conflict commission to control the conduct of the GIA, as well as to the storage places of examination materials;

Considers issues of violation of the established procedure for conducting a GIA by persons involved in conducting a GIA, takes measures to eliminate violations, including deciding on the removal of these persons from work related to the conduct of a GIA;

After each exam, it considers information received from members of the State Electoral Commission, public observers, officials of Rosobrnadzor, the executive body of the constituent entity of the Russian Federation exercising the delegated powers of the Russian Federation in the field of education, and other persons on violations identified during the conduct of the State Audit Office, takes measures to counteract violations of the established procedure for conducting a GIA, including organizing inspections on the facts of violation of the established procedure for conducting a GIA, makes a decision to remove persons who have violated the established procedure for conducting a GIA from work related to the conduct of a GIA;

Considers the results of the GIA and makes decisions on the approval, change and (or) cancellation of the results of the GIA;

makes decisions on admission (re-admission) to the delivery of the GIA in the cases established by this Procedure.

20. Members of the GEC:

Ensure compliance with the established procedure for conducting the GIA, including, by the decision of the chairman of the GEC, no later than two weeks before the start of the exams, they check the readiness of the PPE, ensure the delivery of examination materials to the PPE on the day of the exam, monitor the conduct of the GIA in the PPE, RTSOI, subject commissions and the conflict commission, as well as in the places where examination materials are stored;

They interact with the head and organizers of the PPE, public observers, officials of Rosobrnadzor, the executive body of the constituent entity of the Russian Federation exercising the delegated powers of the Russian Federation in the field of education, present in the PPE, RTSOI, subject commissions and the conflict commission on compliance with the established procedure for conducting the GIA;

In the event of violations of the established procedure for conducting the SIA, decisions are made to remove students, graduates of previous years, as well as other persons who are in the PPE from the exam, in agreement with the chairman of the SEC, a decision is made to stop the exam at the PPE or individual auditoriums of the PPE.

21. Checking the examination papers of students and graduates of previous years (including oral answers) is carried out by subject commissions on the relevant academic subjects.

The composition of subject commissions for each academic subject is formed of persons who meet the following requirements (hereinafter - experts):

Higher education;

Compliance with the qualification requirements specified in the qualification reference books and (or) professional standards;

Work experience in organizations that carry out educational activities and implement educational programs of secondary general, secondary vocational or higher education (at least three years);

Availability of a document confirming the receipt of additional vocational education, which includes practical exercises (at least 18 hours) in assessing samples of examination papers in accordance with the assessment criteria for the relevant academic subject, determined by Rosobrnadzor.

22. The general management and coordination of the activities of the subject commission on the relevant academic subject is carried out by its chairman. Rosobrnadzor approves candidates for chairmen of subject commissions created in the constituent entities of the Russian Federation.

Chairman of the Subject Commission:

Submits to the GEC proposals on the composition of the subject commission, on the candidatures of experts proposed for inclusion in the subject commissions created by Rosobrnadzor;

In agreement with the head of the RSCI, forms the work schedule of the subject commission;

Provides advice to experts on the assessment of examination papers;

Interacts with the head of the RSCI, the chairman of the conflict commission, the Commission for the development of KIM;

Submits to the GEC information about the violation by the expert of the established procedure for conducting the GIA.

23. Consideration of appeals of students, graduates of previous years is carried out by a conflict commission, which does not include members of the SEC and subject commissions. The composition of the conflict commissions is formed from representatives of the executive authorities of the constituent entities of the Russian Federation exercising state control in the field of education, the executive authorities of the constituent entities of the Russian Federation exercising the delegated powers, founders, the Ministry of Foreign Affairs of Russia and foreign institutions, local authorities, organizations carrying out educational activities, scientific, public and other organizations and associations.

Mediation board:

Accepts and considers appeals of students, graduates of previous years on the violation of the established procedure for conducting the GIA, as well as on disagreement with the points awarded;

Adopts, based on the results of consideration of the appeal, a decision on the satisfaction or rejection of appeals of students, graduates of previous years;

Informs students, graduates of previous years who filed appeals, and (or) their parents (legal representatives), as well as the State Electoral Commission about the decisions made.

The general management and coordination of the activities of the conflict commission is carried out by its chairman.

24. The decisions of the GEC and the conflict commissions are drawn up in protocols. In the event of an equality of votes, the vote of the chairman of the SEC, the conflict commission is decisive.

25. In order to facilitate the conduct of the GIA, organizations carrying out educational activities:

Send their employees to work as leaders and organizers of the PPE, members of the State Commission for Electricity Inspection, subject commissions, the conflict commission, technical specialists and assistants for the persons specified in paragraph 37 of this Procedure;

Enter information into the federal information system and regional information systems in the manner established by the Government of the Russian Federation;

By signature, students and their parents (legal representatives), graduates of past years are informed about the timing, places and procedure for submitting applications for passing the GIA, including in the form of the Unified State Exam, about the place and timing of the GIA, about the procedure for conducting the GIA, including grounds for removing from the exam, changing or canceling the results of the GIA, on the maintenance of video recording during the exam in the PPE and classrooms, on the procedure for filing and considering appeals, on the time and place of familiarization with the results of the GIA, as well as on the results of the GIA received by the student, graduate of past years.

26. In order to ensure compliance with the procedure for conducting the GIA, citizens accredited as public observers in the manner established by the Ministry of Education and Science of Russia are entitled to:

V. Terms and duration of the GIA

27. A single exam schedule is provided for holding the Unified State Exam and the GVE on the territory of the Russian Federation and abroad. The duration of the examinations is set for each academic subject.

28. For persons re-admitted in the current year to pass exams in the relevant academic subjects in the cases provided for by this Procedure, and graduates of previous years, additional terms are provided for conducting the SIA in the forms established by this Procedure (hereinafter - additional terms).

29. For students, graduates of previous years, the GIA, at their request, can be held ahead of schedule, but not earlier than March 1, in the forms established by this Procedure.

30. GIA in the form of GVE for students in institutions executing punishment in the form of imprisonment, released from serving their sentence no earlier than three months before the start of the GIA, is carried out within the timeframes determined by the executive authorities of the constituent entities of the Russian Federation exercising state administration in the field of education , in agreement with the founders of such institutions, but not earlier than February 20 of the current year.

31. The interval between examinations in compulsory academic subjects, the timing of which is established in accordance with paragraph 27 of this Procedure, is at least two days.

32. The duration of the exam in academic subjects does not include the time allotted for preparatory activities (instructing students and graduates of previous years, issuing examination materials to them, filling out the registration fields of examination papers, setting up the necessary technical means used during the exams).

If the exam lasts 4 or more hours, meals are organized for students.

For students and graduates of previous years, specified in paragraph 37 of this Procedure, the exam duration is increased by 1.5 hours (with the exception of the USE in foreign languages ​​(section "Speaking").

The duration of the exam in foreign languages ​​(section "Speaking") for the persons specified in clause 37 of this Procedure is increased by 30 minutes.

33. By the decision of the chairman of the SEC, the following are admitted to the exams again in the current year in the corresponding academic subject in additional terms:

Students who received an unsatisfactory result at the State Academy of Arts in one of the compulsory academic subjects;

Students and graduates of previous years who did not show up for exams for valid reasons (illness or other documented circumstances);

Students and graduates of previous years who did not complete the examination work for valid reasons (illness or other circumstances confirmed by documents);

Students and graduates of previous years, whom the conflict commission satisfied the appeal on the violation of the established procedure for conducting the GIA;

Students and graduates of previous years, whose results were canceled by the decision of the chairman of the SEC in case of violations of the established procedure for conducting the GIA, committed by the persons specified in paragraph 40 of this Procedure, or other (including unidentified) persons.

Vi. Carrying out GIA

34. CMMs for the Unified State Exam are delivered to the executive authorities of the constituent entities of the Russian Federation in charge of state administration in the field of education, founders, the Ministry of Foreign Affairs of Russia and foreign institutions on paper in specialized packaging, on electronic media.

The schedule for the delivery of examination materials and the type of medium on which the KIM is provided is agreed upon by the founders, the Ministry of Foreign Affairs of Russia and the executive authorities of the constituent entities of the Russian Federation, exercising state administration in the field of education, with the authorized organization.

Examination materials for conducting the GVE are sent to the executive authorities of the constituent entities of the Russian Federation, exercising state administration in the field of education, foreign institutions and founders no earlier than a month before the start of exams in the relevant academic subjects in electronic form, ensuring the confidentiality and security of the information contained in them. Examination materials for early conduct of the GEE are sent to the executive authorities of the constituent entities of the Russian Federation, exercising state administration in the field of education, foreign institutions and founders according to the schedule agreed by the executive authorities of the constituent entities of the Russian Federation exercising state administration in the sphere of education, the founders, the Ministry of Foreign Affairs of Russia with Rosobrnadzor. The storage of examination materials is carried out in accordance with the requirements of the procedure for the development, use and storage of CMMs established by Rosobrnadzor. Opening the exam materials of the USE before the start of the exam, disclosing the information contained in the KIM, examination materials for the GVE is prohibited.

35. PPE - a building (structure) that is used for conducting GIA. The territory of the PPE is the area inside the building (structure) or part of the building (structure) allocated for the GIA.

In the event of a threat of an emergency, the executive authorities of the constituent entities of the Russian Federation that carry out state administration in the field of education, the founders and the Ministry of Foreign Affairs of Russia, in agreement with the State Electoral Commission, decide to postpone the exam to another TET or to another day stipulated by the timetable for the Unified State Exam and State Examination.

36. The number, total area and condition of the premises provided for conducting the GIA (hereinafter referred to as the auditorium) ensure the conduct of examinations in conditions that meet the requirements of sanitary and epidemiological rules and regulations.

The number and locations of the PPE are determined on the basis that at least 15 students, graduates of previous years are present in the PPE (with the exception of the PPE organized for the persons specified in paragraph 37 of this Procedure, including the PPE organized at home, in hard-to-reach and remote areas, in special educational institutions of a closed type, in institutions executing punishment in the form of imprisonment, as well as located outside the territory of the Russian Federation, including in foreign institutions), while in each classroom there are no more than 25 students, graduates past years in compliance with the relevant requirements of sanitary and epidemiological rules and regulations. In the absence of the possibility of organizing the PPE in accordance with the specified requirement, additional control measures are provided for compliance with the established procedure for conducting the GIA.

Premises not used for the examination must be locked and sealed on the day of the examination.

In the cases provided for by this Procedure, the audiences allocated for the examinations are equipped with computers.

PPEs are equipped with stationary and (or) portable metal detectors, video surveillance equipment. The storage period for the exam video is until March 1 of the year following the year of the exam. Before the specified date, the materials of the exam video can be used by Rosobrnadzor and the executive authorities of the constituent entities of the Russian Federation, exercising state administration in the field of education, in order to identify the facts of violation of the procedure for conducting the GIA. According to the decision of the GEC, PPEs are equipped with mobile signal suppression systems.

The entrance to the PPE is indicated by a stationary metal detector. 37. For students, graduates of previous years with disabilities, students, graduates of previous years, children with disabilities and invalids, as well as those who studied for health reasons at home, in educational organizations, including sanatoriums, in which the necessary medical, rehabilitation and health-improving measures for those in need of long-term treatment, the executive authorities of the constituent entities of the Russian Federation, exercising state administration in the field of education, foreign institutions and the founders organize the conduct of GIA in conditions that take into account their state of health, peculiarities of psychophysical development.

