Branches of the Academy

Since January 1, 2019, citizens who, in accordance with Article 56 of the Federal Law "On Education in the Russian Federation", have entered into an agreement on targeted education in accordance with Article 56 of the Federal Law "On Education in the Russian Federation" with:

1. federal state bodies, bodies state power subjects of the Russian Federation, bodies local government;
2. state and municipal institutions, unitary enterprises;
3. government corporations;
4. state-owned companies;
5. organizations included in the consolidated register of organizations of the military-industrial complex, formed in accordance with part 2 of article 21 of the Federal Law of December 31, 2014 N 488-FZ "On industrial policy in the Russian Federation";
6. business companies, in the authorized capital of which there is a share of the Russian Federation, a constituent entity of the Russian Federation or municipality;
7. joint stock companies, the shares of which are owned or in trust by a state corporation;
8. subsidiaries of the organizations specified in clauses 4, 6 and 7;
9. organizations that are created by public corporations or transferred to public corporations in accordance with the provisions of the federal laws for those corporations.

• an application for admission to training in the form given on the Academy website;
• identity document, citizenship of the applicant (photocopy of the 1st page and the page with registration);
• a document on the previous level of education in accordance with the Admission Rules (original or photocopy);
• a copy of the agreement on targeted training, certified by the customer of targeted training, or an uncertified copy of the specified agreement with the presentation of its original;
• documents confirming individual achievements in accordance with the Admission Rules (original, photocopy) (submitted at the discretion of the applicant);
• 2 photos 3x4 cm (for applicants based on results entrance examinations conducted by the Academy independently).

Academy

The Admissions Committee must submit

• application in the form given on the Academy website;
• identity document, citizenship (photocopy of the 1st page and the page with registration);
• educational document (ORIGINAL):
  - about average general education;
  - about average vocational education;
  - about primary vocational education (if it contains a record of receiving secondary (complete) general education);
• direction (letter) from the state authority and local self-government with the indication of the full name and surname. a candidate for targeted admission with reference to the agreement concluded between the Academy and state and local government bodies and (or) a copy of the agreement concluded between the candidate for targeted admission and government and local government bodies.
• documents confirming special rights for admission, established by the legislation of the Russian Federation, if any.

The Academy conducts targeted admission within the framework of the targeted admission quota, which is annually established by the Academy by the Government of the Russian Federation * (in April of the current year on the basis of applications received). In this regard, the Academy is considering applications for the organization of targeted admission in 2018/19 u.y., received no later than April 10, 2018 (inclusive).

Bodies with which the Academy has the right to conclude an agreement on targeted admission within the established quota:

• federal government agency;
• government body of a constituent entity of the Russian Federation;
• local government body;
• state (municipal) institution;
• unitary enterprise;
• state corporation;
• state company;
• a business company, in the authorized capital of which there is a share of the Russian Federation, a constituent entity of the Russian Federation or a municipal formation.

The Academy does not provide a list of organizations that send citizens to targeted training, nor does it select them. Applicants and (or) their legal representatives deal with this issue independently.

Everyone chooses a business to which they may have to devote their whole life. Some claim to budget places, others are quite satisfied with the contractual basis of training.

The target direction also affected future physicians. In 2016, the government of the Russian Federation is seriously concerned about the lack of qualified personnel, while the development of medicine in the country and the level of service for the population as a whole depend on the level of knowledge of doctors.

Medical education has always been considered prestigious, but talented personnel often, after graduating from a university, begin private practice, which not every resident of Russia can afford to pay.

This is how the State Plan for the training of medical personnel appeared.

The target direction was revived thanks to the signing of a number of important documents, which today allow applicants to apply for target places.

Targeted training in medical University is funded by the federal budget, funds are allocated in accordance with applications provided by municipalities.

Initially, a commission is created to find out how many doctors the region needs, after which this information is submitted to higher authorities.

On practice target direction in 2016 it looks like this: after graduation, the graduate will have to work at least 3-5 years in the specified medical institution or return all paid funds to the state treasury.

Who can qualify for the target direction

Applicants can apply for the target direction:

• having on hand a document confirming the receipt of secondary education;
• those wishing to study at a university on a free basis for the first time;
• received the largest number passing points among all who apply for the target place.

School graduates can be refused:

• who are not included in the above-described list of persons;
• if, after checking the information, it turned out that the applicant provided false information about himself;
• if the documents are executed incorrectly or out of form;
• the submission of papers was made after the deadline for accepting applications ended.

Procedure for obtaining a place at a medical university

If you are interested in the opportunity to enter a medical university using a targeted direction, it is useful to know that in 2016, documents for registration of a quota are accepted from March 1 to June 10, 2016, it is better to find out the specific date at the chosen university.

A complete set of papers is represented by the following documents:

• A statement drawn up by hand according to the model established by Russian law. The text of the application must indicate that you are applying for participation in the competition for applicants who want to enter a medical university and study at the expense of the state.
• A photocopy of the passport - you will need a front page spread and a page where the registration of the student's place of residence is indicated.
• A photocopy of the certificate, which specifies the date when the applicant for the target direction was born. A certificate is only required if you are under 18 years of age.
• If the applicant has participated in the Olympiads held between schoolchildren in the main subjects in which the medical university is interested, it is allowed to provide the relevant documents.

After receiving a set of documents from all applicants, the commission transfers it to the state medical organization in charge of the region, after which a target-oriented project is sequentially drawn up, and information regarding the submitted applications of applicants is sent to the Main Directorate. All this must be done before June 30, 2016.

