Around the spring, at meetings with our candidate for the State Duma, Yulia Galyamina (more http://galiamina.ru/ #rec5556494 ) residents began to complain about the poor performance of public transport. “You stand for thirty minutes at the bus stop, but there is no bus and no. Then it turns out that the desired route was canceled, and now completely different, unfamiliar numbers go here. There are no announcements at bus stops,” people say.

And last Monday, the Department of Transportation simply took and canceled another 370 routes. That is, millions of passengers were left to fend for themselves. Many of these routes were non-alternative. To notify people in advance, as is customary with us, they simply did not bother. In the Khoroshevsky district, residents say, the minibus 435a to Belorusskaya was canceled. They are now waiting for a trolley bus for half an hour, risking being late for work.

The Department of Transport says that there are no plans to launch minibuses on those routes where buses or trolleybuses already run. That is, we are waiting for the queue, the crush and the long wait. It is impossible to find information on which minibuses have been canceled in our Northern District on the capital's portals since Monday - everything is for the comfort and convenience of residents. The idea to streamline the work of minibuses in the capital is not new - the city authorities have long warned about the current changes. The head of the deptrans, commenting on the appearance in Moscow of new city minibuses operating under a contract, noted that the new blue minibuses “will operate only at city tariffs.

All of them will accept all benefits, all social cards. Officials say up to last day we tried to adjust the route network at the request of the citizens, because they understood that Muscovites could face difficulties.

As a result, it turned out that the load on the route network was planned incorrectly.

In addition, on the eve of the launch of the final stage of the urban land transport reform, on August 15, a downpour passed in the capital, which led to numerous flooding in the streets. Because of this, there were delays in traffic, almost 50 land transport routes had to change routes.

As a result, all the disadvantages of the old minibuses faded against the background of the fact that at the same time tens of thousands of passengers simply lost the opportunity to quickly move around the city. According to estimates of entrepreneurs interviewed by Gazeta.Ru, the ban could leave more than 10,000 people unemployed. Serious losses will also be incurred by auto companies that have been actively investing in expanding their business and are now forced to curtail their activities.

We expect the result: citizens are dissatisfied, thousands of drivers are left without work, city officials are hastily expanding transportation, and the order, which reduced the number of regular routes of small-capacity buses, is checking.

The check was launched after the deputy turned to the Moscow prosecutor. The parliamentarian asked the prosecutor to check the deptrans order for compliance with federal law. A letter with similar content was sent by the same deputy to the capital's mayor Sergei Sobyanin.

The press service of the Moscow prosecutor's office confirmed to Gazeta.Ru that an investigation into the facts set out in the deputy's request had begun.

The President of the Moscow Transport Union, told Gazeta.Ru that since August 15, when the decree of metropolitan officials came into force, the number of minibuses in the city has decreased from 4.6 thousand to about 2.1 thousand. “After about 370 routes removed, entire areas were left without transport links, and people stand at bus stops for an hour,” says Sveshnikov.

The press service of the State Public Institution "Organizer of Transportation", which is responsible for the reform, does not agree with Sveshnikov. “Of the 481 routes that were served in the city by private companies, only 142 were original, the rest duplicated each other and the routes of SUE Mosgortrans or did not operate,” GKU told Gazeta.Ru. All 142 original routes remain - they are served by carriers that have concluded government contracts. Duplicate routes were also replaced, which were served by two or three carriers at the same time.

Officials also indicate that after the elimination of duplication, instead of 480, about 200 routes will operate in the capital.

The presence of dissatisfied citizens in the State Institution "Organizer of Transportation" does not deny and explains this complex adaptation to change: people are very conservative in choosing the routes of their trips - this is a habit that develops over the years, and it is not so easy to change it. In the meantime, they emphasize in the GKU, all Muscovites' appeals are promptly considered at a meeting of the city headquarters, which includes city departments and representatives of carrier companies.

“Citizens with limited mobility and passengers with wheelchairs can now comfortably enter the cabin using special ramps. All buses are new, equipped with air conditioners, voice notification of stops, a “creeping line”.

City officials promise that by the end of the year about 2.5 thousand new buses will appear in Moscow, all issues will be removed by themselves, and the changes will ultimately benefit the city's residents. So, for the first time, beneficiaries can ride any transport using social cards. And the rest of the passengers can save an average of 35% of the annual fare: travel on a TAT ticket for 17 rubles. or one by one - for 22 rubles. Previously, the average fare in fixed-route taxis around the city was much higher - 35 rubles.

“If I were them, I would invalidate the order”

The GKU Gazeta.Ru was assured that all carriers were notified of the changes coming into force six months in advance, as required by law. However, the head of the Transport Union, Yuri Sveshnikov, is sure that the legislation was nevertheless violated.