The material and technical conditions for the exam provide the possibility of unimpeded access for such students, graduates of previous years in the classroom, toilet and other premises, as well as their stay in the specified premises (the presence of ramps, handrails, widened doorways, elevators, in the absence of elevators, the audience is located on the first floor; availability of special chairs and other devices).

Information on the number of these students, graduates of previous years in the PPE and on the need to organize the GIA in conditions that take into account their state of health, features of psychophysical development, is sent to the PPE no later than two working days before the exam in the relevant academic subject.

38. For students who have mastered educational programs of secondary general education in special educational institutions of open and closed types, as well as in institutions executing punishment in the form of imprisonment, the executive authorities of the constituent entities of the Russian Federation, exercising state administration in the field of education, with the assistance of the administrations of such institutions organize the GIA taking into account the special conditions of detention and the need to ensure public safety during the passage of the GIA.

39. In the PPE, a room (premises) is allocated for the head of the PPE, equipped with a telephone connection, a printer and a personal computer with the necessary software and information security means for the automated distribution of students, past graduates and organizers in audiences for the examination (if such distribution is made in PPE), as well as for the safe storage of examination materials. In the case of using CMM on electronic media, PPE audiences are also provided with a specialized hardware and software complex for CMM printing. If, according to the decision of the State Electoral Commission, the scanning of the examination papers of students, graduates of previous years is carried out in the PPE (in classrooms), then the PPE is also provided with scanners.

The PES provides premises for representatives of the media, public observers and other persons who have the right to be present at the PES on the day of the exam. These premises are isolated from the auditoriums for the examination.

40. On the day of the exam, the PPE is present:
a) the leader and organizers of the PPE;

The leaders and organizers of the PPE are appointed by the executive authority of the constituent entities of the Russian Federation, exercising state management in the field of education, the founder, the Ministry of Foreign Affairs of Russia in agreement with the State Electoral Commission.

Persons who have undergone appropriate training are involved as leaders and organizers of the PPE. When conducting the exam in a subject, the organizers and assistants do not include specialists in this subject. It is not allowed to involve as leaders and organizers of the PPE, as well as assistants and technical specialists of pedagogical workers who are teachers of students who pass the exam in this PPE (with the exception of PPE organized in hard-to-reach and remote areas, in organizations carrying out educational activities outside the territory of the Russian Federation). 41. Admission to the PPE of the persons specified in paragraph 40 of this Procedure is carried out only if they have documents proving their identity and confirming their powers. Admission of students, graduates of previous years to the PPE is carried out if they have documents proving their identity, and if they are in the distribution lists in this PPE.

If the student does not have an identity document, he is admitted to the PPE after confirmation of his identity by the accompanying person.

At the entrance to the PPE, law enforcement officers and (or) employees of the internal affairs bodies (police), together with the organizers, check the availability of these documents from students, graduates of previous years, as well as the persons specified in paragraph 40 of this Procedure, establish their identity the submitted documents, check the presence of these persons in the distribution lists in this PPE.

42. Examination materials are delivered to the PPE by members of the GEC on the day of the exam in the relevant academic subject.

43. Before the start of the exam in the form of the USE, the head of the PPE organizes the automated distribution of students, graduates of previous years and organizers by audiences. According to the decision of the State Electoral Commission, the automated distribution of students, graduates of previous years and organizers to audiences is carried out by the RCOI. In this case, the distribution lists are submitted to the PPE along with the examination materials. The distribution of students, graduates of previous years, specified in paragraph 37 of this Procedure, is carried out individually, taking into account their state of health, characteristics of psychophysical development.

Lists of distribution of students, graduates of previous years by audiences are handed over to the organizers, and are also posted on the information stand at the entrance to the PPE and at each auditorium in which the exam will take place. The organizers provide assistance to students, graduates of previous years in placement in classrooms in which the exam will take place.

Organizers are assigned to audiences based on the fact that there are at least two organizers in each audience. During the exam, some of the organizers are on the floors of the PES and help students, graduates of previous years to navigate in the premises of the PES, and also monitors the movement of persons who are not involved in the exam.

In the case of using the CMM in electronic form, the GEC member receives from the authorized organization the data for access to the CMM in electronic form. The organizers, in the presence of students, graduates of previous years and public observers (if any), organize the printing of KIM on paper and complete the examination materials for the USE. 44. Students, graduates of previous years are seated at their desks in accordance with the distribution. Changing the workplace is not allowed.

Before the start of the exam, the organizers instruct students, graduates of previous years, including informing about the procedure for conducting the exam, the rules for preparing the examination work, the duration of the exam, the procedure for filing appeals about the violation of the established procedure for conducting the GIA and about disagreement with the points set, about cases of removal from the exam , as well as about the time and place of familiarization with the results of the GIA.

The organizers issue examination materials to students, graduates of previous years. Examination materials for the USE include KIM, registration forms, forms for answering the tasks of examination work (hereinafter - the USE forms). Examination materials for conducting the GVE in writing include tasks and answer forms for the tasks of the examination work.

At the direction of the organizers, students, graduates of previous years fill out the registration fields of the examination paper. The organizers check the correctness of filling in the registration fields of the examination paper by students, graduates of previous years. Upon completion of filling in the registration fields of the examination work by all students, graduates of previous years, the organizers announce the beginning of the exam and the time of its end, record them on the board (information stand), after which the students, graduates of previous years begin to perform the examination work.

45. During the exam, students, graduates of previous years observe the established procedure for conducting the GIA and follow the instructions of the organizers, and the organizers ensure the established procedure for conducting the GIA in the classroom and exercise control over it.

The exam is taken by students, graduates of previous years on their own, without the help of outsiders. During the exam, on the desktop of a student, a graduate of previous years, in addition to examination materials, there are:

46. ​​When conducting the exam in foreign languages, the exam includes the "Listening" section, all tasks for which are recorded on a phonorecord.

The audiences allocated for the "Listening" section are equipped with means of reproduction of audio carriers.

To complete the tasks of the "Listening" section, technicians or organizers configure the audio playback device so that it can be heard by all students, graduates of previous years. The audio recording is listened to by students, graduates of previous years twice, after which they begin to carry out the examination work.

47. When conducting the Unified State Exam in foreign languages, at the request of the Unified State Exam participant, the "Speaking" section is included in the exam, the oral answers to the tasks of which are recorded on audio carriers.

Students, graduates of previous years are invited to the classroom to receive the task of the oral part of the KIM and the subsequent recording of the oral answers to the tasks of the KIM. 48. When conducting the GVE orally, the oral answers of the students are recorded on audio media or recorded. 49. 30 minutes and 5 minutes before the end of the exam, the organizers inform the students, graduates of previous years about the imminent completion of the exam and remind them of the need to transfer the answers from drafts and KIM to the examination paper.

At the end of the exam, the organizers announce the end of the exam and collect examination materials from students, graduates of previous years. If the answer sheets for long-range assignments and supplementary forms contain blank areas (excluding registration fields), the organizers will clear them as follows: "Z".

The collected examination materials are packed by the organizers in bags (separate for each type of material). On each package, the organizers mark the name, address and number of the PEP, the audience number, the name of the academic subject for which the exam was held, and the number of materials in the package, the last name, first name, patronymic (if any) of the organizers.

Students, graduates of previous years, who completed the examination work ahead of schedule, hand it over to the organizers and leave the PPE, without waiting for the completion of the exam.

50. Answers to the tasks of examination work performed by blind and visually impaired students, graduates of previous years in specially provided notebooks and enlarged forms, as well as examination work performed on a computer, in the presence of SEC members, are transferred by assistants into the USE forms.

51. At the end of the exam, the GEC members draw up a report on the USE in the EGE, which is submitted to the GEC on the same day.

The exam papers of the Unified State Exam of students, graduates of previous years, on the same day, are delivered by the members of the State Electoral Commission from the EGE to the RCOI, with the exception of the EGE, in which, according to the decision of the SEC, examination papers are scanned. In such PES, immediately after the end of the exam, the technician scans the examination papers in the presence of the SEC members, the head of the PES and public observers (if any). 54. Examination papers of the Unified State Examination of students, graduates of previous years, removed from the exam or who did not complete the examination work for objective reasons, in the cases provided for by this Procedure, are processed, but not evaluated.

55. The processing of the USE forms is carried out by the RCOI using special hardware and software. The processing of examination papers received during the USE outside the territory of the Russian Federation is carried out by an authorized organization.

60. Examination papers are subject to the following types of checks:

61. According to the results of the first and second checks, experts independently set points for each answer to the tasks of the exam paper of the USE with a detailed answer, for each answer to the tasks of the examination work of the GVE. The results of each assessment are entered into the protocol of examination by subject commissions of examination papers of students, graduates of previous years. After filling out, the protocols for checking the exam papers of the Unified State Examination are transferred to the RCOI for further processing.

62. In case of a significant discrepancy in the points given by two experts, a third check is assigned. A significant difference in scores was determined in the assessment criteria for the corresponding academic subject.

The expert carrying out the third check is provided with information about the points given by the experts who have previously checked the examination paper.

63. The distribution of the exam papers of the Unified State Examination between the experts, the calculation of points for each task of the exam paper of the Unified State Examination with a detailed answer, as well as the determination of the need for a third check are carried out automatically, using specialized hardware and software of the RTSOI.

The distribution of the GVE examination papers, the calculation of the final scores of the GVE examination work is carried out by the chairman of the subject commission and is recorded in a protocol, which is then transmitted to the GEC.

64. RSCI and subject commissions work in premises that exclude the possibility of access to them by unauthorized persons and the dissemination of information of limited access. In the RSCI and subject commissions there are:

c) officials of Rosobrnadzor, the executive body of the constituent entity of the Russian Federation exercising the delegated powers of the Russian Federation in the field of education - by decision of the relevant bodies.

65. Immediately after the completion of the processing and verification of the exam papers of the Unified State Examination, the RCOI sends to the authorized organization the results of the processing and verification of the answers of the exam papers of the Unified State Examination.

After receiving the specified data from all constituent entities of the Russian Federation, the authorized organization provides for a centralized check of the exam papers of the Unified State Exam.

66. Centralized verification includes:

Organization of interregional cross-checking and, in the cases established by this Procedure, rechecking;

Reconciliation of the answers of students, graduates of previous years to the tasks of the examination work with a short answer with the correct answers to these tasks;

Determination of the primary USE scores (the sum of points for correctly completed exam assignments);

By decision of Rosobrnadzor, the exchange of exam papers for the Unified State Exam between the constituent entities of the Russian Federation (interregional cross-checking) is organized.

Organizational and technological support for interregional cross-checking of examination papers is carried out by the RSCI of the corresponding constituent entities of the Russian Federation with the assistance of an authorized organization.

The centralized check is completed no later than five working days after the receipt of the results of processing the USE forms, as well as the results of checking the answers to the tasks of the exam paper with a detailed answer and oral answers in foreign languages ​​from all constituent entities of the Russian Federation (except for the centralized check of the exam papers sent for rechecking).

Until March 1 of the year following the year of the exam, on behalf of Rosobrnadzor or by decision of the State Electoral Commission, subject commissions conduct a recheck of individual examination papers by students, graduates of previous years, who passed the exam in the Russian Federation or abroad.

