From June 16 to June 18, 2016, the IV Forum of the Union of Russian Cities "Best Municipal Practices" was held in the capital of the Republic of Bashkortostan, which for the first time received international status in Ufa. The forum was organized by the Union of Russian Cities and the Administration of the Ufa city district of the Republic of Bashkortostan with the support of the Head of the Republic of Bashkortostan Rustem Zakievich Khamitov, the Government of the Republic of Bashkortostan, as well as representatives of federal ministries and departments. Ildar Finatovich Khasanov, Deputy Head of the Administration of the Civil Defense of Ufa, spoke about the main results of the event at a regular operational meeting in the municipality.

The Union of Russian Cities is one of the oldest public organizations in Russia, it includes 91 municipalities Russian Federation. It was created in March 1991 on the initiative of 65 Russian cities.


All-Russian Council local government summed up the competition of the best municipal practices in which almost all regions of the Russian Federation took part.

Our republic has become one of the most active participants in the Competition. In total, more than 30 applications were sent to Moscow from the Republic of Bashkortostan.

On May 27, 2016, on the eve of the tenth anniversary of the All-Russian Council of Local Self-Government, the II All-Russian action "International Neighbors Day" is planned to be held in the Russian Federation.
Last year, over 130,000 residents from 75 regions of Russia took part in the action. Given the high public interest, a large number of participants and attention from the media, it was decided to hold " international day neighbors” this year as well.

Currently, regional organizing committees are being formed, and already in 42 constituent entities of the Russian Federation preparatory work to holding cultural events in courtyards and city parks. More than 3,000,000 residents from most regions of the country are expected to participate.


On April 20, on the eve of Local Self-Government Day, a joint meeting of the Councils for Local Self-Government under the Federation Council and under the Chairman of the State Duma was held in the Federation Council on the topic “Local self-government in the Russian Federation: issues of legislative support and law enforcement practice”.

The meeting was chaired by Chairman of the Federation Council Valentina Matviyenko and Deputy Chairman of the State Duma Vladimir Vasiliev.

Members of the Federation Council, deputies of the State Duma, representatives of regional executive authorities, representatives of relevant ministries and departments, deputies of legislative bodies of constituent entities of the Russian Federation, representatives of local governments, public organizations, TPS bodies, initiative groups of citizens, and the scientific community were invited to the event. In total, more than three hundred people took part in the meeting.


On April 7, the Council of the Federation hosted a meeting of the commission of the All-Russian Competition of the best municipal practices, which was chaired by the chairman of the commission, Chairman of the Supreme Council of Ministers Dmitry Azarov.

For this meeting, each expert group selected 5-8 practitioners who scored maximum amount scores that differ in effectiveness and originality, to the greatest extent corresponding to the key criterion of the competition - the involvement of citizens in local self-government.

VSMS invites active citizens to determine the winners of the competition. Information about the finalists will be posted on the WCMC website. Each visitor to the site will be able to vote for any practice they like. According to the HCMC, supported by the competition commission, the popular vote factor will be an important confirmation of the involvement of citizens in the implementation of the practice.


On March 18, Irek Yalalov, head of the Administration of the city district of Ufa, took part in a joint meeting of the Federation Council Committee on Federal Structure, Regional Policy, Local Self-Government and Affairs of the North and the Union of Russian Cities "The experience of Russian cities in solving problems of territorial development", dedicated to the 25th anniversary of the Union . The meeting was chaired by Galina Karelova, Deputy Chairman of the Federation Council of the Federal Assembly of the Russian Federation.

Deputies of the State Duma, members of the Civic Chamber of the Russian Federation, representatives of federal ministries and departments, experts were invited to the event. One of the main tasks of the joint activities of the Committee and the Union is to strengthen the economic foundations of local self-government, as well as to develop priorities and mechanisms for strategic development municipalities.

