Social Scholarship Recipients: Categories

All categories of citizens eligible for a social stipend are listed in Article 36 of Law No. 273-FZ. The list is quite extensive, but the following categories are the most common:

  • orphans;
  • persons without parental care;
  • students with disabilities of groups 1 or 2;
  • military students;
  • persons who have undergone the influence of radiation;
  • poor people, etc.

The poor include those persons in whose family the income per person is not higher than the subsistence level at the moment.

In addition to the fact that a person applying for a social scholarship must belong to one of the categories presented, two more prerequisites must be met:

  • Full-time education;
  • training on a budget.

If all these rules are met, then the person is recognized as eligible for social assistance.

Amount of payments

The minimum amount of social benefits paid is set by the state and varies from institution to institution. Also, there are standard and increased scholarships, the size of which is influenced by academic performance and other factors.

Standard

For students of secondary education institutions such as colleges and technical schools, the amount of the scholarship is 856 rubles. Paid every month.

University students can count on support in the amount of 2452 rubles.

Enlarged

For some categories, an increased social scholarship is available. Its size depends on income and how much falls short of the subsistence level. That is, all incomes are deducted from the amount of the subsistence minimum established by law and the amount received will be increased.

What are the material incentives for students

Periodic cash payments to special categories of citizens

Twice a year, some categories of citizens have the right to receive financial assistance. These categories include:

  • a relative (close) died;
  • a child was born;
  • required expensive treatment for a student or a close relative, etc.

The amount of such assistance is double the academic payment, but in some cases the payment may be increased. This applies to priority categories of citizens, which include orphans, disabled people, etc. For them, material assistance can amount to 5 academic payments.

To receive an allowance, you need to draw up an application and, along with the corresponding certificate, transfer it to the dean's office.

Academic and advanced scholarships

The academic scholarship is paid to full-time students, provided that they only have excellent and good grades for the session. If there is at least one “satisfactory” grade, the student cannot expect to receive it.

  • the student has all “excellent” marks in the last session;
  • took part in a scientific conference;
  • has sports achievements and awards;
  • Active participation in social and cultural activities.

The amount of the increase is not established by law and is regulated by the internal structures of the educational institution.

Financial aid to students is a hot issue in 2017. Not every student can count on help from the state. After all, treasury reserves are decreasing, the number of people of retirement age is increasing, and young people do not seek to work for white wages and pay tax deductions.

Last year, special conditions were provided for students of higher educational institutions. The legislation provided social assistance to students only if they were brought up in low-income families. This means that it was enough to present a certificate stating that the child lives with a single mother, or to prove the fact that the parents receive an extremely low salary, and the scholarship could well have been received.

Presently, it is not enough to provide statements of payroll for the acquisition of a scholarship. In addition to everything, the circle of recipients of material benefits has expanded, in addition to students, it includes:

  • graduate students;
  • residents;
  • trainees.

Monetary resources come only from the scholarship fund, for the most part they are formed from the budgets of the subjects.

Financial assistance is provided to the following categories of persons who study at state higher educational institutions of the Russian Federation:

  • are children in large families;
  • the poor;
  • the poor live separately and have no income (for example, renting out an apartment).

Not all people know which individuals are classified as poor. A person is recognized as poor if his salary is less than the living wage fixed in the constituent entity of the Russian Federation.

In addition, persons studying at the university can count on receiving a scholarship:

  • orphaned children who were left without parental care;
  • recognized as invalids of the 1st and 2nd categories;
  • victims of radiation exposure;
  • disabled as a result of hostilities;
  • have served 3 years or more under a contract or in the bodies of the Ministry of Internal Affairs of the Russian Federation.

To apply for material aid, you must provide an application and a package of documents. A sample application can be found at the social protection authority, and a form can also be obtained there. The required documentation includes:

  1. Certificates of income accrued to each family member.
  2. Certificate confirming the size of the family.
  3. Certificate of study in a specific institution.
  4. Statement of the scholarship.
  5. Other required documentation if requested by the social worker.