The results of the rechecking are documented in the protocols of the GEC.

Upon completion of the centralized examination of the exam papers of the Unified State Examination, the authorized organization ensures the transfer of the results of the Unified State Examination to the RCOI.

VIII. Approval, change and (or) cancellation of the results of the GIA

67. Upon completion of the examination of the examination papers of students, graduates of previous years, including the receipt from the authorized organization of the results of the centralized examination of the examination papers of the Unified State Exam, the RSCI, the authorized organization transmits data on the results of the Unified State Exam to the relevant SEC, and the chairmen of the subject commissions - data on the results of the State Examination to every student, graduate of previous years.

The SEC Chairman reviews the results of the SIA for each academic subject and makes a decision on their approval, change and (or) cancellation.

68. The approval of the results of the SIA is carried out within one working day from the date of receipt of the results of the centralized examination of the exam papers of the Unified State Examination, the results of the examination of the examination papers of the State Examination of the State Examination.

69. Based on the results of rechecking the examination papers of students, graduates of previous years, the chairman of the SEC decides to save the results of the SIA or to change the results of the SIA in accordance with the protocols of rechecking the examination papers of students, graduates of previous years.

70. If the conflict commission satisfied the appeal of a student, a graduate of previous years about a violation of the established procedure for conducting a GIA, the chairman of the SEC decides to cancel the result of the GIA of this student, a graduate of previous years in the relevant academic subject, as well as his admission to the GIA in additional terms.

If the conflict commission satisfied the appeal of a student, a graduate of previous years about disagreement with the points set, the chairman of the SEC decides to change the result of the GIA in accordance with the protocols of the conflict commission.

71. Upon establishing the facts of violation of the procedure for conducting the GIA by students, graduates of previous years or persons listed in paragraph 40 of this Procedure, the absence (faulty condition) of video surveillance equipment, the chairman of the SEC decides to cancel the results of the GIA in the relevant academic subject.

To make a decision to annul the result of the GIA in connection with a violation of the established procedure for its conduct, the SEC requests from authorized persons and organizations the necessary documents and information, including examination papers, information about the persons who were present in the EET, and other information on the observance of the procedure for conducting the GIA, conducts an inspection on the facts of violation of the established procedure for conducting the GIA.

72. The decision to cancel the USE results in the cases provided for by this Procedure, is taken within two working days from the date of the adoption of the relevant decisions by the conflict commission, the completion of the check organized by the chairman of the SEC.

73. After approval, the results of the SIA within one working day are transferred to organizations carrying out educational activities, as well as local governments that manage education, founders and foreign institutions to familiarize students, graduates of previous years with the results of the SIA approved by the chairman of the SEC.

Acquaintance of students, graduates of previous years with the results of the GIA in the academic subject approved by the chairman of the State Electoral Commission is carried out within one working day from the date of their transfer to organizations carrying out educational activities, as well as local self-government bodies exercising management in the field of education, founders and foreign institutions. The specified day is considered the official day of the announcement of the results of the GIA.

IX. Assessment of the results of the GIA

74. The results of the SIA are recognized as satisfactory if the student in compulsory academic subjects when passing the Unified State Exam (except for the Unified State Exam in mathematics of the basic level) scored at least the minimum number of points determined by Rosobrnadzor, and when passing the GVE and the Unified State Exam in mathematics of the basic level received marks at least satisfactory (three points).

If the participant of the SIA received unsatisfactory results in one of the compulsory academic subjects, he is admitted again to the SIA in this academic subject in the current year in the forms established by this Procedure, in additional terms.

75. Students who have not passed the GIA or received unsatisfactory results in more than one compulsory academic subject at the GIA, or who have repeatedly received an unsatisfactory result in one of these subjects in the GIA in additional terms, are given the right to pass the GIA in the relevant academic subjects no earlier than September 1 of the current years in the terms and in the forms established by this Procedure. To pass the second GIA, students are reinstated in an organization carrying out educational activities for the period necessary for passing the GIA.

X. Reception and consideration of appeals

76. The Conflict Commission accepts in writing appeals from students, graduates of previous years about violation of the established procedure for conducting the GIA in an academic subject and (or) about disagreement with the points awarded to the Conflict Commission.

77. The Conflict Commission does not consider appeals on the content and structure of assignments in academic subjects, as well as on issues related to the assessment of the results of the assignments of examination work with a short answer, violation of the requirements of this Procedure by the student, graduate of previous years and incorrect registration of examination work.

78. When considering an appeal, the verification of the facts set forth in it is not carried out by persons who took part in the organization and (or) conduct of the corresponding exam or who previously checked the examination work of a student, graduate of previous years who filed an appeal.

79. In order to fulfill its functions, the conflict commission requests from authorized persons and organizations the necessary documents and information, including examinations of the GVE, forms of the exam, KIM, information about the persons who were present in the EET, other information on the observance of the procedure for conducting the GIA.

80. A student, a graduate of previous years and (or) his parents (legal representatives), if desired, are present at the consideration of the appeal.

When considering an appeal, there are also:

a) members of the GEC - by decision of the chairman of the GEC;

b) public observers accredited in accordance with the established procedure - at will;

c) officials of Rosobrnadzor, the executive body of the constituent entity of the Russian Federation exercising the delegated powers of the Russian Federation in the field of education - by decision of the relevant bodies.

The consideration of the appeal is carried out in a calm and friendly atmosphere.

81. A student, a graduate of previous years submits an appeal on violation of the established procedure for conducting a GIA (except for the cases established by paragraph 77 of this Procedure) to a member of the GEC on the day of the exam in the relevant academic subject, without leaving the PPE.

82. In order to verify the information contained in the appeal about the violation of the procedure for conducting the GIA by the members of the GEC, an inspection is organized with the participation of organizers who are not involved in the audience in which the student, graduate of previous years passed the exam, technical specialists and assistants, public observers, security personnel law enforcement, and medical professionals. The results of the check are drawn up in the form of a conclusion. The appeal and conclusion on the results of the check on the same day are transferred by the members of the GEC to the conflict commission.

83. When considering an appeal on violation of the established procedure for conducting a GIA, the conflict commission considers the appeal and the conclusion on the results of the check and makes one of the decisions:

On rejection of the appeal;

On satisfying the appeal.

If the appeal is satisfied, the result of the GIA, according to the procedure of which the student, the graduate of the past years has filed an appeal, is canceled and the student, the graduate of the past years is given the opportunity to pass the exam in the academic subject on a different day, stipulated by the timetables of the USE, GVE.

84. An appeal on disagreement with the points awarded is filed within two working days after the official day of the announcement of the results of the GIA in the relevant academic subject.

Students submit an appeal on disagreement with the points awarded to the organization carrying out educational activities, which they were admitted in the established manner to the SIA, graduates of previous years - to the places in which they were registered for passing the Unified State Exam, as well as to other places determined by the executive body. the authorities of the constituent entity of the Russian Federation, exercising state administration in the field of education.

By decision of the GEC, the filing and (or) consideration of appeals is organized using information and communication technologies, subject to compliance with the requirements of the legislation of the Russian Federation in the field of personal data protection.

85. The head of the organization, who has accepted the appeal, immediately transfers it to the conflict commission.

86. When considering an appeal on disagreement with the points set, the conflict commission requests printed images of the examination paper, electronic media containing files with digital audio recording of the oral answers of the student, graduate of previous years, protocols of the oral answers of the student who passed the GVE orally, copies of the protocols of the examination work by the subject committee and the KIM, texts, topics, assignments, tickets, performed by the student, graduate of previous years who filed an appeal.

These materials are presented to the student, graduate of previous years (in the case of his participation in the consideration of the appeal). 87. Before the meeting of the conflict commission on the consideration of the appeal on disagreement with the points set, the conflict commission establishes the correctness of the assessment of the examination work of the student, graduate of previous years, who filed the appeal. For this, subject matter experts are involved in the appeal.

If the experts do not give an unambiguous answer about the correctness of the assessment of the student's examination work, the graduate of the past years, the conflict commission applies to the Commission for the development of CMM in the relevant academic subject with a request for clarifications on the assessment criteria.

88. Based on the results of consideration of the appeal on disagreement with the points set, the conflict commission makes a decision to reject the appeal and keep the points set or to satisfy the appeal and change the points. In this case, if the appeal is satisfied, the number of previously awarded points may change both upward and downward in the number of points.

The protocols of the conflict commission on the consideration of appeals of students, graduates of previous years, within one calendar day, are transferred to the subject commission, as well as to the RCIO to enter the relevant information into the regional information system. To recalculate the results of the exam, the protocols of the conflict commission are sent by the RCOI to the authorized organization within two calendar days. 89. The conflict commission considers an appeal on violation of the established procedure for conducting a GIA (except for the cases established by paragraph 76 of this Procedure) within two working days, and an appeal on disagreement with the points set - four working days from the date of its receipt by the conflict commission.

1. The procedure for conducting state final certification for educational programs of higher education - bachelor's programs, specialist programs and master's programs establishes the procedure for organizing and conducting educational activities on educational programs of higher education - bachelor's programs, specialist programs and master's programs (hereinafter - organizations, educational programs), state final certification of students (cadets) (hereinafter - students, graduates), completing the development of state accredited educational programs, including the forms of state final certification, requirements for the use of teaching and upbringing means, communication means during state final certification, requirements , presented to persons involved in the state final certification, the procedure for filing and considering appeals, changes and (or) cancellation of the cut certificates of state final certification, as well as the specifics of conducting state final certification for students from among persons with disabilities.

2. State final certification is carried out by state examination commissions in order to determine the compliance of the results of mastering the basic educational programs with the corresponding requirements of the federal state educational standard or educational standard * (1) (hereinafter referred to as the standard).

3. A student who does not have academic debt and who has fully completed the curriculum or individual curriculum for the corresponding educational program of higher education is admitted to the state final attestation * (2).

4. Ensuring the conduct of state final certification for educational programs is carried out by organizations * (3).

5. Organizations use the means necessary for organizing educational activities when conducting state final certification of students.

6. Students and persons involved in the state final certification, during its conduct, are prohibited from having and using communication means.

7. Persons mastering an educational program in the form of self-education or studying according to an educational program of higher education that does not have state accreditation, have the right to undergo external state final certification in an organization according to a state accredited educational program, in accordance with this Procedure * (4).

8. State final certification for educational programs containing information constituting a state secret is carried out in compliance with the requirements provided for by the legislation of the Russian Federation on state secrets.

9. It is not allowed to collect fees from students for passing the state final certification * (5).

10. State final certification of learning organizations is carried out in the form of:

state examination;

defense of the final qualifying work (hereinafter together - state certification tests).

The specific forms of the state final certification are established by organizations, taking into account the requirements established by the standard.

11. The state exam is held in one or several disciplines and (or) modules of the educational program, the results of mastering which are of decisive importance for the professional activity of graduates. The state exam is conducted orally or in writing.

12. The final qualifying work is a work performed by a student (several students together), demonstrating the level of preparedness of a graduate for independent professional activity.

13. The type of final qualifying work, the requirements for it, the procedure for its implementation and the criteria for its assessment are established by the organization independently.

14. The volume (in credit units) of the state final certification, its structure and content are established by the organization in accordance with this Procedure.