In our opinion, initially the task can and should be set somewhat broader than it is defined in the ASI - with the wording for small and medium-sized businesses. When studying (and further implementing) the best domestic municipal management practices, we focused not only on the SME sector and interaction with it - we planned work to improve and develop the investment climate as a whole.

The Government of the Russian Federation decides:

2. Establish that the implementation of the functions provided for by this resolution is carried out by the relevant federal executive bodies within the established maximum number of employees, as well as budget allocations provided for by these bodies in the federal budget for leadership and management in the field of established functions.

3. 1. These Regulations define the procedure for organizing and holding the All-Russian competition "Best Municipal Practice" (hereinafter referred to as the competition), as well as the procedure for providing the budgets of the constituent entities of the Russian Federation, on whose territory the municipalities - winners of the competition are located, from the federal budget for awarding the winners of the competition with other interbudget transfers for their provision to local budgets (hereinafter referred to as other interbudgetary transfers).

2. The competition is organized and held annually in order to identify, encourage and disseminate the use of examples of best practice in the activities of local governments in organizing municipal government and solving issues of local importance of municipalities (hereinafter referred to as the best municipal practice). The competition consists of regional and federal stages, held sequentially.

3. The competition is held in the following nominations, reflecting the practice of organizing municipal government and solving issues of local importance of municipalities (hereinafter referred to as the nominations of the competition):

a) urban planning policy, ensuring a favorable environment for the life of the population and the development of housing and communal services;

b) municipal economic policy and management of municipal finances;

c) ensuring effective "feedback" with residents of municipalities, development of territorial public self-government and involvement of citizens in the implementation (participation in the implementation) of local self-government in other forms;

4. Urban districts (urban districts with intra-urban division), urban and rural settlements distributed among the following categories of participants in the tender are entitled to participate in the competition:

The regional stage of the competition is held in accordance with the legal acts of the constituent entities of the Russian Federation in order to identify and select examples of the best municipal practice in each of the constituent entities of the Russian Federation for the subsequent federal stage of the competition.

Competitive applications of municipalities, prepared taking into account the methods and forms provided for in paragraph 9 of this Regulation, are submitted to the federal competition commission for organizing and holding the All-Russian Competition "Best Municipal Practice" (hereinafter referred to as the commission) before July 20.

6. The competitive bid of a municipal formation may be rejected at any stage of the competition if it is submitted with a violation of the established deadlines, is executed in violation of the requirements, is incomplete, and also if false and (or) invalid information is indicated in it. Determination of the unreliability and (or) invalidity of the information specified in the application is carried out on the basis of identifying inconsistencies between such information, significant inaccuracies and errors in calculations, inconsistencies with state statistics or other official data, as well as on the basis of expert opinions of at least one third members of the relevant subcommittee of the commission.

7. The commission or its subcommittees determine the number of competitive applications of municipalities submitted to the commission from each subject of the Russian Federation for each nomination of the competition and category of participants in the competition, which are provided for in paragraphs 3 and these Regulations.

8. The Commission may provide for the possibility of accepting for consideration competitive applications of municipalities that have not become winners regional stage the competition or those who did not participate in it, but the practice of local self-government bodies, based on the recommendation of the Association "Unified All-Russian Association of Municipalities (Congress)" or the All-Russian Public Organization "All-Russian Council of Local Self-Government", can be recognized as the best in the subject of the Russian Federation. In this case, each of these organizations has the right to recommend to the commission no later than August 1, no more than 3 competitive applications of municipalities from each subject of the Russian Federation.

