Gaplikov Sergei Anatolyevich (born April 29, 1970, Frunze, Kirghiz SSR, USSR) is a Russian statesman. Head of the Komi Republic since September 22, 2016 (acting since September 30, 2015).

After school, Sergei Gaplikov entered the Moscow State Technical University named after N. E. Bauman. Having interrupted his studies at the Moscow Higher Technical School (after the first year), observing family traditions, he asked for military service.

From 1988 to 1989, he served in the special forces of the Main Intelligence Directorate, in the Airborne Forces, and in the reconnaissance company of a separate air assault brigade. Having been demobilized with the rank of guard sergeant, he was reinstated at the university.

While still a student, he began working as a design engineer at the Mechanical Engineering Research Institute in Moscow.

From 1994 to 1995, he was a member of the expert council under the budget committee of the Federation Council (he took part in the development of the draft law on financial and industrial groups).

In 1996, he simultaneously completed his studies at the Faculty of Special Mechanical Engineering of the Moscow State Technical University with a degree in “engineer-developer of gas-dynamic pulse devices” and at the Faculty of Law of the Moscow State Institute of International Relations of the Ministry of Foreign Affairs of the Russian Federation with a degree in “international lawyer”.

After graduating from universities, from 1996 to 2000, Gaplikov worked in the prefecture of the Eastern Administrative District of Moscow. He started as a leading specialist in the department of administrative-territorial bodies and socio-political relations, dealing with issues of foreign economic activity, interregional and international relations. In November 2000 - head of the sector for interregional relations and interaction with the media of the operational control department.

In 2000, he graduated from the Faculty of State Foreign Economic Service of the All-Russian Academy of Foreign Trade with a degree in world economics with knowledge of a foreign language.

From November 2000 to April 2004 he worked at the Ministry of Economic Development and Trade of the Russian Federation. In April 2004, President of Chuvashia Nikolai Fedorov appointed 34-year-old Sergei Gaplikov as chairman of the government of the Chuvash Republic. When choosing, Fedorov was guided by the advice of German Gref and the speaker of the Chuvash parliament, Mikhail Mikhailovsky. Four days later, Sergei Gaplikov’s candidacy was approved by deputies of the State Council of Chuvashia.

The early years and education of Sergei Gaplikov

Sergei Gaplikov was born in the city of Frunze, Kirghiz SSR. His family is closely connected by roots with the Cossacks. Since Gaplikov’s parents participated in the construction of the Baikal-Amur Mainline, he spent his childhood in Siberia and the Far East. In the early years of his life, Gaplikov dreamed of becoming a military man, but after school he entered the Baumanki Faculty of Mechanical Engineering.


However, he did not study there for long. The desire to connect his life with the army took over, and in 1988 Sergei Gaplikov joined the army; served in the special forces of the GRU Ministry of Defense of the USSR. Having returned with the rank of “guard sergeant major,” he nevertheless reinstated himself at the university and graduated with honors, receiving a diploma in the specialty “developer engineer of gas-dynamic pulse devices.”


After graduating from the institute in 1995, Sergei Anatolyevich got a job at a research institute. While working, he also received a second higher education, this time with a legal profile. The choice fell on MGIMO, after graduating from which he became a specialist in the field of state construction and management.

Subsequently, in 2000, he also received a higher economic education (specialty “World Economy”) at the All-Russian Academy of Foreign Trade.

Political career of Sergei Gaplikov

As soon as Gaplikov turned 24 years old, he managed to join the council of the Budget Committee of the Council of the Russian Federation. In 1996, he got a job at the Moscow City Hall, where he was responsible for foreign economic activity and international relations. He worked in this position until 2000.


In 2002, Gaplikov began working at the Ministry of Economic Development as deputy head of a department in the Department of Enterprise Economics; then he was promoted to deputy head of the Tax Policy Department, and subsequently to deputy head of the European Department of the Russian Ministry of Economic Development.

Head of the government of Chuvashia

Even before his appointment as Prime Minister of Chuvashia, Sergei Gaplikov organized a business trip for fifty Chuvash officials to Italy to exchange experiences.

Chuvash politicians expressed the opinion that Sergei Gaplikov did not bring any significant benefit to Chuvashia; six years of premiership had practically no positive impact on the socio-economic bloc and the real sector of the republic’s economy.