“The liquidation of routes was illegally carried out by city officials, and in the signed order there is only a reference to the decision of some mysterious commission,” Sveshnikov says. According to him, federal law 220-FZ "On the organization of regular transportation of passengers by road" prescribes that, along with routes with regulated fares, there must be routes with unregulated ones. Deptrans also included in the new register only those routes on which carriers operate under contracts previously concluded with the city, and the rest refused to issue certificates for the right to operate routes.

The city does not recognize charges of violating the law.

“According to Federal Law No. 220, the authorized executive body has the right to establish, change or cancel municipal routes for regular transportation. In Moscow, the register of routes is formed by the Moscow Department of Transport. The right to close routes is provided for by Decree No. 643-PP and Decree No. 32-PP, the order was adopted by the Department of Transport within the competence and does not contradict the provisions of Federal Law No. 220-FZ, ”the department says.

Although the carriers are strongly critical of the order, they have not yet been able to win support. “Earlier, we also applied to, but we didn’t find violations there, although they are obvious: the number of carriers in Moscow decreased by about eight times in one day,” he says. The prosecutor's office, where Sveshnikov complained back in March 2016, also found no violations in the actions.

As a result, some carriers applied to the Moscow Arbitration Court.

Vladislav Tolstukhin, the owner of the transport company Transway, which was directly affected by the reform, notes that “there are no private carriers left in Moscow that set their own tariffs. Now only those who have a contract with the city and who receive a certain amount for the transport work performed are traveling,” he explains. Such contracts with the city authorities, according to Tolstukhin, are unprofitable for carriers. As a result, companies that have won contracts with the city do not fulfill the terms of the state contract in terms of the number of minibuses and other indicators, which leads to queues at bus stops.

Tolstukhin admits in a conversation with Gazeta.Ru that in a number of districts, the old minibuses familiar to citizens have not disappeared anywhere after August 15.

“For example, in Peredelkino, after the cancellation of the minibus, people walk 2 km to the nearest stop. This is fine? There are many examples. Therefore, we, and a number of other companies that are suing, violated this ban, did not remove the cars from the route and continue to work, ”says the businessman.

“If I were them, I would invalidate the order or somehow postpone its implementation,” he sums up, noting that he is “almost confident of victory” in court.

However, another carrier, which has agreed to work under the new conditions, sees advantages in the changes, which relate, among other things, to the safety of passengers.

In particular, the mode of operation of drivers was streamlined. “Previously, they were on flights from early morning until late at night and arrived at the park in a half-dead state,” the general director of the Gepart company told Gazeta.Ru. — Now our drivers work from 6.00 to 15.00. “The commercial transportation market that existed in Moscow before was chaotic, unorganized,” he is sure. Minibuses regularly got into accidents, and for various reasons: the incompetence of drivers who were seized by a thirst for profit, the desire to earn from the carriers themselves, who did not monitor the technical condition of their vehicles, and the drivers themselves.

As for the situation with a long wait for transport in the peripheral areas of the city, then, according to Sultanov, the situation should level off very soon, it is possible that this will happen by the beginning of September.

After difficulties arose, starting from August 19, we reduced the interval of movement, released more cars, and from August 26, all carriers are switching to the winter schedule. This means that rolling stock will be increased by another 10% on all routes, and the interval will naturally be reduced, especially during rush hour,” Sultanov noted.

“The reform still had to be carried out, because the bacchanalia that was before is simply unacceptable for developed countries,” says, in turn, the chairman of the Union of Passengers of Russia. - Now the system will be adjusted by the deptrans, we are in constant contact with them. I am sure that the problem with the lack of minibuses will be promptly resolved.”

Muscovites are actively sharing their emotions about the cancellation of minibuses in social networks.

“Minibuses ran every 5-7 minutes in the morning, and my girlfriend waited 35 minutes today. Preparations for the land transport reform began in 2012. In April 2013, Moscow imposed a moratorium on the opening of new "commercial" routes. According to the decree of the Moscow government, new routes could appear only by order of the State Unitary Enterprise Mosgortrans. As a result, the number of "commercial" routes began to gradually decrease. In 2015 there were about 500 of them, and by 2016 there were less than 400 left.

On Monday, the Moscow Department of Transport published on its website the news that the reform of the surface transport of the capital is close to completion. The changes affected all districts of the capital, with the exception of TiNAO and ZelAO. Now the usual minibuses no longer exist, and all city tickets and social cards must be valid on all bus routes.