15. State final attestation is carried out within the terms determined by the organization, but no later than June 30.

16. The results of each state certification test are determined by marks "excellent", "good", "satisfactory", "unsatisfactory". Grades "excellent", "good", "satisfactory" mean successful completion of the state certification test.

17. Successful passing of the state final certification is the basis for issuing a student a document on higher education and qualifications of the sample established by the Ministry of Education and Science of the Russian Federation * (6).

18. By the decision of the collegial management body of the organization, as well as in the cases provided for by the Federal Law of November 10, 2009 No. 259-FZ "On the Lomonosov Moscow State University and St. Petersburg State University" * (7), persons who have successfully passed the state final certification are issued documents on education and qualifications, the samples of which are independently established by organizations * (8).

19. The specifics of conducting state certification tests using e-learning, distance learning technologies are determined by local regulations of the organization. When conducting state certification tests using e-learning, distance learning technologies, the organization provides identification of the identity of students and control over compliance with the requirements established by the specified local regulations.

20. To conduct the state final attestation and conduct appeals based on the results of the state final attestation, the organization creates state examination commissions and appeal commissions (hereinafter referred to as commissions). Commissions are valid for a calendar year.

21. Commissions are created in the organization for each specialty and area of ​​training, or for each educational program, or for a number of specialties and areas of training, or for a number of educational programs.

22. The chairman of the state examination commission is approved no later than December 31, preceding the year of the state final certification:

a) for organizations that have the right to independently establish educational standards - by an administrative act of the organization;

b) for organizations under the jurisdiction of federal executive bodies, with the exception of organizations specified in subparagraph "a" of this paragraph, by the founders of organizations on the proposal of the organizations;

c) for organizations under the jurisdiction of the constituent entities of the Russian Federation, municipal organizations and private educational organizations - by the Ministry of Education and Science of the Russian Federation on the proposal of the organizations.

23. The organization approves the composition of the commissions no later than 1 month before the start date of the state final certification.

24. The chairman of the state examination commission is approved from among persons who do not work in this organization, who have the academic degree of Doctor of Science and (or) the academic title of professor, or who are leading specialists - representatives of employers or their associations in the relevant field of professional activity.

The head of the organization is approved by the chairman of the appeal commission (the person performing his duties or the person authorized by the head of the organization - on the basis of the administrative act of the organization).

25. The chairmen of the commissions organize and control the activities of the commissions, ensure the unity of the requirements for students during the state final certification.

26. The state examination commission includes at least 4 people, of which at least 2 people are leading specialists - representatives of employers or their associations in the relevant field of professional activity (hereinafter referred to as specialists), the rest are persons belonging to the teaching staff of this organizations and (or) other organizations and (or) scientific workers of this organization and (or) other organizations who have an academic title and (or) an academic degree.

The appeal commission includes at least 4 people from among the persons belonging to the teaching staff of the organization and not included in the state examination commissions.

From among the persons included in the composition of the commissions, the chairmen of the commissions are appointed deputy chairmen of the commissions.

27. For the period of the state final attestation to ensure the work of the state examination commission from among the persons belonging to the teaching staff of the organization, scientists or administrative workers of the organization, the chairman of the state examination commission shall appoint its secretary. The secretary of the state examination commission is not a member. The secretary of the state examination commission keeps minutes of its meetings, submits the necessary materials to the appeal commission.

28. The main form of activity of the commissions are meetings.

The meetings of the commissions are competent if at least two thirds of the number of members of the commissions participate in them.

Sessions of the commissions are held by the chairmen of the commissions, and in their absence - by the deputy chairmen of the commissions.

The decisions of the commissions are taken by a simple majority of votes of the members of the commissions participating in the meeting. In case of an equal number of votes, the presiding officer has the right of a casting vote.

29. The decisions taken by the commissions are drawn up in minutes.

The minutes of the meeting of the state examination commission for the acceptance of the state certification test reflect the list of questions asked to the student and the characteristics of the answers to them, the opinions of the members of the state examination commission on the level of preparedness of the student to solve professional problems revealed during the state certification test, as well as on the identified shortcomings in theoretical and practical training of the student.

The minutes of the meetings of the commissions are signed by the presiding officers. The minutes of the meeting of the state examination commission are also signed by the secretary of the state examination commission.

The minutes of the meetings of the commissions are sewn into books and stored in the archives of the organization.

30. The program of state final attestation, including state examination programs and (or) requirements for final qualifying works and the procedure for their implementation, criteria for assessing the results of passing state exams and (or) defense of final qualifying works, approved by the organization, as well as the procedure for filing and considering appeals are communicated to students no later than six months before the start of the state final certification.

31. The state exam is conducted according to a program approved by the organization, which contains a list of questions to be submitted for the state exam and recommendations for students on preparing for the state exam, including a list of recommended literature for preparing for the state exam.

Before the state exam, students are consulted on the issues included in the state exam program (hereinafter referred to as pre-examination consultation).

32. The organization approves the list of topics of graduation qualification works offered to students (hereinafter - the list of topics), and brings it to the attention of students no later than 6 months before the start date of the state final certification.

Upon the written application of the student (several students performing the final qualifying work together), the organization may, in the manner established by it, provide the student (students) with the opportunity to prepare and defend the final qualifying work on the topic proposed by the student (students), if it is reasonable to develop it for practical use. in the relevant field of professional activity or at a specific object of professional activity.

To prepare the final qualifying work for the student (several students performing the final qualifying work together), the organizational act of the organization assigns the head of the final qualifying work from among the employees of the organization and, if necessary, a consultant (consultants).

33. Not later than 30 calendar days before the day of the first state certification test, the organization approves by an administrative act the schedule of state certification tests (hereinafter - the schedule), which indicates the dates, time and place of the state certification tests and pre-examination consultations, and brings the schedule to information of the student, members of state examination commissions and appeal commissions, secretaries of state examination commissions, managers and consultants of final qualifying works.

When forming the schedule, a break is established between state certification tests lasting at least 7 calendar days.

34. After the completion of the preparation of the final qualifying work by the student, the head of the final qualifying work submits to the organization a written review of the student's work during the preparation of the final qualifying work (hereinafter referred to as the review). In the case of completion of the final qualifying work by several students, the head of the final qualifying work submits to the organization a review of their joint work during the preparation of the final qualifying work.

35. Final qualifying works for Master's and Specialist programs are subject to peer review.

For the reviewing of the final qualifying work, the said work is sent by the organization to one or more reviewers from among persons who are not employees of the department, or the faculty (institute), or the organization in which the final qualifying work was performed. The reviewer analyzes the final qualifying work and submits to the organization a written review of the specified work (hereinafter referred to as the review).

If the final qualifying work is interdisciplinary, it is sent by the organization to several reviewers. Otherwise, the number of reviewers is set by the organization.

36. The organization provides the student with the review and review (reviews) no later than 5 calendar days before the defense of the final qualifying work.

37. The final qualifying work, feedback and review (reviews) are submitted to the state examination commission no later than 2 calendar days before the day of defense of the final qualifying work.

38. The texts of the final qualifying works, with the exception of the texts of the final qualifying works, containing information constituting a state secret, are placed by the organization in the electronic library system of the organization and are checked for the amount of borrowing. The procedure for placing the texts of final qualifying works in the electronic library system of the organization, checking for the amount of borrowing, including meaningful, identifying unauthorized borrowing is established by the organization.

Access of persons to the texts of final qualifying works must be ensured in accordance with the legislation of the Russian Federation, taking into account the seizure of production, technical, economic, organizational and other information, including the results of intellectual activity in the scientific and technical sphere, on the methods of carrying out professional activities, which have actual or potential commercial value due to their unknown to third parties, in accordance with the decision of the copyright holder.

39. The results of the state certification test, conducted orally, are announced on the day of its holding, the results of the state certification test, conducted in writing, - on the next business day after the day of its holding.

40. Students who have not passed the state final certification due to failure to appear at the state certification test for a good reason (temporary disability, performance of public or state duties, summons to court, transport problems (flight cancellation, lack of tickets), weather conditions or in other cases , the list of which is established by the organization independently), has the right to pass it within 6 months after the completion of the state final certification.

The student must submit to the organization a document confirming the reason for his absence.

A student who has not passed one state certification test for a good reason is allowed to pass the next state certification test (if any).

41. Students who have not passed the state certification test due to failure to appear at the state certification test for no valid reason or in connection with receiving the grade "unsatisfactory", as well as students specified in paragraph 43 of this Procedure and have not passed the state certification test in the established for them term (due to failure to appear for the state certification test or receiving an "unsatisfactory" mark), are expelled from the organization with the issuance of a certificate of study as not fulfilling the obligations of conscientious mastering of the educational program and the implementation of the curriculum.

42. A person who has not passed the state final attestation may re-pass the state final attestation no earlier than one year and no later than five years after the term of the state final attestation, which the student did not pass.

To re-pass the state final certification, the specified person, upon his application, is reinstated in the organization for a period of time established by the organization, but not less than the time period provided for by the calendar training schedule for the state final certification for the corresponding educational program.

When passing the state final certification again, at the request of the student, by the decision of the organization, a different topic of the final qualifying work may be established for him.

43. For students from among the disabled, the state final certification is carried out by the organization, taking into account the characteristics of their psychophysical development, their individual capabilities and health status (hereinafter - individual characteristics).

44. During the state final certification, the following general requirements are met:

conducting state final certification for disabled people in one classroom together with students who do not have disabilities, if this does not create difficulties for students when passing the state final certification;

the presence in the classroom of an assistant (assistants) who provides students with disabilities with the necessary technical assistance, taking into account their individual characteristics (take a workplace, move around, read and complete the task, communicate with members of the state examination commission);

using the technical means necessary for students with disabilities when passing the state final certification, taking into account their individual characteristics;

ensuring the possibility of unimpeded access for students with disabilities in the classroom, toilets and other premises, as well as their stay in the specified premises (the presence of ramps, handrails, widened doorways, elevators, in the absence of elevators, the audience should be located on the first floor, the presence of special chairs and other devices) ...

45. All local regulations of the organization on the conduct of state final certification are brought to the attention of students with disabilities in a form accessible to them.

46. ​​At the written request of a student with a disability, the duration of a student with a disability passing the state certification test may be increased in relation to the established duration of its delivery:

the duration of the written state examination - no more than 90 minutes;

the duration of the preparation of a student for the answer to the state exam held orally - no more than 20 minutes;

the duration of the student's speech during the defense of the final qualifying work - no more than 15 minutes.

47. Depending on the individual characteristics of students with disabilities, the organization ensures the fulfillment of the following requirements during the state certification test:

a) for the blind:

assignments and other materials for passing the state attestation test are drawn up in bold-point braille or in the form of an electronic document accessible using a computer with specialized software for the blind, or read out by an assistant;

individual uniform illumination of at least 300 lux is provided;

if necessary, the students are provided with a magnifying device, it is allowed to use the magnifying devices available to the students;

c) for the deaf and hard of hearing, with severe speech impairments:

the availability of sound-amplifying equipment for collective use is ensured, if necessary, students are provided with sound-amplifying equipment for individual use;

at their request, state certification tests are carried out in writing;

d) for persons with disorders of the musculoskeletal system (severe impairment of motor functions of the upper limbs or the absence of upper limbs):

written assignments are performed by students on a computer with specialized software or dictated to an assistant;

at their request, state certification tests are carried out orally.

