1. To approve the attached procedure for conducting a competition for the distribution of control numbers of admission of citizens by professions, specialties and areas of training for training on the public accreditation of educational programs of secondary vocational and higher education at the expense of the federal budget budget allocations.

2. 1. This procedure determines the rules and timing of the competition for the distribution of organizations engaged in educational activities, control numbers of admission of citizens by professions, specialties and areas of training for training on public accreditation educational programs of secondary vocational and higher education at the expense of budget allocations of the federal budget (hereinafter Accordingly, the competition, educational organizations, reception control numbers).

2. The competition is carried out by the Ministry of Education and Science of the Russian Federation by distributing and establishing control numbers of admission for each profession, specialty and preparation directions with full-time, part-time and correspondence form Learning to organizations engaged in educational activities on having state accreditation of educational programs of secondary vocational and higher education:

a) by professions of secondary vocational education (for training on educational training programs for qualified workers, employees) and specialties of secondary vocational education (for educational programs for the training of middle-level specialists and educational programs of secondary vocational education, integrated with the main educational programs of the main and medium general Education) at the federal level;

b) in the areas of training of higher education (for training under the educational programs of undergraduate, the magistracy, training of scientific and pedagogical personnel in graduate school (adjuncture), the redeference and an internship assistant) and the specialties of higher education (for training in educational programs of the specialist) at the level of the constituent entities of the Russian Federation and (or) at the federal level.

The volume of control numbers of admission in the specialties and directions for the preparation of higher education distributed under the competition at the level of constituent entities of the Russian Federation and at the federal level is determined taking into account the regional and sectoral needs of the economy in qualified personnel.

When conducting a competition at the level of constituent entities of the Russian Federation and at the federal level, the volume of control numbers of admission distributed during the competition for each subject of the Russian Federation and the volume of control numbers of admission distributed during the federal competition are established.

3. The Ministry of Education and Science of the Russian Federation at least 30 days before the day of opening envelopes with applications publishes on its official website on the Internet Announcement of the Competition, which indicates:

a) the subject of the competition;

b) requirements for participants in the competition;

c) the volume of control digits of admission to the appropriate professions and specialties of secondary professional and (or) areas of training and specialties of higher education established during the competition;

d) the minimum number of receiving control numbers, which can be established according to the results of the competition of the educational organization according to the respective professions, specialties and preparation areas;

e) the date and place of the start of submission of applications;

e) requirements for the content and design of the application;

g) the date and time of the end of acceptance of applications and opening envelopes with applications;

h) procedure for consideration of applications;

and) procedure for assessing applications;

k) Date of announcement of the results of the competition.

4. Conducting a competitive selection is carried out by the Ministry of Education and Science of the Russian Federation by the Competition Commission on the basis of applications filed by educational organizations *.

5. Application of the educational organization must contain:

a) the name of the educational organization, information about the organizational and legal form, location and postal address;

b) Proposals of the educational organization to establish control digits of admission. When applying for participation in the competition for the distribution of control numbers of admission to the areas of preparation and specialties of higher education, conducted at the level of constituent entities of the Russian Federation and at the federal level, the application indicates proposals to establish control numbers of admission separately on the relevant subjects of the Russian Federation and at the federal level ;

c) information on the availability of a license for educational activities in the educational organization for the relevant professions, specialties and preparation areas;

d) information on the availability of state accreditation in educational programs for the relevant professions, specialties and areas of preparation;

e) the values \u200b\u200bof the performance of educational organizations evaluated in the process of conducting competitive selection.

6. Control figures of admission based on the results of the competition are established by educational organizations only by professions, specialties and areas of preparation specified in the application to the license to carry out educational activities and in the annex to the certificate of state accreditation of the educational organization.

In identifying the Competition Commission in the application of the educational organization of proposals for the establishment of control numbers of admission by professions, specialties and areas of preparation not specified in the Annex to the license for the implementation of educational activities and (or) in the annex to the certificate of state accreditation of an educational organization, such an application is not allowed To participate in the competition for the relevant professions, specialties and areas of preparation, and the reception control numbers are not established.