If the carrier does not offer such an opportunity, it operates illegally. Such companies often violate safety standards: they exceed the speed limit, maneuver dangerously on the road to save money, refuse passenger health insurance, and do not issue a ticket. Drivers of illegal carriers often do not observe the regime of work and rest, and before entering the line they do not undergo a medical examination. Inspection of transport is also carried out irregularly, which increases the risk of an accident, ”the Department of Transport quotes the words of the head of the State Institution “Organizer of Transportation” Sergey Dyakov.

In GKU "Organizer of Transportation" to the question "NI" about the lack of information for passengers about upcoming changes, we were told that today an additional information campaign is being carried out at large transport hubs.

And they did liquidate it. And not only No. 735m, but dozens of routes. Then I wanted to think that this was either a bad joke, or a temporary measure - after all, no “ soil” was not prepared for the ban, citizens were not informed about the upcoming decision (at least none of the respondents “ New Day" Muscovites did not say that he knew in advance about the cancellation). Anyone who lives far from the metro or beyond the Moscow Ring Road will understand the absurdity of the authorities' decision - the total load on surface public transport is already extremely high, and the lack of minibuses ” can be equated to blocking oxygen.

Almost a month has passed. Muscovites unsuccessfully try to adapt to transport inconveniences. At the same time, many who are now crowding at bus stops waiting for public transport still do not believe that this is forever, since not everyone who is impatiently waiting for it can squeeze into a rare bus.

Who got in the way of the fastest and most affordable form of surface urban public transport? Are the periodic complaints about “careless driving” and the ethnicity of drivers “ minibuses ” triggered reforms?

To begin with, let us clarify that "routers"- These are private carriers, IP. This is a small business, and, as you know, they receive money in cash. According to one version, the authorities were very dissatisfied with their activities - they failed to convince them to switch to a cashless system with validators, after which it was decided to crack down on a radical and proven method - simply ban them.

In September 2015, as reported by “ New day ", journalists were shown new blue buses and “ minibuses ”. Beautiful - let's say. With video cameras, air conditioners, validators - yes. But here they are sorely lacking. They simply do not exist on Dmitrovskoye Highway. Then, in 2015, the Department of Transport promised that nothing would change for Muscovites, and it would become even better after the abolition of obsolete “ minibuses ”. But in reality it turned out the opposite.

As the leader of the movement rightly said at a press conference today, “ Stopham" Dmitry Chugunov, deputy mayor of the capital for transport Maxim Liksutov, which has a track record of paying parking zones, and inadequate fines, and extremely costly “ services " tow trucks, already in order " tired" citizens with their initiatives.

“If private companies would agree to a transparent payment system, there would be no problems. The question is, unfortunately, that the Moscow authorities (as often happens) in their attempt to resolve everything quickly, forgot about the consequences and did not prepare the ground ... There should be specific responsibility for specific officials who put people in a situation where they cannot get from point A to point B. And this responsibility should be both administrative and criminal"- says Chugunov.

According to him, changing to public transport is a good idea if conditions are created for this. "If now Liksutov's dream comes true and at least 10% of motorists switch to public transport, our public transport will die. Especially the metro - people simply won't be able to enter it. You need to be afraid of your desires", - the leader noted “ Stophama".

Movement Chairman "Union of Pedestrians" Vladimir Sokolov drew attention to the fact that people do not fit into the new blue “ minibuses ” and buses. According to him, doing this on the eve of the elections is not the best option for officials.

"They [carriers of the old minibuses] did not expect the government to take such an unpopular step, especially before the elections. I also think that this was done a little untimely. It took time to prepare, to update the composition, to buy new minibuses" Sokolov said.

According to him, if for some reason an accident occurs in the subway, people simply may not get home or to work by land transport.

Meanwhile, the citizens are trying to cash in on the misfortune of the citizens " bombillas" who are on duty at bus stops and charge 100-150 rubles for travel to the metro. It is also not surprising that in the conditions of a catastrophic shortage of public transport, illegal “ minibuses ”.

It is also important that some categories of citizens are forced to refuse travel by public transport. For example, people with disabilities simply cannot travel in cramped conditions.

In addition, it became problematic to get to such vital points as hospitals. According to a member of the Public Chamber of the Russian Federation, President of the Center for Social and Political Research Georgy Fedorov, get from the metro station "Semenovskaya" to hospital No. 36 became almost impossible, because route No. 452 was canceled. "A certain amount of time people are disabled, sick... I don't know how they got to this hospital", - he said, adding that one of the Muscovites, waiting for transport, almost died due to a heart attack.

According to Fedorov, the replacement of private “ minibuses ” the state ones had to be carried out gradually, having previously launched the required amount of transport. It would be more efficient to conduct inspections, audit carriers, in extreme cases, fine or revoke a license. "But this must be done gradually, evolutionarily, and not by such prohibitive strange measures", - says Fedorov.