After the end of the collection of the package of documents, you need to go with an application to local authority social protection, where the total family income will be calculated. If the income per family member turns out to be less than the subsistence level, a certificate of the right to material security is handed over. This paper should be kept in the archives of the educational institution. Since it is she who serves as the basis for the acquisition of a scholarship. It is advised to make a certificate before the start of the study time, since it takes about a month to complete the scholarship.

The amount of social payments for students

In 2017, the minimum amount of material allowance for students was changed.

  • university - 2000 rubles;
  • students of technical schools and colleges - 700 rubles.

If a student studying on a budgetary basis has academic debt, then the payment of material benefits is terminated. As soon as the student closes his "tails" and payments are restored from the moment of termination, which is very favorable for students.

Some higher education institutions tried to motivate students to study by refusing to pay benefits. However, the legislative bodies consider such denials of social protection illegal, as indicated by article 145.1 of the Criminal Code of the Russian Federation. In a particular situation, it does not matter what marks are put on the student's record-book - this is his personal business. Moreover, each university has its own measures of influence, for example, if a student picks up a lot of student arrears, then the administration has the right to expel him.

But material assistance and attempts at education cannot be interconnected - the student needs to live somewhere and eat something, therefore such procedures are illegal.

In addition to the social scholarship, there is also an academic one. It varies depending on the marks in the record book: it is paid in the absence of "satisfactory" and uncovered debts. After admission, it is sent to all students studying on a budgetary basis until the first examination period.

To purchase increased scholarships necessary:

  • study on a full-time basis;
  • be among state employees;
  • to be an activist, i.e. to participate in the development of culture and sports.

Every month, university students can receive from 1,300 rubles and from 470 rubles for college students. A specific university establishes its own mechanism for increasing the scholarship, but ultimately it cannot exceed 6,000 rubles per month.

Students who are recognized as needing financial assistance, who are in the 1st or 2nd year, can receive 6300 rubles a month if there are no triplets in the record.

The decision to pay an increased allowance is jointly made by the Academic Council and the student team. When considering the issue, the academic and social amounts that the student already receives are taken into account. The academic scholarship is paid from the fund of the educational institution. The fund is formed at the expense of students on a commercial basis and subsidies from the federal budget.

Other forms of scholarships in Russia

Students can count on the Government scholarship full-time department who have completed their studies up to the 3rd course, if:

  1. For the last two examination periods, they have more than half of the A's and there are no 2's and 3's.
  2. They are prize-winners of the Olympiad in the scientific field.
  3. The student's work was published in a scientific publication.

The size of the Government scholarship does not exceed 5,000 rubles.

In addition, there is a presidential scholarship at the Russian level. The procedure for her appointment does not differ from the Government scholarship, and the amount cannot exceed 7,000 rubles.

Education at the present time is an important reserve for the state, which helps certain groups of full-time students. The mechanism of material support of universities for students is necessary so that young people can focus on the process of acquiring knowledge.

Due to various life reasons, each person can be in an unfavorable financial situation. There are several options for getting out of difficult circumstances. One of the most accessible is a request for material assistance from an employer.

True, it should be noted that in monetary matters, the management of enterprises meets halfway to their subordinates only when their requests have a serious justification, or, more simply, good reasons.

It is important to remember that it is not the employer's responsibility to provide financial assistance, it is solely an act of goodwill. Quite often, employers put a certain limit on the provision of material assistance and in terms of issued Money and in terms of its frequency.

How to write an application for financial assistance

There is no single standard form for everyone to write this statement, so everyone can write it in free form. True on large enterprises, who independently develop their own forms of documents, most often have their own unified form for the provision of material assistance. The main thing when filling out an application is to honestly state the problem, choose the right wording and provide the employer with an evidence base. This means that when writing out material assistance for yourself, it is advisable to attach certificates confirming its need and other documents to the corresponding application.