48. A disabled student, no later than 3 months before the start of the state final certification, submits a written application on the need to create special conditions for him during state certification tests, indicating the characteristics of his psychophysical development, individual capabilities and state of health (hereinafter - individual characteristics). The application is accompanied by documents confirming that the student has individual characteristics (in the absence of these documents in the organization).

In the application, the student indicates the need (no need) for the presence of the assistant at the state certification test, the need (no need) to increase the duration of the state certification test in relation to the established duration (for each state certification test).

49. Based on the results of state certification tests, the student has the right to appeal.

50. The student has the right to submit to the appeal commission a written appeal about the violation, in his opinion, of the established procedure for conducting the state certification test and (or) disagreement with the results of the state exam.

51. The appeal is submitted by the students personally to the appeal commission no later than the next working day after the announcement of the results of the state certification test.

52. To consider the appeal, the secretary of the state examination commission sends to the appeal commission the minutes of the meeting of the state examination commission, the conclusion of the chairman of the state examination commission on the observance of procedural issues during the state certification test, as well as written answers of the student (if any) (for consideration of the appeal on the conduct state examination) or the final qualifying work, feedback and review (reviews) (for consideration of the appeal for the defense of the final qualifying work).

53. The appeal is considered no later than 2 working days from the date of the appeal at the meeting of the appeal commission, to which the chairman of the state examination commission and the student who submitted the appeal are invited.

The decision of the appeal commission is communicated to the student who filed the appeal within 3 working days from the date of the meeting of the appeal commission. The fact of familiarization of the student who has filed the appeal with the decision of the appeal commission is certified by the student's signature.

54. When considering an appeal on a violation of the procedure for conducting a state attestation test, the appeal commission makes one of the following decisions:

on the rejection of the appeal, if the information contained in it about violations of the procedure for conducting the state final certification of the student was not confirmed and (or) did not affect the result of the state certification test;

on the satisfaction of the appeal, if the information contained in it about the violations of the procedure for conducting the state final certification of the student was confirmed and influenced the result of the state certification test.

In the case specified in the third paragraph of this clause, the result of the state certification test is subject to cancellation, in connection with which the protocol on the consideration of the appeal is transferred to the state examination commission no later than the next working day to implement the decision of the appeal commission. The student is given the opportunity to pass the state certification test within the time frame established by the educational organization.

55. When considering an appeal on disagreement with the results of the state attestation test, the appeal commission makes one of the following decisions:

on the rejection of the appeal and preservation of the result of the state certification test;

on satisfying the appeal and setting another result of the state certification test.

The decision of the appeal commission is submitted to the state examination commission no later than the next working day. The decision of the appeal commission is the basis for canceling the previously exposed result of the state certification test and setting a new one.

56. The decision of the appeal commission is final and not subject to revision.

57. Re-conducting the state certification test is carried out in the presence of one of the members of the appeal commission no later than July 15.

58. An appeal for re-conducting the state certification test is not accepted.

The procedure for conducting state final certification (GIA) for undergraduate, specialist and graduate programs has been established.

A student who has completed the curriculum (including the individual one) according to the corresponding program and has no debt is admitted to the GIA.

Certification is carried out in the form of a state examination and defense of the final qualifying work. The state exam is taken in 1 or several disciplines and (or) modules of the educational program, the results of mastering which are of decisive importance for the professional activities of graduates. It can be oral or written. The list of questions to be submitted for the exam is established by the educational organization.

The type, topics, order of implementation and criteria for evaluating final qualifying works, the requirements for them are also determined by the university. Graduation works for Master's and Specialist programs are reviewed.

Upon successful completion of the GIA, a document on higher education and qualifications is issued. Its sample is approved by the Ministry of Education and Science of Russia. Moscow State University M.V. Lomonosov Moscow State University and St. Petersburg State University have the right to establish their own samples of such documents.

For the conduct of the GIA and appeals based on its results, examination and appeal commissions are created. They are valid for a calendar year. It is established how they are formed and work.

30 days before the start of certification tests, the university approves their schedule. The break between exams must be at least 7 days.

You can retake the GIA in a year, but no later than 5 years after its completion.

The features of the GIA of students with disabilities have been established.

Based on the results of the GIA, the student has the right to file an appeal. The procedure is prescribed.

The previous procedure for the final state certification of graduates of Russian universities is no longer valid.

9 Is it possible to re-surrender the GIA? In the current year, the following students are allowed to take the GIA in the corresponding academic subject again: - who have received an unsatisfactory result at the GIA in one of the compulsory academic subjects (in Russian or in mathematics); - who did not appear for exams for valid reasons (illness or other circumstances confirmed by documents); - who did not complete the examination work for valid reasons (illness or other circumstances confirmed by documents); -whose appeal about the violation of the established procedure for conducting the GIA by the conflict commission was satisfied; - the results of which were canceled by the GEC in case of revealing the facts of violations of the established procedure for conducting the GIA, committed by persons entitled to be present in the PPE. Appeals are accepted: - on violation of the established procedure for conducting the OGE (submitted on the day of the exam to a member of the SEC, without leaving the PES); - on disagreement with the points set (submitted within two working days from the date of the announcement of the results of the exam in the relevant general education subject to the educational organization). OGE participants are informed in advance about the time, place and procedure for considering appeals.




Based on the results of consideration of the appeal on violation of the established procedure for holding the OGE, the conflict commission may decide: - to reject the appeal, if the commission recognized the facts set forth in the appeal as insignificant or not taking place; - on the satisfaction of the appeal, if the facts set forth in the appeal can have a significant impact on the results of the OGE. In the latter case, the result of passing the OGE is canceled and the OGE participant is given the opportunity to pass the OGE in this subject on another additional day.


Based on the results of consideration of the appeal on disagreement with the points set for the OGE, the conflict commission can make a decision: - to reject the appeal due to the absence of technical errors in processing the OGE forms and errors in the experts' assessment of answers to tasks in free form and saving the points awarded; - on satisfying the appeal and setting the changed points (the result can be changed both upward and downward). In the latter case, the result of passing the OGE is changed based on the decision of the conflict commission. Drafts will not be considered as appeal materials.

3. GIA is carried out by state examination commissions (hereinafter - GEC) in order to determine the compliance of the results of mastering educational programs of basic general education with the requirements of the federal state educational standard of basic general education<1>.

4. SIA includes compulsory exams in the Russian language and mathematics (hereinafter referred to as compulsory academic subjects). Exams in other academic subjects: literature, physics, chemistry, biology, geography, history, social studies, foreign languages ​​(English, German, French and Spanish), computer science and information and communication technologies (ICT), as well as in the native language from among languages ​​of the peoples of the Russian Federation and the literature of the peoples of the Russian Federation in their native language from among the languages ​​of the peoples of the Russian Federation (hereinafter referred to as the native language and native literature) - students take it on a voluntary basis of their choice. from 07.07.2015 N 692)

For students with disabilities, students with disabilities and disabled children who have mastered the educational programs of basic general education, the number of exams to be taken at their request is reduced to two compulsory exams in the Russian language and mathematics. 5. SIA in all academic subjects specified in clause 4 of this Procedure (with the exception of foreign languages, as well as the native language and native literature) is conducted in Russian.

6. If the study of the academic subject of the invariant part of the curriculum of the educational organization was carried out in the native language, the GIA on the academic subject is also conducted in the native language, provided that during its study, textbooks included in the federal list of textbooks approved by the Ministry of Education and Science of the Russian Federation were used recommended for use in the implementation of state-accredited educational programs of primary general, basic general, secondary general education by organizations carrying out educational activities<1>.

c) in the form established by the executive authorities of the constituent entities of the Russian Federation exercising state administration in the field of education<1>, - for students in educational programs of basic general education who studied their native language and native literature (national literature in their native language) and chose the exam in their native language and / or native literature to pass the SIA.

III. GIA participants

9. Students who do not have academic debt and who have fully completed the curriculum or individual curriculum (with annual marks in all academic subjects of the curriculum for IX grade at least satisfactory) are admitted to the GIA.

The subjects chosen by the student, the form (s) of the GIA (for students in the case specified in paragraph 8 of this Procedure) and the language in which he plans to take exams (for students specified in paragraph 6 of this Procedure) are indicated by him in the application, which he submits to the educational organization until March 1 inclusive. Students who are winners or prize-winners of the final stage of the All-Russian Olympiad for schoolchildren in the current academic year, members of the national teams of the Russian Federation that participated in international Olympiads and formed in the manner established by the Ministry of Education and Science of the Russian Federation<1>, are exempted from passing the state final certification in the academic subject corresponding to the profile of the All-Russian Olympiad for schoolchildren, the international Olympiad.

10. Students who have mastered the educational program of basic general education in the form of family education, or studied according to an educational program of basic general education that does not have state accreditation, have the right to pass the external SIA in an organization carrying out educational activities on a state-accredited educational program of basic general education, in the forms established by this Procedure<1>. Students with disabilities, when submitting an application, submit a copy of the recommendations of the psychological, medical and pedagogical commission, and students with disabilities and disabled children - the original or a duly certified copy of the certificate confirming the fact of the establishment of disability issued by the federal state institution of medical and social expertise.

IV. Organization of the GIA

12. The Federal Service for Supervision in Education and Science (hereinafter - Rosobrnadzor) carries out the following functions within the framework of the GIA:

establishes the procedure for the development, use and storage of CMMs (including requirements for their protection mode, the procedure and conditions for placing information contained in CMMs in the information and telecommunications network "Internet" (hereinafter - the "Internet" network))<1>;

determine the locations of the examination points (hereinafter referred to as the PPE) and the distribution of students between them, the composition of the leaders and organizers of the PPE, authorized representatives of the SEC, technical specialists, specialists in instructing and providing laboratory work, assistants for the persons specified in paragraph 34 of this Procedure; (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 03.24.2016 N 305)

provide the PPE with the necessary set of examination materials for conducting the GIA, including examination materials in their native language;

organize the formation and maintenance of regional information systems to ensure the conduct of the GIA for students who have mastered the basic educational programs of basic general and secondary general education (hereinafter - RIS)<1>, and entering information into the FIS in the manner prescribed by the Government of the Russian Federation<2>;

ensure the processing and verification of examination papers in the manner prescribed by this Procedure;

16. Organizational and technological support for conducting GIA outside the territory of the Russian Federation, support for the operation of FIS is carried out by a certain, in accordance with the legislation of the Russian Federation, an organization (hereinafter referred to as an authorized organization).

17. HES:

1) organizes and coordinates the work on the preparation and conduct of the GIA, including:

approves the proposals of the executive authority of the constituent entity of the Russian Federation, exercising state administration in the field of education, the founder, the foreign establishment on the personnel of heads and organizers of examinations, authorized representatives of the State Energy Commission, members of subject commissions, technical specialists, specialists in instructing and providing laboratory work, assistants for persons specified in clause 34 of this Procedure; (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 03.24.2016 N 305)

coordinates the work of subject commissions;

2) ensures compliance with the established procedure for conducting the GIA, including:

sends its authorized representatives to the places of examinations and the RSCI, subject commissions to monitor the progress of the GIA and over the observance of the information security regime during the GIA;

interacts with public observers on compliance with the established procedure for conducting the GIA;

organizes an inspection on issues of violation of the established procedure for conducting a GIA;

3) consider at its meeting the results of the SIA and, in the cases established by this Procedure, make decisions on approving, changing or canceling the results of the SIA.