9. The methodology for evaluating competitive applications of municipalities and the form of a competitive application of a municipality are approved in the following nominations of the competition:

a) urban planning policy, ensuring a favorable environment for the life of the population and the development of housing and communal services - by the Ministry of Construction and Housing and Communal Services of the Russian Federation;

b) municipal economic policy and management of municipal finances - by the Ministry of Economic Development of the Russian Federation in agreement with the Ministry of Finance of the Russian Federation;

c) ensuring effective "feedback" with residents of municipalities, development of territorial public self-government and involvement of citizens in the implementation (participation in the implementation) of local self-government in other forms - by the Ministry of Justice of the Russian Federation;

10. The federal executive authorities specified in paragraph 9 of these Regulations, in accordance with the distribution of competition nominations between them, form subcommittees for holding the federal stage of the competition, which:

a) carry out organizational and technical support for the activities of the commission;

12. The chairman of the commission is the Deputy Chairman of the Government of the Russian Federation, who coordinates, in accordance with the distribution of responsibilities, the implementation public policy in the field of socio-economic development of municipalities.

The chairman of the commission, on the proposal of the Ministry of Justice of the Russian Federation, approves its rules and composition.

The composition of the commission is formed taking into account the proposals of the federal executive authorities specified in paragraph 9 of this Regulation, other interested federal executive authorities, the Association "Unified All-Russian Association of Municipalities (Congress)", the All-Russian Public Organization "All-Russian Council of Local Self-Government" and other interested organizations . These proposals must contain, among other things, nominations of independent experts. The number of representatives of the said federal executive bodies may not exceed half of the composition of the commission.

14. Information on the organization and conduct of the competition, including the methodology for evaluating competitive bids of municipalities and the form of competitive bids of municipalities, is posted on the official websites of the federal executive authorities specified in paragraph 9 of these Regulations, in the information and telecommunication network "Internet" (hereinafter - network "Internet") and is provided to the Association "Unified All-Russian Association of Municipalities (Congress)" and the All-Russian Public Organization "All-Russian Council of Local Self-Government" to enable them to post the specified information on their websites on the Internet.

15. The commission, in accordance with the methodology for evaluating competitive bids of municipalities for each nomination of the competition, determines, by October 1, municipalities, the competitive materials of which reflect examples of the best municipal practice in the relevant nominations of the competition.

The commission determines 3 winners of the competition in the relevant nominations of the competition and categories of participants in the competition, among which the first-third places of the winners of the competition are distributed.

Cases in which the summing up of the competition is not carried out or a smaller number of places of the winners of the competition is determined, are determined by the commission.

16. The federal executive authorities referred to in paragraph 9 of these Regulations are entitled, in accordance with the legislation of the Russian Federation on the contract system in the field of procurement of goods, works, services to meet state and municipal needs, to determine the supplier (contractor, performer) to perform the functions of organizational - technical support for the activities of the commission, development of a methodology for evaluating competitive applications of municipalities, processing and preliminary consideration of materials submitted to the commission, as well as for conducting solemn ceremony, production of diplomas and other items awarded to municipalities.

21. Provision of other interbudgetary transfers to the budgets of the constituent entities of the Russian Federation, on whose territory the winners of the competition are located, is carried out in accordance with the consolidated budget breakdown of the federal budget for the corresponding financial year and planning period within the limits of budget obligations approved by the Ministry of Justice of the Russian Federation for the purpose specified in paragraph 1 of this Regulation.

The distribution of other interbudgetary transfers between the budgets of the subjects of the Russian Federation is approved by the Government of the Russian Federation.

The Ministry of Justice of the Russian Federation, no later than 7 working days after the Government of the Russian Federation approves the distribution of other interbudgetary transfers, transfers other interbudgetary transfers to accounts opened by the territorial bodies of the Federal Treasury to record revenues and their distribution between the budgets of the budgetary system of the Russian Federation, for subsequent transfer in the prescribed manner to the budgets of the subjects of the Russian Federation.

Authorized executive authorities of the constituent entities of the Russian Federation, no later than the 3rd working day from the date of receipt from the territorial bodies of the Federal Treasury of information on the receipt of other interbudgetary transfers to the budgets of the corresponding constituent entities of the Russian Federation, transfer through the specified accounts other interbudgetary transfers to the corresponding local budgets in the prescribed manner.