As a rule, employers respond positively to such a request if it is caused by an upcoming marriage, childbirth, serious illness, loss loved one, accident, etc. An important role is played by how productively and responsibly the employee works (disciplinary sanctions, reprimands and other previously manifested negative reactions from the management will be a minus when making a decision).

In any case, the final decision on this issue rests with the head of the enterprise, who relying on his life experience and the material capabilities of the company, will assess the degree of importance of the situation, as well as options for solving it in other ways.

Instructions for writing a statement

In order for an application for financial assistance to be considered by an employer, it must be completed properly.

  • In the upper right part of the document, you need to indicate in the genitive case the position of the head (director, general director, etc.), the full name of the company (with the designation of its legal status), as well as the last name, first name, patronymic of the head (the first and middle name can be put in the form of initials).
  • Then all the same from the applicant is indicated.
  • Then, in the middle of the document, write the word "Statement" and put a full stop.

The main part of the application for financial assistance

The second part of the statement includes its own text.
The request is described here, which should start with the wording: "Please provide me with financial assistance"... Then you need to clearly indicate the reason why such a need arose, but this must be done succinctly and clearly - in one or two sentences (for example, in connection with the upcoming wedding on September 14, 2016). And after that, it is necessary to set the amount that it is desirable to receive in the form of material assistance (in numbers and in words).

After writing the text of the application, the document must be certified with a signature (with a decryption), and also put the date of its filling.

After writing the application

After the application is completed, it must be given either to the secretary of the organization, or to the personnel department, or to the accounting department, along with all the papers confirming the request for financial support. Responsible persons will transfer it to the director of the company for consideration, and in case of a positive decision, he will put his resolution and signature on the petition. If the employer decides to issue the amount in full, then on the application he will write something like: “issue in full”, if it is decided to help partially, then in his resolution he will clearly indicate the amount that the applicant will receive.

Then the document goes to the personnel department, where an order for the issuance of material aid is written, which is also then signed by the head of the organization, and finally, the applicant, after all these stages, can receive the amount allowed for issuance at the cash desk.

It is important to note one point: the financial assistance to the employee of the organization from the management is a free act, that is, it does not imply any further reimbursement and compensation or deduction from the employee's salary.

Also, it is not subject to accounting when calculating personal income tax (but only if its size fits within the framework allowed by the law of the Russian Federation - for given year this is 4,000 rubles, everything above this amount is already taken into account in taxation).

Application for financial assistance in connection with the death of a relative

Grief that has come to a family not only emotionally affects all relatives, but, as a rule, breaks through a significant gap in the budget. An employer, by caring for staff, can provide a little financial help to a bereaved employee. At the same time, the funds are paid from the organization's profit fund, these expenses have tax benefits.

To do this, in the local regulations of the organization, such a possibility and its regulations must be spelled out. For this, a special Regulation can be created or the relevant information must be contained in a labor or collective agreement. Usually, not only the employee who has lost a loved one has the right to such a payment, but, on the contrary, his relatives, if the employee himself died.

The first document required for calculating this type of material assistance is the employee's request, drawn up in the form of an application. In addition to the request for a one-time financial support itself, the text must indicate:

  • Full name of the head (general director);
  • all employee data (position and full name);
  • degree of relationship with the deceased (close relatives, in connection with whose death financial aid, are brothers and sisters, children or parents of the employee);
  • you can indicate the amount that the employer is asking for (it cannot be more than two months' salary);
  • a list of documents confirming kinship and death, attached to the application;
  • date, list with decoding.

ATTENTION! It does not matter whether the amount of assistance is indicated in the application, in any case, the manager enters it in the Order, on the basis of which it will be credited.

Application for financial assistance for vacation

Financial assistance paid in connection with the vacation can be called differently in local regulations: vacation pay, allowance, vacation bonus, "health-improving", etc. Its essence in the tax plan depends on how exactly this lump-sum payment is formalized by the employer - as social or as labor.

Most often, such a payment is considered simply as material assistance, the amount of which is fixed for all employees, and it does not matter how qualified they are and how well they worked during the pre-vacation period.