The abolition of compensation for combatants, “Afghans,” was criticized by the public, as well as the adoption of Law of the Komi Republic No. 144-RZ, which actually deprived many families of the opportunity to benefit from compensation for parental fees for preschool institutions. On April 5, in Ukhta, the second largest city of the republic, a rally was held for the repeal of Law 144, which was attended by parents and children. In May, residents of Syktyvkar, Ukhta and Pechora expressed a negative attitude towards Law No. 144RZ, during May Day marches. A collection of signatures was organized for a petition for the repeal of Law No. 144RZ on the website change.org.

The negative attitude of social activists was caused by Gaplikov’s April statement at a meeting of the Public Chamber that the action against corruption “borders on terrorism.”

As Head of the Komi Republic, he distinguished himself with an award for a family and a mother of nine children who won the All-Russian competition “Family of the Year”. All family members were invited to Moscow for a solemn celebration. The trip fell through - the organizers of the event did not find money for travel for the winners from their Republic. And Gaplikov, as compensation, presented the Shchukin family of the year with an honorary prize - a metal thermos.

On March 28, 2018, the All-Republican Public Meeting began collecting signatures for the resignation of the head of Komi, Gaplikov. Some of the claims include: the presence in the government of the republic of people from Gaiser’s team, the elimination of benefits for combatants, the deprivation of subsidies to low-income families, an increase in housing and communal services tariffs, the provision of tax breaks to the Gazprom company, which deprived the republic’s budget of large cash receipts, bribery of voters in the presidential elections in Russia in 2018, governing the republic on a “shift basis” (the governor is accused of being absent on a permanent basis in Komi and regularly traveling to Moscow).

On April 7, 2019, in Syktyvkar, up to 2,000 people took part in a rally against the construction of a landfill at the Shies station on the border of the Arkhangelsk region and Komi, as well as an increase in the tariff for waste removal in the region. At the end of the rally, the protesters took part in the procession and, for the first time since 2011, held a rally on Stefanovskaya Square in front of the administration of the head of Komi, where it is prohibited to hold rallies. In conclusion, the participants of the action left the resolution for Gaplikov in the door handles of the administration, since the building was closed.

Level of public support

On May 13, 2019, in its article, RBC reported that, according to closed polls conducted by the Russian Presidential Administration, the Komi Republic was among the four regions with the greatest demand for a change in governor. The difference between positive and negative answers to the question about changing the governor was 42 percentage points.

On November 10, 2019, RBC published an article about the Kremlin’s summing up of KPIs for elections, trust in the president and heads of regions. The head of Komi, Gaplikov, was among the five governors with the lowest level of trust. The publication's sources in the presidential administration said that Sergei Gaplikov could be dismissed if he does not reduce his anti-rating. At the same time, the vice-governors of the Arkhangelsk region and Komi explained the low rating by the population’s disagreement with the construction of a landfill at Shies station. However, the leadership of the Kremlin’s internal political bloc did not agree with this and explained that the reason was the poor performance of the regional internal political blocs, since they “lost” governors long before Shies.

Born into a family of hereditary Cossacks. When their son was three years old, the Gaplikov family went to Siberia for an all-Union shock construction project.

After school, Sergei Gaplikov entered the Moscow State Technical University named after N. E. Bauman. Having interrupted his studies at the Moscow Higher Technical School (after the first year), observing family traditions, he asked for military service.

From 1988 to 1989, he served in the special forces of the Main Intelligence Directorate, in the Airborne Forces, and in the reconnaissance company of a separate air assault brigade. Having been demobilized with the rank of guard sergeant, he was reinstated at the university.

While still a student, he began working as a design engineer at the Mechanical Engineering Research Institute in Moscow.

From 1994 to 1995, he was a member of the expert council under the budget committee of the Federation Council (he took part in the development of the draft law on financial and industrial groups).

In 1996, he simultaneously completed his studies at the Faculty of Special Mechanical Engineering of the Moscow State Technical University with a degree in “engineer-developer of gas-dynamic pulse devices” and at the Faculty of Law of the Moscow State Institute of International Relations of the Ministry of Foreign Affairs of the Russian Federation with a degree in “international lawyer”.

After graduating from universities, from 1996 to 2000, Gaplikov worked in the prefecture of the Eastern Administrative District of Moscow. In April 2004, President of Chuvashia Nikolai Fedorov appointed 34-year-old Sergei Gaplikov as chairman of the government of the Chuvash Republic. When choosing, Fedorov was guided by the advice of German Gref and the speaker of the Chuvash parliament, Mikhail Mikhailovsky.