22. The balance of other interbudgetary transfers not used as of January 1 of the current financial year is subject to return to the federal budget by the authorities state power constituent entities of the Russian Federation (to the budget of a constituent entity of the Russian Federation - by local governments), to which sources of budget revenues of the constituent entity of the Russian Federation (local budget) are assigned in accordance with the established procedure for the return of balances of interbudgetary transfers, in accordance with the requirements established by the budget legislation of the Russian Federation.

If the unused balance of other interbudgetary transfers is not transferred to the federal budget, these funds are subject to collection to the federal budget in the manner established by the Ministry of Finance of the Russian Federation.

24. The presentation of diplomas of the Government of the Russian Federation to the winners of the competition is carried out in a solemn atmosphere by the commission and (or) on its behalf by the relevant federal executive body specified in clause 9 of these Regulations, in accordance with the distribution of competition nominations.

26. Examples of the best municipal practice are published in the relevant collections, the preparation of which is carried out by the federal executive authorities specified in paragraph 9 of these Regulations, in accordance with the distribution of competition nominations and posted on the Internet.

The Association "Unified All-Russian Association of Municipalities (Congress)", councils of municipalities of the constituent entities of the Russian Federation, the All-Russian public organization"All-Russian Council of Local Self-Government" and other organizations whose representatives are members of the commission.

27. Information on the placement of collections of examples of best municipal practice on the Internet is brought to the attention of the executive authorities of the constituent entities of the Russian Federation by the federal executive authorities specified in clause 9 of these Regulations, in accordance with the distribution of competition nominations, to assist in the dissemination of examples of the best municipal practices among the municipalities of the respective subjects of the Russian Federation.

Vitaly Mutko, Deputy Prime Minister of the Russian Federation, held a meeting of the federal competition commission for organizing and holding the All-Russian Competition “Best Municipal Practice”. Urban districts (urban districts with intracity division), urban and rural settlements take part in the competition. This competition helps to generalize and disseminate the most successful experience of municipal government.

Vitaliy Mutko stressed the importance of holding this competition annually to create additional incentives for the socio-economic development of districts and municipalities and called on the organizers to increase the number of applications from participants, stimulate regions and popularize participation in the competition by local governments. “We must intensify development throughout the country so that any person anywhere in Russia lives in comfortable and decent conditions. I would like to see more participants in the competition next year. For this, it is necessary to develop educational programs and encourage municipalities to participate in them,” the vice-premier noted.

According to the results of the next competition, prize-winning places were awarded to the cities of Anapa, Novorossiysk, Kaluga. For the first time, the nomination “Strengthening interethnic peace and harmony, implementing other measures in the field of national policy at the municipal level” was introduced. Government of the Russian Federation

decides:

1. To approve the attached Regulations on the All-Russian competition "Best Municipal Practice".

2. Establish that the implementation of the functions provided for by this resolution is carried out by the relevant federal executive bodies within the established maximum number of employees, as well as budget allocations provided for by these bodies in the federal budget for leadership and management in the field of established functions.

3. The Ministry of Construction and Housing and Communal Services of the Russian Federation, the Ministry of Finance of the Russian Federation, the Ministry of Economic Development of the Russian Federation with the participation of the Association "Unified All-Russian Association of Municipalities (Congress)" and the All-Russian Public Organization "All-Russian Council of Local Self-Government" submit to the Ministry of Justice of the Russian Federation within 30 days of proposals on the composition of the federal competition commission for organizing and holding the All-Russian competition "Best Municipal Practice" (hereinafter referred to as the competition).

4. Establish that the budgets of the constituent entities of the Russian Federation, on the territory of which the municipal formations that are the winners of the tender are located, are provided from the federal budget for bonuses to the winners of the tender, other interbudgetary transfers for their provision to local budgets within the budgetary allocations provided for these purposes in the federal budget for the corresponding fiscal year.