Representatives of executive bodies of the constituent entities of the Russian Federation exercising state administration in the field of education, executive bodies of the constituent entities of the Russian Federation exercising delegated powers in the field of education, founders and foreign institutions, local government bodies, organizations carrying out educational activities , public organizations and associations.

The authorized representatives of the SEC are informed about the location of the PES, to which they are sent, no earlier than three working days before the exam in the relevant academic subject.

18. Checking the examination papers of students is carried out by subject commissions for the relevant academic subjects.

Individuals who meet the following requirements (hereinafter - experts) are involved in the composition of subject commissions for each academic subject:

availability of higher education;

compliance with the qualification requirements specified in qualification guides and (or) professional standards;

work experience in organizations that carry out educational activities and implement educational programs of basic general, secondary general, secondary vocational education (at least three years);

availability of a document confirming the receipt of additional vocational education, which includes practical exercises (at least 18 hours) in assessing samples of examination papers in accordance with the criteria for assessing examination papers in the relevant academic subject, determined by Rosobrnadzor<1>.

19. Consideration of students' appeals is carried out by a conflict commission, which does not include members of the SEC and subject commissions.

Mediation board:

accepts and considers appeals of students on the violation of the established procedure for conducting the GIA, as well as on disagreement with the points awarded;

makes, based on the results of the consideration of the appeal, a decision on the satisfaction or rejection of the student's appeal;

informs the student who filed the appeal and (or) his parents (legal representatives), as well as the SEC about the decision.

Representatives of the executive authorities of the constituent entities of the Russian Federation in charge of state administration in the field of education, the executive authorities of the constituent entities of the Russian Federation exercising the delegated powers, founders and foreign institutions, local governments, educational organizations, public organizations and associations are involved in the conflict commissions.

20. By the decision of the executive body of the constituent entity of the Russian Federation, exercising state administration in the field of education, territorial examination, subject and conflict subcommissions are created as part of the SEC, subject and conflict commissions, exercising separate powers of the SEC, subject and conflict commissions on the territory of one or several municipal districts and (or) urban districts.

21. The decisions of the GEC, subject and conflict commissions are drawn up in protocols.

22. In order to facilitate the conduct of the GIA, educational organizations, as well as local self-government bodies in charge of management in the field of education:

inform the students and their parents (legal representatives) against signature on the timing, places and procedure for submitting applications for passing the GIA, on the procedure for conducting the GIA, including the grounds for removing from the exam, changing or canceling the results of the GIA, on keeping a video in the PEP, on the procedure for filing appeals on violation of the established procedure for conducting the GIA and on disagreement with the points set, on the time and place of familiarization with the results of the GIA, as well as on the results of the GIA received by the students;

send their employees to work as managers and organizers of the PPE, members of subject commissions, technical specialists, specialists in instructing and providing laboratory work, assistants for the persons specified in paragraph 34 of this Procedure, and exercise control over the participation of their employees in conducting the GIA; dated 03.24.2016 N 305, dated 09.01.2017 N 7)

25. For persons re-admitted in the current year to pass exams in the relevant academic subjects in the cases provided for by this Procedure, additional terms are provided for conducting the SIA in the forms established by this Procedure (hereinafter - additional terms).

26. For students who are unable, for valid documented reasons, to pass the GIA within the time limits established in accordance with paragraphs 24 and 25 of this Procedure, the GIA is carried out ahead of schedule, but not earlier than April 20, in the forms established by this Procedure. 27. GIA for students of educational institutions at correctional institutions of the penal system, released from serving their sentence no earlier than three months before the start of the GIA, is carried out ahead of schedule in terms determined by the executive authorities of the constituent entities of the Russian Federation exercising state administration in the field of education, according to agreement with the founders of such correctional institutions, but not earlier than February 20 of the current year.

28. The interval between examinations in compulsory academic subjects, the timing of which is established in accordance with paragraph 24 of this Procedure, is at least two days.

29. The duration of exams in academic subjects does not include the time allocated for preparatory activities (instructing students, opening packages with examination materials, filling in the registration fields of examination work, setting up technical means).

If the exam lasts 4 or more hours, meals are organized for students.

For students with disabilities, students with disabilities and disabled children, as well as those who studied for health reasons at home, in educational organizations, including sanatoriums, where the necessary medical, rehabilitation and health-improving measures are carried out for those in need long-term treatment, the exam duration is increased by 1.5 hours (with the exception of the OGE in foreign languages ​​(section "Speaking"). The duration of the OGE in foreign languages ​​(section "Speaking") for these persons is increased by 30 minutes. (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 03.24.2016 N 305)

30. By the decision of the State Electoral Commission, the following students are again admitted to passing the GIA in the current academic year in the relevant academic subjects in additional terms: (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 09.01.2017 N 7)

those who received unsatisfactory results at the GIA in no more than two academic subjects; (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 09.01.2017 N 7)

who did not show up for exams for valid reasons (illness or other documented circumstances);

who did not complete the examination work for valid reasons (illness or other circumstances confirmed by documents);

whose appeal on violation of the established procedure for conducting the GIA by the conflict commission was satisfied;

the results of which were canceled by the GEC in the event of violations of the established procedure for conducting the GIA, committed by the persons specified in paragraph 37 of this Procedure, or other (unidentified) persons.

Vi. Carrying out GIA

31. KIMs for the OGE are formed and replicated by the founders, foreign institutions and executive authorities of the constituent entities of the Russian Federation exercising state administration in the field of education, using an open bank of tasks and specialized software posted on the official website of Rosobrnadzor or a specially dedicated website on the Internet ".

Texts, topics, tasks, tickets for the GVE are sent to the constituent entities of the Russian Federation, foreign institutions and founders on electronic media in encrypted form.

The storage of examination materials is carried out in accordance with the requirements of the procedure for the development, use and storage of CMM, established by Rosobrnadzor<1>... Opening of examination materials before the start of the exam, disclosure of information contained in the CMM, texts, topics, assignments, tickets for the GVE is prohibited.

PPE - a building (structure) that is used for conducting GIA. The territory of the PPE is the area inside the building (structure) or part of the building (structure) allocated for the GIA. places for storing personal belongings of students, organizers, medical workers, specialists in instructing and providing laboratory work, experts assessing the performance of laboratory work in chemistry, technical specialists and assistants providing the necessary technical assistance to the persons specified in paragraph 34 of this Procedure; (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 03.24.2016 N 305)

premises for representatives of educational organizations accompanying students (hereinafter - accompanying). (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 03.24.2016 N 305)

In the event of a threat of an emergency, the executive authorities of the constituent entities of the Russian Federation carrying out state management in the field of education, the founders and foreign institutions, in agreement with the SEC, make a decision to postpone the exam to another PPE or to another day provided for by the timetable for the OGE and HVE. 33. The number, total area and condition of the premises provided for conducting the GIA (hereinafter referred to as the auditorium) ensure the conduct of examinations in conditions that meet the requirements of sanitary and epidemiological rules and regulations.

Premises not used for the examination must be locked and sealed on the day of the examination. (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 03.24.2016 N 305)

On the day of the examinations in the classrooms, stands, posters and other materials with reference and educational information on the relevant academic subjects should be closed. (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 03.24.2016 N 305)

A separate workplace is allocated for each student. (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 01.16.2015 N 10)

The classrooms allocated for holding exams in the Russian language are equipped with means of playing audio recordings, in foreign languages ​​- they are equipped with means for recording and playing back audio recordings, in certain academic subjects - equipment for the laboratory, in informatics and ICT, as well as in the cases established by this Procedure, - computer technology.

By the decision of the executive authorities of the constituent entities of the Russian Federation, exercising state administration in the field of education, founders and foreign institutions, PPEs are equipped with stationary and portable metal detectors, video surveillance equipment, and means of suppressing mobile communications signals.

34. For students with disabilities, students with disabilities and disabled children, as well as those who were trained for health reasons at home, in educational institutions, including sanatoriums, in which the necessary medical, rehabilitation and health-improving measures are carried out for in need of long-term treatment, the educational organization is equipped taking into account their individual characteristics. The material and technical conditions of the exam provide the possibility of unimpeded access of such students to the classroom, toilet and other premises, as well as their stay in the specified premises (the presence of ramps, handrails, widened doorways, elevators, in the absence of elevators, the audience is located on the first floor; the presence of special chairs and other devices).

During the exam, there are assistants who provide the indicated students with the necessary technical assistance, taking into account their individual characteristics, helping them to take a workplace, move around, read the assignment.

These students, taking into account their individual characteristics in the process of passing the exam, use the technical means they need.

GVE in all academic subjects at their request is carried out orally. (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 07.07.2015 N 692)

For hearing impaired students, audiences for the exam are equipped with sound-amplifying equipment for both collective and individual use. For deaf and hard of hearing students, a sign language interpreter is involved. (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 01.16.2015 N 10)

For blind learners:

examination materials are drawn up in bold-point braille or in the form of an electronic document accessible by means of a computer;

written examination work is done in braille or on a computer;

a sufficient number of special accessories for registration of answers in relief-point braille are provided, a computer.

For visually impaired students, examination materials are presented in an enlarged size; in classrooms for examinations, magnifying devices and individual uniform illumination of at least 300 lux are provided.

For the deaf and hard of hearing, with severe speech impairments, at their request, the GVE in all academic subjects is carried out in writing.

For persons with disabilities of the musculoskeletal system (with severe disabilities of the motor functions of the upper extremities), written tasks are performed on a computer with specialized software. Information on the number of these students in the EET and on the need to organize the GIA in conditions that take into account their state of health, especially psychophysical development, is sent to the EET no later than two working days before the exam in the relevant academic subject. During the exam, meals and breaks are organized for these students to carry out the necessary medical and preventive procedures.

For students who have medical indications for homeschooling and the corresponding recommendations of the psychological, medical and pedagogical commission, the exam is organized at home. (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 01.16.2015 N 10)

35. For students who have mastered educational programs of basic general education in special educational institutions of closed types, as well as in institutions executing punishment in the form of imprisonment, the executive authorities of the constituent entities of the Russian Federation exercising state administration in the field of education, with the assistance of the administration of such institutions organize the GIA taking into account the special conditions of detention and the need to ensure public safety during the passage of the GIA.

The PES provides premises for representatives of the media, public observers and other persons who have the right to be present at the PES on the day of the exam. 37. On the day of the exam, the PPE is present:

a) the leader and organizers of the PPE; (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 01.16.2015 N 10)

b) an authorized representative of the SEC;

c) a technical specialist in working with software, providing information and technical assistance to the head and organizers of the PPE;

d) the head of the educational organization in the premises of which the PPE is organized, or a person authorized by him;

e) law enforcement officers and (or) employees of internal affairs bodies (police);

f) medical professionals; (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 03.24.2016 N 305)

g) a specialist in instructing and providing laboratory work;

h) an interlocutor examiner for conducting the GVE orally; (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 03.24.2016 N 305)

i) experts assessing the performance of laboratory work in chemistry, if the CMM specification provides for the performance of laboratory work by the student; (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 03.24.2016 N 305)

j) assistants who provide the necessary technical assistance to the persons specified in clause 34 of this Procedure, taking into account their state of health, characteristics of psychophysical development, including directly during the exam (if necessary). The leaders and organizers of the PPE are appointed by the executive authority of the constituent entities of the Russian Federation, exercising state administration in the field of education, by the foreign establishment and the founder in agreement with the State Electoral Commission.