But it is also possible to "tie" the amount of vacation assistance and its very fact to the results of the performance of the labor function. In this case, the procedure for calculating the size should be clearly spelled out in special local acts... Typically, this is a percentage of the salary that is paid in the absence of disciplinary complaints.

If all employees receive payments for vacation without fail, each of them does not have to write an application, but this practice is usually adopted in companies for confirmation in the accounting department. It is also worth writing a statement if it is not about the next vacation according to the schedule, but about the rest at an unaccounted time. This paper must be submitted in advance, because the payment must be made before the vacation begins.

The application form is quite free, but it must contain the following mandatory components:

  • Full name of the director;
  • employee personal data;
  • start and end dates of the vacation period;
  • the basis for the provision of assistance (collective agreement, labor contract, Regulation on vacation pay, etc.);
  • the usual completion of the application is date and signature.

Application for financial assistance in connection with treatment, surgery

An employer who values his employees, of his own free will or their request, can financially help them if they need funds for treatment or operation.

The law of the Russian Federation does not limit the amount of compensation for funds spent on treatment, the only limit is related to the amount that is not taxed and contributions to social funds - the amount of such assistance should not exceed 4,000 rubles. per year for 1 person. In any case, the decision on the authorization of the payment, as well as on the amount, is made by the employer.

Since this assistance is of an individual nature, it is not included in the employee compensation system. It is paid from the fund of profits or unused funds for expenses.

An employee statement is required to provide this assistance. In it, in addition to the usual details - "caps", the name of the document, requests for material assistance - you need to indicate an event due to which the employee urgently needs funds or compensation for expenses. There is no need to go into details describing the diagnosis and expenses, this information is provided in the documents attached to the application.

The decision on the appointment of payment or refusal remains with the head. In case of a positive decision, an order is issued and funds are credited.

Application for financial assistance in connection with a difficult life situation

The employer has the right to provide material support to employees in any ups and downs of life, although he is not obliged to do so. His goodwill should be reflected in the local documentation of the organization: the law allows you to determine the parameters of such assistance independently, the main thing is not to contradict the Labor and Tax Code of the Russian Federation. What the employer and employee should remember in connection with material support:

  • the payment of assistance cannot be permanent, this payment is a one-time and individual nature;
  • excess of the amount of 4000 rubles. per year leads to a mandatory deduction of interest from it to social funds;
  • the amount payable is determined solely by the employer and cannot be disputed.

The employer must be notified in writing of the difficulties in life that require financial support to overcome. The application is submitted to the name of the head of the organization. In it, you need to explain the reason for the request for help, supporting it with documentary evidence. The employer himself can offer help to the employee, but it is still better to write a statement.

The amount is calculated depending on the costs incurred to overcome the difficulties (they, of course, need to be confirmed).

It is considered difficult life situation, in which, as a result of low income, the vital functions of the employee or his family may be disrupted. The law refers to such circumstances:

  • the appearance of a dependent relative over 65 years old or the employee reaches this age;
  • difficulties in finding an able-bodied family member for work (assigning him the status of an unemployed);
  • the presence of small (minor) children or one child in the family;
  • disability of one of the family members.

Some employers allow not to describe difficulties in the application, limiting the applicant to the vague wording “due to a difficult financial situation”.

Application for financial assistance in connection with the birth of a child

One of the happiest, but also financially costly, events in the family of an employee is the birth of a long-awaited offspring. A caring employer has the right to share the joy and, to some extent, the costs of his employee.

Reasons for material support, among which may well be the birth of a baby, are listed in the relevant local regulatory act of the organization, for example, a collective agreement. Even if such a document is not adopted in the company, the law does not prohibit the employee from asking for financial help from his superiors, and the employer - to satisfy this request, as well as refuse.

You need to contact the employer by writing and submitting an application in his name, where you need to indicate the reason for providing assistance and substantiate it with documents. The application form will be the standard accepted for the given company. The main thing to remember when submitting this document is the need to attach a copy of the child's birth certificate to it, this will become a documentary confirmation of this fact for accounting and management.