At the same time, he did not rule out that fares could now rise, and financial flows would go "in the wrong direction." “At the same time, it will be necessary to look at where these financial resources are from” minibuses ” will be sent, because we remember all these issues with parking, with those offshore companies where the money went, with scandals with the Department of Transport and Liksutov" Fedorov added.

“Monopolization always leads to the fact that sooner or later violations appear. What, urgently needed money? maybe millions of people Fedorov stressed.

Meanwhile, according to the head of the Tagansky municipal district Ilya Sviridov, in the current conditions, it is quite fair to call such measures "sabotage". He noted that daily 1.5 million Muscovites used "minibuses", and after the liquidation of private carriers, about 10,000 people lost their jobs.

According to him, a full-fledged alternative is not provided. "Where are the new routes, where are the new buses, trolleybuses? There is none of this. On the contrary, we hear that they want to take away trolleybus routes... Today we must admit that this is another failed initiative of Deptrans", - Sviridov emphasized.

The participants of the press conference came to the conclusion that monopoly in this area is still turning into continuous problems. According to Fedorov, Muscovites should consolidate and start active protests against the ban. minibuses ”.

"Starting with protests within the framework of the law of the Russian Federation of a street nature, petitions, apply to State Duma deputies, members of the Public Chamber, the mayor's office, write wherever possible so that the number of dissatisfied people is as large as possible. 26 days Moscow lives without minibuses. The years of Deptrans and Gorproekt attacks on this convenient transport ended with the complete victory of municipal transport over private transport.

I will not repeat my arguments for minibuses again today, because. in any case, only those who use public transport themselves and who respect the citizens can hear these arguments. I will just record today's disaster with public transport.

The problem with the bus is that for at least its minimum payback, it must be packed to capacity. Where the minibus departed once every fifteen minutes, buses will depart every half an hour, or even an hour. Just so as not to transport air corny. The number of complaints in social networks about the long wait for buses (after the cancellation of minibuses) goes beyond all reasonable limits. There are areas of the city, from which, in principle, now people get to work for hours.

And yet I am not writing in order to once again scold the Deptrans “geniuses”. And in order to maybe at least in one they canceled their endless stubbornness.

Talking about traffic jams. There are traffic jams that occur due to accidents, and there are traffic jams that occur every morning and every evening. Most often, such traffic jams are in areas that are not so important for passenger transportation. For example, one or two stations to the metro. Or at some intersection with the Moscow Ring Road. Those. in places where even passengers rarely get out or sit down. For minibuses, such traffic jams were not a problem. The driver asks the passengers "is everyone to the subway?" Everyone in the morning, of course, answers “yes” and the driver goes around the traffic jam. It was the mobility of minibuses that allowed them to carry more passengers per day than buses of the same route. And by the way, such a flexible form of public transport in itself is a fight against traffic jams. But what happened happened and now we have only buses, or mini-buses that are still rare, but also rigidly tied to the route (replacing convenient foreign-made minibuses).

And here is my proposal - to allow buses and mini-buses to bypass traffic jams, going beyond the route.

Yes, yes, in the old days, drivers and large regular buses went around traffic jams. But not now. Now trackers have been put on the buses.

Yes, there is an accident ahead. And yes, the buses stand stupidly and wait until it resolves there. Not a single bus dared to leave the route in order to avoid the accident ahead. Thanks to the geniuses of urbanism, buses are now lining up in such queues, although it seemed to us that "not a tram - it will go around."

I have been arguing with those who have urbanized our city half to death for a long time. So I know their argument - "TRANSPORT APP!". The idea is that you look at the transport application, see how the transport is going and leave the house exactly at the moment when your bus / trolleybus / tram arrives. Let's leave it up to the conscience of urbanites what to do for those who arrive at the bus stop, leaving the metro or train (and this is a good three-thirds of the passenger traffic). Let's imagine that we really want to use the application, according to which buses flutter like a bee and sting stops almost every ten minutes.

I don't know what it was. Maybe the routes are full of ghost buses so that Sobyanin is shown how fun and dense public transport is on the roads of the capital. Maybe this is not a deception of officials, but just an application glitch. So be it.
I only know that at the moment when I was filming the video, I was waiting for transport not for 15 minutes, as usual, when minibuses were running, but for half an hour. And for sure, I could sit in a minibus, but now I have to not only stand in traffic jams, but literally stand. And I would be fine, but this also applies to the elderly and all passengers now.

Summary.
I do not believe that Deptrans will return minibuses. It is foolish to return to the streets vehicles that did not need to be purchased by the city and which brought profit to the city with taxes.
But I hope that at least the deptrans workers will allow public transport to bypass traffic jams and still put things in order in their application. It would be equally desirable, since the minibuses have already been removed, to increase the traffic intensity and the number of routes.