5. The Ministry of Construction and Housing and Communal Services of the Russian Federation, the Ministry of Justice of the Russian Federation and the Ministry of Economic Development of the Russian Federation shall approve, by December 1, 2016, the relevant form of competitive applications of municipalities and the methodology for evaluating competitive applications of municipalities.

6. Recommend to the highest executive bodies of state power of the constituent entities of the Russian Federation:

take part in the organization and conduct of the competition in accordance with the Regulations approved by this resolution;

promote the dissemination among municipalities of information about the competition and examples of best practice in the activities of local governments.

Regulations on the All-Russian competition "Best Municipal Practice"

1. These Regulations define the procedure for organizing and holding the All-Russian competition "Best Municipal Practice" (hereinafter referred to as the competition), as well as the procedure for providing the budgets of the constituent entities of the Russian Federation, on whose territory the municipalities - winners of the competition are located, from the federal budget for awarding the winners of the competition with other interbudget transfers for their provision to local budgets (hereinafter referred to as other interbudgetary transfers).

2. The competition is organized and held annually in order to identify, encourage and disseminate the use of examples of best practice in the activities of local governments in organizing municipal government and solving issues of local importance of municipalities (hereinafter referred to as the best municipal practice). The competition consists of regional and federal stages, held sequentially.

3. The competition is held in the following nominations, reflecting the practice of organizing municipal government and solving issues of local importance of municipalities (hereinafter referred to as the nominations of the competition):

a) urban planning policy, ensuring a favorable environment for the life of the population and the development of housing and communal services;

b) municipal economic policy and management of municipal finances;

c) ensuring effective "feedback" with residents of municipalities, development of territorial public self-government and involvement of citizens in the implementation (participation in the implementation) of local self-government in other forms;

d) strengthening interethnic peace and harmony, the implementation of other measures in the field of national policy at the municipal level.

4. Urban districts (urban districts with intra-urban division), urban and rural settlements distributed among the following categories of participants in the tender are entitled to participate in the competition:

The regional stage of the competition is held in accordance with the legal acts of the constituent entities of the Russian Federation in order to identify and select examples of the best municipal practice in each of the constituent entities of the Russian Federation for the subsequent federal stage of the competition.

Competitive bids of municipalities, prepared taking into account the methodology and form provided for in paragraph 9 of this Regulation, are submitted to the federal competition commission for organizing and holding the All-Russian Competition "Best Municipal Practice" (hereinafter referred to as the commission) before July 20.

6. The competitive bid of a municipal formation may be rejected at any stage of the competition if it is submitted with a violation of the established deadlines, is executed in violation of the requirements, is incomplete, and also if false and (or) invalid information is indicated in it. Determination of the unreliability and (or) invalidity of the information specified in the application is carried out on the basis of identifying inconsistencies between such information, significant inaccuracies and errors in calculations, inconsistencies with state statistics or other official data, as well as on the basis of expert opinions of at least one third members of the relevant subcommittee of the commission.

7. The commission or its subcommittees determine the number of competitive applications of municipalities submitted to the commission from each subject of the Russian Federation for each nomination of the competition and category of participants in the competition, which are provided for in paragraphs 3 and 4 of these Regulations.

8. The Commission may provide for the possibility of accepting for consideration competitive applications of municipalities that did not become winners of the regional stage of the competition or did not participate in it, but the practice of local governments of which, based on the recommendation of the Association "Unified All-Russian Association of Municipalities (Congress)" or the All-Russian public organization "All-Russian Council of Local Self-Government" can be recognized as the best in the subject of the Russian Federation. In this case, each of these organizations has the right to recommend to the commission no later than August 1, no more than 3 competitive applications of municipalities from each subject of the Russian Federation.