Persons who have undergone appropriate training are involved as leaders and organizers of the PPE. When conducting a GIA on an academic subject, the organizers and assistants do not include specialists in this academic subject. It is not allowed to involve technical specialists, specialists in instructing and providing laboratory work, as well as assistants who provide the necessary technical assistance to students specified in paragraph 34 of this Procedure, employees of educational organizations who are teachers of students who pass the exam in this PPE (with the exception of PPE organized in hard-to-reach and remote areas, in educational institutions located outside the territory of the Russian Federation, foreign institutions, as well as in educational institutions of the penal system). The leaders and organizers of the PPE, technical specialists, specialists in instructing and providing laboratory work, interlocutors for conducting GVE orally, experts assessing the performance of laboratory work in chemistry, if the KIM specification provides for the performance of laboratory work by the student, are informed about the location of the TPE to which they are sent, no earlier than three working days before the exam in the relevant academic subject. On the day of the exam, by the decision of Rosobrnadzor, the executive body of the constituent entity of the Russian Federation exercising the delegated powers of the Russian Federation in the field of education, officials of the said bodies are present in the PES.

On the day of the exam, at will, representatives of the media, public observers, accredited in accordance with the established procedure, are present in the PES.

Representatives of the media are present in the classrooms for the examination only until the students open the individual sets with examination materials. (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 03.24.2016 N 305)

Public observers move freely around the PES. At the same time, there is only one public observer in one auditorium.

38. Admission to the PPE of the persons specified in paragraph 37 of this Procedure is carried out only if they have documents proving their identity and confirming their powers. The admission of students to the PPE is carried out if they have documents proving their identity, and if they are in the distribution lists in this PPE approved by the executive authority of the constituent entity of the Russian Federation, exercising state administration in the field of education, founder, foreign institution.

If the student does not have an identity document, he is admitted to the PPE after confirmation of his identity by the accompanying person.

At the entrance to the PPE, law enforcement officers and (or) employees of the internal affairs bodies (police), together with the organizers, check the availability of these documents among the students, as well as the persons specified in paragraph 37 of this Procedure, establish the compliance of their identity with the submitted documents, check the presence of these persons in the distribution lists in this PES.

39. Examination materials are delivered to the PPE by authorized representatives of the SEC on the day of the exam in the relevant academic subject.

In the case of using examination materials on electronic media in encrypted form, the head of the PPE receives from the RSCI the decryption code of the KIM and, in the presence of an authorized representative of the SEC, public observers (if any), organizes the decoding, replication on paper and packaging of examination materials. By the decision of the State Electoral Commission, the replication of examination materials is carried out in classrooms in the presence of students.

40. Before the start of the exam, the head of the PPE organizes the distribution of students and organizers by audiences. By the decision of the executive authority of the constituent entity of the Russian Federation, exercising state administration in the field of education, the distribution of students and organizers to audiences is carried out by the RCOI. In this case, the distribution lists are submitted to the PPE along with the examination materials. The distribution of students specified in clause 34 of this Procedure is carried out individually, taking into account their state of health, characteristics of psychophysical development.

The lists of distribution of students by audiences are handed over to the organizers, and are also posted on the information stand at the entrance to the PES and at each auditorium in which the exam will take place. The organizers assist students in placing them in classrooms where the exam will take place.

Students are seated at their desks in accordance with the distribution. Changing the workplace is not allowed.

Organizers are assigned to audiences based on the fact that there are at least two organizers in each audience. During the exam, some of the organizers are on the floors of the PES and help students navigate the premises of the PES, and also monitors the movement of people who are not involved in the exam.

41. The exam is conducted in a calm and welcoming environment.

Before the start of the exam, the organizers conduct briefings, including informing students about the procedure for conducting the exam, the rules for preparing the examination work, the duration of the exam, the procedure for filing appeals on violation of the established procedure for conducting the GIA and on disagreement with the points awarded, as well as the time and place of reviewing the results GIA.

The organizers inform the students that the entries on the CME for the OGE, texts, topics, assignments, tickets for the GVE and drafts are not processed or checked.

The organizers provide students with examination materials, which include sheets (forms) for recording answers.

In the event of a defect or incompleteness of the examination materials, the organizers give the student a new set of examination materials.

At the direction of the organizers, students fill out the registration fields of the examination work. The organizers check the correctness of filling in the registration fields of the examination paper by the students. Upon completion of filling in the registration fields of the examination work by all students, the organizers announce the beginning of the exam and the time of its end, fix them on the board (information stand), after which the students begin to perform the examination work.

If there is not enough space in the sheets (forms) for answering tasks with a detailed answer, at the request of the student, the organizers give him an additional sheet (form). At the same time, the organizers record the connection between the numbers of the main and additional sheets (forms) in special fields of the sheets (forms).

Trainees are given drafts as needed. Students can make notes in the CME for conducting the OGE and texts, topics, assignments, tickets for the GVE (with the exception of the OGE in foreign languages ​​(section "Speaking"). 42. During the exam, students comply with the established procedure for conducting the GIA and follow the instructions of the organizers, and the organizers ensure the established procedure for conducting the GIA in the classroom and exercise control over it.

During the exam, on the student's desktop, in addition to the examination materials, there are:

a) gel, capillary pen with black ink; (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 03.24.2016 N 305)

b) an identity document;

c) means of teaching and education<1>;

Students leave other things in a specially designated place for personal belongings of students in the building (complex of buildings) where the PES is located. (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 01.16.2015 N 10)

During the exam, students must not communicate with each other, cannot move freely around the classroom. During the exam, students can leave the classroom and move around the PPE, accompanied by one of the organizers. When leaving the classroom, students leave the examination materials and drafts on the desktop.

During the exam at the PPE, it is prohibited to:

a) for students - to have with them means of communication, electronic computers, photo, audio and video equipment, reference materials, written notes and other means of storing and transmitting information;

b) organizers, assistants who provide the necessary technical assistance to the persons specified in clause 34 of this Procedure, medical workers, technicians, specialists in instructing and providing laboratory work, experts assessing the performance of laboratory work in chemistry - have a means of communication; (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 03.24.2016 N 305)

c) the persons listed in clause 37 of this Procedure - to provide assistance to students, including transferring them communication means, electronic computers, photo, audio and video equipment, reference materials, written notes and other means of storing and transmitting information;

d) for students, organizers, assistants providing the necessary technical assistance to the persons specified in clause 34 of this Procedure, technical specialists, specialists in instructing and providing laboratory work, experts assessing the performance of laboratory work in chemistry - take examination materials out of classrooms and PES on paper or electronic media, take photographs of examination materials. Persons who have violated the established procedure for conducting the GIA are removed from the exam. To do this, the organizers or public observers invite authorized representatives of the SEC, who draw up an act of removal from the exam and remove persons who have violated the established procedure for conducting the SIA from the PPE.

If a student for health reasons or other objective reasons cannot complete the examination work, then he leaves the classroom ahead of schedule. In this case, the organizers accompany the exam participant to the medical professional and invite authorized representatives of the SEC. If the exam participant agrees to complete the exam ahead of schedule, the authorized representative of the SEC and the medical worker draw up an act on the early completion of the exam for objective reasons. Acts on removal from the exam and on the early completion of the exam for objective reasons on the same day are sent to the SEC for accounting when processing examination papers.

42.1. When conducting the OGE in foreign languages, the exam includes the "Listening" section, all tasks for which are recorded on a phonorecord. (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 03.24.2016 N 305)

The audiences allocated for the "Listening" section are equipped with means of reproduction of audio carriers. (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 03.24.2016 N 305)

To complete the Listening activities, technicians or facilitators will customize the audio playback tool so that all learners can hear. The students listen to the audio recording twice, after which they proceed to the examination work. 43. When conducting an exam in foreign languages, the exam also includes a section "Speaking", the oral answers to the tasks of which are recorded on audio carriers. (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 03.24.2016 N 305)

To complete the tasks of the "Speaking" section, classrooms equipped with digital audio recording facilities are used. Technicians or organizers set up digital audio recorders to record high-quality spoken responses. Students are invited to the classroom to receive the task of the oral part of the KIM and the subsequent recording of the oral answers to the tasks of the KIM. The student approaches the digital audio recorder and, at the command of a technician or organizer, gives a verbal answer to the task loudly and legibly, after which he listens to the recording of his answer to make sure that it has been made without technical failures. If during the recording there was a technical failure, the student is given the right to pass the "Speaking" section again. 44. When conducting the GVE orally, the oral answers of the students are recorded on audio carriers or recorded. The auditoriums allocated for the recording of oral responses are equipped with digital audio recording hardware and software. The student, at the command of a technician or organizer, gives a verbal answer to the assignment loudly and clearly. The technician or organizer will let the trainee listen to the recording of his answer and make sure that it was produced without technical failures. In the case of recording oral answers, the student is given the opportunity to familiarize himself with the protocol of his answer and make sure that it is recorded correctly.

45. 30 minutes and 5 minutes before the end of the exam, the organizers inform the students about the imminent completion of the exam and remind them to transfer the answers from the drafts to the sheets (forms).

At the end of the exam, the organizers announce the end of the exam and collect examination materials from the students.

The collected examination materials are packed by the organizers in separate bags. On each package, the organizers mark the name, address and number of the PEP, the audience number, the name of the academic subject for which the exam was held, and the number of materials in the package, the last name, first name, patronymic (if any) of the organizers.

Students who have completed the examination work ahead of schedule, hand it over to the organizers and leave the audience without waiting for the completion of the exam.

46. ​​Upon completion of the exam, the authorized representatives of the SEC draw up a report on the conduct of the exam in the PES, which is submitted to the SEC on the same day.

Sealed packages with examination papers on the same day are sent by authorized representatives of the State Electoral Commission to the RTSOI (structural subdivisions of the RTSOI of the municipal district and (or) the city district).

Unused examination materials and used by KIM for conducting the OGE and texts, topics, tasks, tickets for conducting the GVE, as well as used drafts, are sent to the places determined by the executive authority of the constituent entity of the Russian Federation in charge of state administration in the field of education, the foreign institution, the founder to ensure them storage.

Unused examination materials and those used by the CMM for conducting the OGE, texts, topics, assignments, tickets for the GVE are stored until March 1 of the year following the year of the exam, used drafts - within a month after the exam. Upon the expiration of the specified period, the listed materials are destroyed by a person designated by the executive authority of the constituent entity of the Russian Federation, exercising state administration in the field of education, by a foreign institution, by a founder. If, according to the decision of the executive authority of the constituent entity of the Russian Federation, exercising public administration in the field of education, the founder, the foreign institution, examination papers of students are scanned in the PPE (in classrooms), then in the PPE, immediately upon completion of the exam, a technical specialist will scan the examination papers in the presence of authorized representatives of the SEC , the head of the PPE, public observers (if any). Vii. Checking the examination papers of the SIA participants and evaluating them

47. RTSOI provides subject commissions with impersonal copies of students' examination papers.

Draft entries are not processed or reviewed.