IMPORTANT! This is not a mandatory childbirth benefit. In addition to this legally defined payment, the employer can charge the happy father or mother an amount in excess of social guarantees.

The amount is determined by the employer, but the employee can indicate a specific figure in the application. The employee will receive it on the basis of the order signed by the manager.

Since 2016, the distribution of material assistance has been carried out on a quarterly basis. All students applying for payments must submit an application and a set of documents to the Department of Youth Affairs and educational work.

In 2015, the total amount of material assistance and social scholarships paid to students of the Russian New University (RosNOU) amounted to more than 4 million rubles.

Natalya Vladimirovna Butorova, Head of the Department for Youth Affairs and Educational Work of RosNOU, spoke about how university students receive financial assistance.

Natalya Vladimirovna, who can apply for financial assistance?

Material assistance from funds allocated by the state can only be received by students studying on a budget and on a full-time basis. The distribution of financial assistance occurs throughout the year, but a student can apply for it no more than twice a calendar year (except in special cases).

In RosNOU, financial assistance is received by students from low-income, single-parent families and large families, orphans, disabled people, students brought up in families affected by the impact of the disaster on Chernobyl nuclear power plant, students who underwent treatment in sanatoriums, students who got married (if no more than three months have passed since the registration of the marriage), and so on - there are a lot of categories.

In addition, nonresident students registered in settlements located more than 1000 kilometers from Moscow, can apply for compensation for the cost of travel home (on holidays and holidays).

Order on approval of the Regulation on material assistance and other forms of social support for students and postgraduates full-time training of ANO VO "Russian new university» (.)

How is material aid distributed?

The RosNOU Student Council makes a decision on the distribution of funds and submits it to a meeting of the university scholarship commission, whose protocol is the basis for issuing an order to provide social support to students. The commission now includes employees of the Department of Youth Affairs and Educational Work and eight representatives of the university's student activists.

Can pay students qualify for financial aid?

Yes, they can also apply for material support, but for such applications the procedure is fundamentally different - they are considered by the rector personally. If the request is satisfied, the payment is made from the off-budget funds of RosNOU. As a rule, this happens when any extraordinary circumstances occur.

What is the amount of payment of material assistance?

There is no standard amount that is paid to everyone. The amount of the payment depends on the reason for the assignment of material assistance. The maximum amount of a lump sum payment in 2015 was 50,000 rubles: she was assigned to a student who became an orphan and took custody of her underage brother.

What documents do I need to provide in order to receive financial assistance?

First of all, this is a certificate of the composition of the family. The rest of the set of documents will depend on the reason for which the student needs financial assistance.

Interviewed by Denis Trutnev

Each accredited university receives huge sums from the state budget, which it is obliged to pay to all students. The educational institution divides the funds into several parts: for academic scholarships, for increased and personal scholarships for special merits and on a budget for financial aid to students. For example, the HSE provides orphans with a scholarship of 10,000 rubles, and students from other categories - 3,177 rubles. In addition to financial payments, students from some categories (for example, orphans) can apply for free meals and accommodation in a hostel, compensation for travel expenses, the provision of free books, stationery, etc.

By law, social stipend payments must continue even if a student or student goes on academic leave, maternity leave, or childcare up to three years of age.

Excellent and good students can apply for an increased social scholarship

Increased social scholarship

Who can get: first-year students eligible for a state social scholarship and showing excellent academic performance.

Conditions for receiving: the highest social scholarship is usually given to students enrolled in undergraduate programs (1st-2nd year), provided they study without Cs. In senior years, in most cases, there are no allowances for good academic performance or they are significantly reduced.

The documents: in addition to a certificate from the social security and other documents confirming the right to a social scholarship, the student will need to provide copies of the grade book certified by the dean's office for the required period (semester or year), copies of published works, information about scientific and social work.