The employees of the Department, for their part, make an official request regarding the results of the Unified State Exam, all information is entered in the register maintained by the Department of Science and Education.

No one is immune from force majeure circumstances, for example, when 3 or more applicants have the same points. Then the members of the commission make their decision based on the additional achievements of each person. The final decision is reflected in the minutes of the meeting of the commission.

If the applicant does not pass this specialty, the commission has the right to offer him free place at another medical university.

So, when the protocol has already been drawn up and signed by the management, the secretary is authorized to draw up a list of persons who pass through the competition for targeted places. There can be only one target direction per applicant.

The guarantee that the student has received a place in the right direction and at the same time undertakes to fulfill his obligations for working out after graduation is the agreement on targeted education, drawn up in 3 copies.

Which cities accept applications for target places

In 2016, applications for study in targeted places can be submitted in different cities to a number of leading universities in the country.

So, for example, in Moscow at the Medical University - FGBOU VO "Moscow University named after A.I. Evdokimov "with a plan of admission on a general basis of 24 people, as many as 100 people from Moscow are accepted to target places with 123 applications submitted! For targeted admission, a separate quota is allocated for each area of ​​training (specialty). The number of places funded from budgetary allocations from the federal budget for admitting citizens to the first year at the RSSU for undergraduate, specialist and graduate programs in 2017 with an indication of a special quota and target quota is posted on the website of the Admissions Committee.

Targeted admission is carried out within the established quota on the basis of two contracts- agreements on targeted training between the applicant and the organization (hereinafter referred to as the “applicant organization” agreement) and the agreement on targeted admission concluded by the Russian State Social University (hereinafter referred to as RSSU) with the organization that entered into an agreement on targeted training with the applicant ( hereinafter - the agreement "organization-RSSU").

One copy of the contract "organization-RSSU" is kept in the organization, the other at the university.

What is targeting and targeting?

Target area is a document that is issued by an enterprise, department or government body to an applicant for training at a specific university in a specific specialty with a guarantee of subsequent employment. This document is provided by the applicant to the university along with the USE grades.

Target reception- this is admission to a university in a target direction on the basis of a target admission agreement between the university and the customer of target admission.

Targeted admission in Russian universities is divided into two types: target recruitment by quota (for government departments) and targeted contract training(for those who come with a referral from businesses). Target set usually takes place in branch universities(energy, oil and gas, communications, light industry, etc.).

The target admission quota for training under bachelor's programs, specialty programs, master's programs in each specialty and for each area of ​​training is set annually by the founders of educational organizations.

In case of targeted contract preparation, the university has the right, upon agreement with the founder, to establish a higher proportion of applicants.

Targeted admission within the established quota is carried out on the basis of a target admission agreement concluded by the educational organization with the customers of target admission:

• federal government agency;
• a state authority of a constituent entity of the Russian Federation;
• local government body;
• state (municipal) institution;
• a state-owned company or an enterprise in the authorized capital of which there is a share of the Russian Federation, a constituent entity of the Russian Federation or a municipal formation;
• a commercial enterprise that has the means to pay for the education of its future personnel.

The target direction is given personally, only to one university and one specialty.

The nuances of admission and training in the target area

Dignity

upon enrolment:

- the applicant does not participate in the general competition, but in the competition of “target candidates” for places within the allocated quota (but not out of competition, as some mistakenly believe); then. it can be easier to do, because there are fewer competitors, the passing score is lower;

- if the applicant does not pass the target direction, he can apply for participation in the general competition;

when teaching:

- training on a budgetary basis or at the expense of the enterprise;

- the opportunity to receive a scholarship;

- providing a place for internship in government agency or at the enterprise;

- help and support during training (help in collecting materials for term papers and scientific articles);

upon graduation:

- guaranteed employment.

disadvantages

- the choice of the applicant (university and specialty) does not always coincide with the needs of the customer of the target admission;

- in the learning process, the student's choice may change;

- compulsory work (usually at least 3 years) at the enterprise, organization, in the specialty specified in the contract, while no one promises high wages and career growth;

- "target" is obliged to study successfully, not lower than satisfactory;

- in case of unwillingness to work out, the “target person” is obliged to return the full cost of the training paid to him by the enterprise, and in some cases also pay a fine.

Note. At the same time, there are conditions under which you can not work out the cost of training (they must be specified in the contract). Good reason for refusal to workout, there may be:

- disability of the 1st or 2nd group of a graduate, his wife / husband or one of the parents;

- maternity leave;

- the presence of a child under 3 years old or under 6 years old, if, according to the conclusion of the medical and consulting commission, the child needs care;

- single mother or father with a child up to 14 years old;

- leaving a university graduate to the army;

- the contract can also be terminated if the company is not able to provide the graduate with a job in the specialty in accordance with the medical opinion, as well as in the event of bankruptcy of the company.

These questions should be clarified with the employer when concluding the contract.

How to get targeted referral?

Target direction can be obtained:

- at the enterprise itself (organization, factory, etc.);

- in the local administration - the municipality.

Approximate algorithm:

- if universities and specialties are selected for admission to training by a graduate, you should go to the websites of universities and find out if these universities have targeted admission, for which specialties and areas, what are the quotas, who are the customers of admission;

- choose the customer of the reception;

- contact the customer by providing him with an application, certificates, diplomas and other certificates individual achievements in the chosen specialty;

- it is possible to pass, an interview,

- in case of a positive decision - to conclude an agreement with the customer, to receive a targeted referral from the customer (enterprise or municipality);