When checking the oral answers to the tasks of the "Speaking" section of the OGE in foreign languages, subject commissions are provided with files with digital audio recording of oral answers in foreign languages ​​and specialized software for listening to them. 48. The examination papers are checked by two experts. Based on the results of the examination, the experts independently assign points for each answer to the tasks of the examination paper. The results of each assessment are entered into the verification protocols by subject commissions, which, after filling out, are transferred to the RSCI for further processing. In the event of a significant discrepancy in the points given by two experts, a third check is assigned. A significant difference in scores was determined in the assessment criteria for the corresponding academic subject.

The third expert is appointed by the chairman of the subject committee from among experts who have not previously checked the examination paper.

The third expert is provided with information about the points given by the experts who previously checked the student's examination work. The points given by the third expert are final.

49. Subject commissions work in premises that exclude the possibility of admission to them by unauthorized persons (with the exception of RSCI employees who provide organizational and technological support for the work of subject commissions, authorized representatives of the State Electoral Commission and public observers) and the dissemination of restricted information. The experts are prohibited from copying and taking out of the specified premises examination papers, assessment criteria, examination papers, as well as to disclose to unauthorized persons the information contained in these materials. Upon completion of the check, the materials used by the experts (with the exception of the protocols for checking the examination papers) are destroyed by a person designated by the head of the RCOI. Examination papers of students are stored in places determined by the executive authority of the constituent entity of the Russian Federation in charge of public administration in the field of education, the Ministry of Foreign Affairs of the Russian Federation, the founder until March 1 of the year following the year of the exam, and after the specified period are destroyed by a person authorized by the body. the executive power of the constituent entity of the Russian Federation, exercising state administration in the field of education, the Ministry of Foreign Affairs of the Russian Federation, the founder. If the fact of violation by an expert of these requirements is established, the unfair fulfillment of the duties assigned to him or the use of the expert status for personal purposes, the executive body of the constituent entity of the Russian Federation, exercising state administration in the field of education, a foreign institution, the founder, decide to exclude the expert from the subject commission.

50. By decision of the executive authorities of two or more constituent entities of the Russian Federation, exercising public administration in the field of education, an exchange of examination papers is organized between the respective constituent entities of the Russian Federation (hereinafter referred to as interregional cross-checking).

53. The SEC at its meeting considers the results of the SIA for each academic subject and makes a decision on their approval, change and (or) cancellation in the cases provided for by this Procedure.

54. The approval of the results of the SIA is carried out within one working day from the date of receipt of the results of the examination of examination papers.

55. By decision of the executive authorities of the constituent entities of the Russian Federation, exercising state administration in the field of education, subject commissions recheck individual examination papers of students.

The results of the rechecking are documented in protocols in accordance with clause 48 of this Procedure.

Based on the results of rechecking the examination papers of students, the GEC decides to save the results of the GIA or to change the results of the GIA in accordance with the protocols of rechecking the examination papers of the students.

56. If the conflict commission satisfied the student's appeal about the violation of the established procedure for conducting the GIA, the GEC decides to cancel the result of the GIA of this student in the relevant academic subject, as well as to admit him to the GIA in additional terms.

If the student's appeal about disagreement with the assigned points was satisfied by the conflict commission, the GEC decides to change the result of the GIA in accordance with the protocols of the conflict commission.

57. When establishing the facts of violation by the student of the established procedure for conducting the GIA, the GEC makes a decision to cancel the result of the student's GIA in the relevant academic subject.

If the violation was committed by the persons specified in paragraph 37 of this Procedure, or other (unidentified) persons, then the GEC makes a decision to cancel the results of the GIA of students, whose results were distorted, in the corresponding academic subject, as well as to re-admit them to the GIA in the corresponding academic subject in additional terms.

To make a decision to annul the result of the GIA in connection with a violation of the established procedure for its conduct, the SEC requests from authorized persons and organizations the necessary documents and information, including examination papers, information about the persons who were present in the PEP, and other information on the observance of the procedure for conducting the GIA.

58. The decision to change or cancel the results of the GIA in the cases stipulated by this Procedure, is taken within two working days from the moment the conflict commission makes the appropriate decisions, the completion of the rechecking of examination papers, documentary confirmation of the fact of violation of the established procedure for conducting the GIA.

59. After approval, the results of the SIA are transferred within one working day to educational organizations, as well as local governments that manage education, founders and foreign institutions to familiarize students with the results of the SIA approved by the SEC. Acquaintance of students with the results of the SIA approved by the SEC in the academic subject is carried out within one working day from the date of their transfer to educational organizations, as well as local authorities in charge of management in the field of education, founders and foreign institutions. The specified day is considered the official day of the announcement of the results of the GIA. IX. Assessment of the results of the GIA

60. The results of the SIA are recognized as satisfactory if the student in the subjects being passed has scored the minimum number of points determined by the executive authority of the constituent entity of the Russian Federation in charge of state administration in the field of education, the founder, or the foreign institution. (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 01.16.2015 N 10)

63. The Conflict Commission does not consider appeals on the content and structure of examination materials in academic subjects, as well as on issues related to the assessment of the results of the examination work with a short answer, violation by the student of the requirements of this Procedure or incorrect registration of the examination work. 64. When considering an appeal, the verification of the facts set forth in it is not carried out by persons who took part in the organization and (or) conduct of the corresponding exam or who previously checked the examination work of the student who filed the appeal.

65. In order to fulfill its functions, the conflict commission requests from authorized persons and organizations the necessary documents and information, including copies of examination papers and protocols of verification by subject commissions, protocols of oral answers, answers on audio carriers, information about persons who attended the exam, about compliance procedures for conducting GIA. 66. When considering an appeal, if desired, the student and (or) his parents (legal representatives), as well as public observers, are present.

The consideration of the appeal is carried out in a calm and friendly atmosphere.

67. The student submits an appeal on violation of the established procedure for conducting the GIA (except for the cases established by clause 63 of this Procedure) on the day of the exam in the relevant academic subject to the authorized representative of the SEC, without leaving the PPE.

68. In order to verify the information contained in the appeal about the violation of the established procedure for conducting the GIA, the authorized representative of the SEC organizes an inspection with the participation of organizers, technical specialists working with software, specialists in instructing and providing laboratory work not involved in the classroom in which he passed exam of the student, public observers, law enforcement officers, medical workers, as well as assistants who provide the necessary technical assistance to students with disabilities.

The results of the check are drawn up in the form of a conclusion. The appeal and the conclusion on the results of the check on the same day are transferred by the authorized representative of the SEC to the conflict commission.

When considering an appeal on violation of the established procedure for conducting a GIA, the conflict commission considers the appeal, a conclusion on the results of the check and makes one of the decisions:

on rejection of the appeal;

on the satisfaction of the appeal.

69. If the appeal is satisfied, the result of the exam, according to the procedure of which the student has been appealed, is canceled and the student is given the opportunity to take the exam in the relevant subject on another day, stipulated by the schedule of the GIA.

70. An appeal on disagreement with the points awarded is filed within two working days after the official day of the announcement of the results of the GIA in the relevant academic subject. Students submit an appeal of disagreement with the points awarded directly to the conflict commission or to the educational organization in which they were admitted in the prescribed manner to the GIA. The head of the educational organization, who has accepted the appeal, immediately transfers it to the conflict commission.

By the decision of the executive authority of the constituent entity of the Russian Federation in charge of public administration in the field of education, the founder, the foreign establishment, the filing and (or) consideration of appeals is organized using information and communication technologies, subject to the requirements of the legislation of the Russian Federation in the field of personal data protection.

Students and their parents (legal representatives) are informed in advance about the time and place of consideration of appeals.

71. When considering an appeal on disagreement with the points set, the conflict commission requests printed images of the examination work, electronic media containing files with digital audio recording of the student's oral answers, minutes of oral answers, copies of the protocols for checking the examination paper by the subject committee and examination materials carried out by the student, who filed an appeal. These materials are presented to the student (with his participation in the consideration of the appeal).

The student (for students under the age of 14, in the presence of parents (legal representatives), confirms in writing that he has been presented with images of the examination work performed by him, files with digital audio recording of his oral response, a protocol of oral response (in case of his participation in the consideration of the appeal ). 72. Before the meeting of the conflict commission on the consideration of the appeal on disagreement with the points set, the conflict commission establishes the correctness of the assessment of the examination work of the student who filed the appeal. For this, experts in the relevant academic subject who have not previously checked this examination work are involved in the consideration of the appeal. If the experts do not give an unambiguous answer about the correctness of the assessment of the student's examination work, the conflict committee applies to the Commission for the development of CMM in the relevant academic subject with a request for clarifications on the assessment criteria. 73. Based on the results of consideration of the appeal on disagreement with the points set, the conflict commission makes a decision to reject the appeal and keep the points set, or to satisfy the appeal and give other points. In this case, if the appeal is satisfied, the number of previously awarded points may change both upward and downward in the number of points. In the event of errors in the processing and (or) verification of the examination work, the conflict commission transmits the relevant information to the RSCI in order to recalculate the results of the GIA.

74. After approval, the results of the SIA are transferred to educational organizations, local authorities, foreign institutions and founders to familiarize students with the results they have obtained.

75. The conflict commission considers an appeal on violation of the established procedure for conducting a GIA (except for the cases established by paragraph 63 of this Procedure) within two working days, and an appeal on disagreement with the points set - four working days from the date of its receipt by the conflict commission.

The procedure for conducting state final certification (GIA) for basic general education programs has been revised.

This is due to the adoption of the new Law on Education.

The purpose of the certification is to determine whether the acquired knowledge of schoolchildren meets the requirements of the federal state educational standard.

Exams in Russian language and mathematics are still compulsory. In other subjects - on a voluntary basis at the choice of the student (previously it was required to choose 2-3 exams).

GIA is carried out in the following forms.

The first is the main state examination (OGE) using control measuring materials. We are talking about sets of tasks in a standardized form. They are being developed by Rosobrnadzor.

The second is written and oral exams using texts, topics, assignments, tickets (state final exam, GVE). They are taken in special educational institutions of a closed type, in the International Medical School, in schools located abroad (including in foreign offices of the Russian Foreign Ministry). In addition, students with disabilities undergo certification in this form. However, the student has the right to choose the OGE. The materials of the GVE are also determined by Rosobrnadzor.

The third form of the GIA is determined by the authorized regional bodies for those who have chosen the exam in their native language and / or native literature.

Exams are taken according to the same schedule. The SIA in Russian language and mathematics is appointed no earlier than May 25 (with a break of at least 2 days between exams), for other subjects - no earlier than April 20. If there are valid reasons, certification in compulsory subjects can be passed ahead of schedule. If the exam lasts more than 4 hours, meals will be arranged.

Persons without academic debt who have fully completed the curriculum (with annual marks in all academic subjects not lower than satisfactory) are admitted to the SIA. Previously, it was allowed to have a "two" in 1 subject, subject to passing the exam.

Winners and prize-winners of the final stage of the All-Russian Olympiad for schoolchildren, as well as participants in international Olympiads, are exempt from attestation in the relevant subject.

Regional bodies authorized in the field of education create state examination commissions. Organize points for conducting examinations (requirements for them are established). Hot lines are being opened. Citizens are accredited as public observers of the GIA.

Examination papers are checked by subject commissions. This takes no more than 10 working days. Students' appeals are considered by the conflict commission. The order of their formation and work has been established.