Dimensions: the increased social stipend should increase the student's income to the subsistence level. Thus, taking into account the received social and academic scholarships, you can count on an increase of at least 6,307 rubles. Some universities establish gradation of payments depending on the course of the scholarship holder and his social situation. For example, at the Moscow State Technical University. Bauman, the increased social stipend for orphans, invalids and war veterans in the 1st and 2nd year is 12,800 rubles, and for other groups of students receiving state social assistance - 8,800 rubles. For graduate students, an increased social scholarship at the same university is calculated in relation to the basic academic scholarship (multiplied by 1.5).

One-time financial assistance

Who can get: students in difficult financial or life situations.

Conditions for receiving: one-time financial assistance to a student can be credited:

  • in the event of the death of one of the parents or a close relative;
  • at the birth of a child;
  • at the expense of an expensive medical assistance for yourself or close relatives;
  • at emergency situations(accident, loss of property due to fire, robbery, etc.).

The documents: In addition to the application for financial assistance, the student must provide the following supporting documents to the dean's office or scholarship council:

  • death certificate of a relative;
  • a pregnancy certificate or a child's birth certificate;
  • medical opinion on the need for expensive treatment or receipts confirming the purchase of expensive drugs;
  • a police certificate of theft;
  • certificate of income for the last six months, etc.

Dimensions: The amount of material aid payments to students is determined individually, depending on the situation and characteristics of the student, and usually ranges from 2 to 5, in some cases - up to 12 social scholarships.

Preferences and benefits for orphans and students left without parental care

Students left without parental care have the right not only to receive a social scholarship, but also to compensation for material costs arising from training (costs of books, clothing, travel, etc.). The amount of benefits is established by Federal legislation, but the regions have the right to assign additional preferences to students with this status. Individual universities have the same right, since part of the compensation is paid from their budget. To receive these preferences, a student must submit documents confirming the status of an orphan to the academic department or the scholarship council (see above). In addition to cash payments, students left without parental care have the right to an extraordinary check-in at a hostel and free accommodation.

According to the law, state support is provided to persons with the status of orphans only up to 18 years of age. However, after entering the university, the right to preferences is extended to 23 years.

Compensation type

In addition to the usual social scholarships and material assistance, some universities provide additional programs helping low-income students... For example, at Moscow State University, students who are in the database of needy students can expect payments in the amount of 7,200 rubles. within six months. At MEPhI, well-performing students from low-income families can apply for a scholarship from the Abramov-Frolov charitable foundation in the amount of 12,000 rubles. (about 15 scholarships are allocated to the faculty).

Gifted students can also receive a Five-Plus program scholarship from the Sozidanie charitable foundation in the amount of RUB 3,500. The scholarship is provided on a competitive basis to students with excellent academic performance who have shown good success in various competitions and olympiads, sports competitions, and scientific activities.

Please note that the social scholarship does not exclude the student receiving other payments, grants and benefits. In particular, as a recipient of a social scholarship, with excellent academic performance and active participation in scientific, social and sports life, you can also receive:

  • academic scholarship(from 1,400 rubles, depending on the university);
  • increased academic scholarship (from 6,000 rubles in Moscow);
  • allowances for active participation in creative, social and sports events (1,000-8,000 rubles, depending on the university);
  • RF Government scholarship (1,440 rubles);
  • scholarship of the President of the Russian Federation (2,200 rubles);
  • personal scholarship of the Ministry of Education (400-2,000 rubles);
  • personal scholarships from regional authorities (for example, a personal scholarship from the Moscow Government - 6,500 rubles);
  • scholarships established by various foundations, public organizations, companies and individuals (for example, a scholarship from the TeleTrade group of companies - 10,000 rubles, the Potanin Foundation - 15,000 rubles, BP - 20,000 rubles).

Finally, we note that the administration of universities does not always take the initiative to notify students about the benefits and scholarships that they are entitled to by law and internal rules. The reasons for receiving financial assistance from students can be very different, so you should not give up the opportunity to improve your financial situation, because for this it is enough to choose Required documents and show some persistence in asserting their rights.