9. The methodology for evaluating competitive applications of municipalities and the form of a competitive application of a municipality are approved in the following nominations of the competition:

a) urban planning policy, ensuring a favorable environment for the life of the population and the development of housing and communal services - by the Ministry of Construction and Housing and Communal Services of the Russian Federation;

b) municipal economic policy and management of municipal finances - by the Ministry of Economic Development of the Russian Federation in agreement with the Ministry of Finance of the Russian Federation;

c) ensuring effective "feedback" with residents of municipalities, development of territorial public self-government and involvement of citizens in the implementation (participation in the implementation) of local self-government in other forms - by the Ministry of Justice of the Russian Federation;

d) strengthening interethnic peace and harmony, the implementation of other measures in the field of national policy at the municipal level - by the Federal Agency for Nationalities.

10. The federal executive authorities specified in paragraph 9 of these Regulations, in accordance with the distribution of competition nominations between them, form subcommittees for holding the federal stage of the competition, which:

a) carry out organizational and technical support for the activities of the commission;

b) carry out the acceptance and consideration of competitive applications of municipalities submitted to the commission;

c) inform the highest executive bodies of state power of the subjects of the Russian Federation on the organization and conduct of the competition;

d) request information and receive explanations on the submitted competitive bids of municipalities;

e) make proposals to determine the winners of the competition in the nominations of the competition.

11. The main functions of the commission are:

a) determining the winners of the competition;

b) approval of the composition of its subcommittees and regulations on them;

c) approval in general of the draft methodology for evaluating competitive applications of municipalities for each nomination of the competition;

d) solving other issues of organizing and holding the competition.

12. The chairman of the commission is the Deputy Chairman of the Government of the Russian Federation, who coordinates, in accordance with the distribution of duties, the implementation of state policy in the field of socio-economic development of municipalities.

The chairman of the commission, on the proposal of the Ministry of Justice of the Russian Federation, approves its rules and composition.

The composition of the commission is formed taking into account the proposals of the federal executive authorities specified in paragraph 9 of this Regulation, other interested federal executive authorities, the Association "Unified All-Russian Association of Municipalities (Congress)", the All-Russian Public Organization "All-Russian Council of Local Self-Government" and other interested organizations . These proposals must contain, among other things, nominations of independent experts. The number of representatives of the said federal executive bodies may not exceed half of the composition of the commission.

13. Decisions of the commission on the issues specified in subparagraphs "a", "b" and "c" of paragraph 11 and in paragraph 20 of these Regulations are taken exclusively at its meeting, on other issues decisions of the commission may be made by its chairman.

14. Information on the organization and conduct of the competition, including the methodology for evaluating competitive bids of municipalities and the form of competitive bids of municipalities, is posted on the official websites of the federal executive authorities specified in paragraph 9 of these Regulations, in the information and telecommunication network "Internet" (hereinafter - network "Internet") and is provided to the Association "Unified All-Russian Association of Municipalities (Congress)" and the All-Russian Public Organization "All-Russian Council of Local Self-Government" to enable them to post the specified information on their websites on the Internet.

15. The commission, in accordance with the methodology for evaluating competitive bids of municipalities for each nomination of the competition, determines, by October 1, municipalities, the competitive materials of which reflect examples of the best municipal practice in the relevant nominations of the competition.

The commission determines 3 winners of the competition in the relevant nominations of the competition and categories of participants in the competition, among which the first - third places of the winners of the competition are distributed.

Cases in which the summing up of the competition is not carried out or a smaller number of places of the winners of the competition is determined, are determined by the commission.

16. The federal executive authorities referred to in paragraph 9 of these Regulations are entitled, in accordance with the legislation of the Russian Federation on the contract system in the field of procurement of goods, works, services to meet state and municipal needs, to determine the supplier (contractor, performer) to perform the functions of organizational - technical support for the activities of the commission, development of a methodology for evaluating competitive applications of municipalities, processing and preliminary consideration of materials submitted to the commission, as well as for holding a solemn ceremony, making diplomas and other items awarded to municipalities.

17. Summing up the results of the competition, determined in accordance with paragraph 15 of these Regulations, is formalized by the decision of the commission.

18. By decision of the Government of the Russian Federation, the winners of the competition are awarded diplomas of the Government of the Russian Federation and cash prizes.

19. The amount of the monetary award is determined by distributing the funds provided in the federal budget for awarding the winners of the competition, in the following proportions:

a) in the nominations of the competition - in equal shares;

20. In the event that the results of the competition were not summed up or a smaller number of places were determined for the winners of the competition, the redistribution of funds for their bonuses is carried out by decision of the commission.

21. Provision of other interbudgetary transfers to the budgets of the constituent entities of the Russian Federation, on whose territory the winners of the competition are located, is carried out in accordance with the consolidated budget breakdown of the federal budget for the corresponding financial year and planning period within the limits of budget obligations approved by the Ministry of Justice of the Russian Federation for the purpose specified in paragraph 1 of this Regulation.

The distribution of other interbudgetary transfers between the budgets of the subjects of the Russian Federation is approved by the Government of the Russian Federation.

The Ministry of Justice of the Russian Federation, no later than 7 working days after the Government of the Russian Federation approves the distribution of other interbudgetary transfers, transfers other interbudgetary transfers to accounts opened by the territorial bodies of the Federal Treasury to record revenues and their distribution between the budgets of the budgetary system of the Russian Federation, for subsequent transfer in the prescribed manner to the budgets of the subjects of the Russian Federation.

Authorized executive authorities of the constituent entities of the Russian Federation, no later than the 3rd working day from the date of receipt from the territorial bodies of the Federal Treasury of information on the receipt of other interbudgetary transfers to the budgets of the corresponding constituent entities of the Russian Federation, transfer through the specified accounts other interbudgetary transfers to the corresponding local budgets in the prescribed manner.

22. The balance of other interbudgetary transfers not used as of January 1 of the current financial year is subject to return to the federal budget by state authorities of the constituent entities of the Russian Federation (to the budget of a constituent entity of the Russian Federation - by local governments), which, in accordance with the established procedure, are assigned sources of budget revenues of the constituent entity of the Russian Federation ( local budget) for the return of balances of interbudgetary transfers, in accordance with the requirements established by the budgetary legislation of the Russian Federation.

If the unused balance of other interbudgetary transfers is not transferred to the federal budget, these funds are subject to collection to the federal budget in the manner established by the Ministry of Finance of the Russian Federation.

23. Federal executive authorities, whose representatives are members of the commission, have the right to establish and apply their own measures of non-material incentives for municipalities participating in the federal stage of the competition.

24. The presentation of diplomas of the Government of the Russian Federation to the winners of the competition is carried out in a solemn atmosphere by the commission and (or) on its behalf by the relevant federal executive body specified in clause 9 of these Regulations, in accordance with the distribution of competition nominations.

25. Generalization of the examples of best municipal practice identified as a result of the competition is carried out by the federal executive authorities specified in clause 9 of these Regulations, in accordance with the distribution of competition nominations.

26. Examples of the best municipal practice are published in the relevant collections, the preparation of which is carried out by the federal executive authorities specified in paragraph 9 of these Regulations, in accordance with the distribution of competition nominations and posted on the Internet.

The Association "Unified All-Russian Association of Municipalities (Congress)", councils of municipalities of the constituent entities of the Russian Federation, the All-Russian public organization "All-Russian Council of Local Self-Government" have the right to participate in the activities of summarizing examples of the best municipal practice, preparing relevant collections and posting them on the Internet and other organizations whose representatives are members of the commission.

27. Information on the placement of collections of examples of best municipal practice on the Internet is brought to the attention of the executive authorities of the constituent entities of the Russian Federation by the federal executive authorities specified in clause 9 of these Regulations, in accordance with the distribution of competition nominations, to assist in the dissemination of examples of the best municipal practices among the municipalities of the respective subjects of the Russian Federation.