7. Conducting a competitive selection for the establishment of control numbers of admission in the specialties and areas of training of higher education is carried out in accordance with the following indicators of the activities of educational organizations for the year preceding the year in which the competition is held (with the exception of the indicators provided for by subparagraphs "A", B " , "g", "d" and "to" present item):

e) the expenditures of the educational organization for scientific and research developments according to the relevant field of science in the calculation per NPR, given to integer rates;

g) income of the educational organization from the implementation of research and development work in the calculation of one NPR, given to integer rates;

h) the proportion of contingent foreign studentslearning on educational programs of higher education;

i) revenues of the educational organization from all sources per NPR, given to integer rates;

k) the ratio of the number of dissertation for the number of graduate students (adjunctures) for the two years preceding the year in which the competition is held;

l) the ratio of the number of adopted in graduate school (adjuncture), the internship and an internship assistant to the previous year, in which the competition is held, receiving control figures;

m) the ratio of the average wages of the NPR in the educational organization to the average wage in the economy of the relevant subject of the Russian Federation;

n) the total area of \u200b\u200beducational and laboratory buildings (premises), which are on ownership and (or) in operational management, based on one student (the contingent);

oh) the possibility of educational organization to provide training with higher education for the security of the country and for enterprises of the defense and industrial complex, in the territory of closed administrative and territorial entities, as well as in direct geographic proximity to production centers in the specialties and areas of preparation;

8. Conducting a competitive selection for the establishment of control numbers of admission to professions and specialties of secondary vocational education is carried out in accordance with the following indicators of the activities of educational organizations for the year preceding the year in which the competition is held. (With the exception of the indicators provided for by subparagraphs "A", "G" and "F" of this paragraph):

a) the duration of implementation in the educational organization of educational programs on the respective professions and specialties (number of years);

b) the number of full-time pedagogical workers having scientific degree and / or scientific title, as well as the first and highest qualifying categories;

c) the total area of \u200b\u200beducational and laboratory buildings (premises) and sports facilities per student (reduced contingent);

d) the number of students who have become winners and prize All-Russian Olympiad professional skills, All-Russian and international sports competitions (for professions and specialties of physical education and sports ordeal) for the two years preceding the competition;

e) the number of units of educational and educational literature on all disciplines, interdisciplinary courses and professional modules of the main professional educational program per 100 students (reduced contingent);

e) the proportion of educational equipment for laboratory work and practical training Not older than 10 years in the total volume of such equipment;

9. The Competition Commission decides to establish control numbers of admission to educational organizations:

a) in the specialties and directions for the preparation of higher education depending on the values \u200b\u200bof the potential of educational organizations for each specialty and the direction of training, calculated in accordance with the methodology for conducting competitive selection and the criteria for making a decision on the establishment of control numbers of citizens reception in the specialties and areas of preparation for training with state accreditation educational programs of higher education at the expense of the budget allocations of the federal budget (Appendix No. 1 to this Procedure);

b) by professions and specialties of secondary vocational education, depending on the values \u200b\u200bof the potential of educational organizations for each profession and specialty, calculated in accordance with the methodology for conducting competitive selection and decision-making criteria for the establishment of control numbers of citizens receiving citizens by profession and specialties for learning from state Accreditation to educational programs of secondary vocational education at the expense of the budget allocations of the federal budget (Appendix No. 2 to this Procedure).

10. The Competition Commission leads the following protocols:

a) the protocol of the opening of envelopes, which must contain information about the place, date, time of opening envelopes with applications and a list of educational organizations that submitted applications for the Competition, to assign applications of ordinal numbers in the list of educational organizations;

b) the minutes of consideration of applications, which should contain information about educational organizations, the applications of which were considered, the decision to admit educational organizations to participate in the competition or to refuse to admit educational organizations to participate in the competition with a substantiation of such a decision;

c) the appraisal protocol and comparison of applications, which should contain information about educational organizations, the applications of which were allowed to participate in the competition, ranked on the basis of the results of the assessment and comparison of applications a list of educational organizations for each profession, specialty and preparation directions, information about the decision and On the establishment of control digits of admission.

11. The Competition Commission decides a simple majority of votes. With an equal number of votes, the voice of the chairperson at the meeting of the Competition Commission is decisive. Competition Commission is authorized to make a decision if there is at least half of the members of its composition at a meeting.

The protocol is signed by all those present members of the Competition Commission.

12. In case of refusal of an educational organization from the control numbers established by it, the Competition Commission for a three-day period from the date of receipt of such a refusal is a protocol on the refusal of established control numbers of admission. The protocol on the refusal of the established control numbers of admission is signed by the Competition Commission.

The control numbers released in case of such a refusal are subject to redistribution between other participants in the competition until February 1 of the year, to which the reception control numbers are established. The Competition Commission redistributes the released control numbers of admission between educational organizations, which submitted an application for participation in the competition in the appropriate profession, specialty, preparation area, in proportion to the values \u200b\u200bof the indicators of the potential of educational organizations to fully satisfy their applications.

In the case when applications for educational organizations for participation in the competition for the establishment of control numbers of admission in the specialties and directions for the preparation of higher education, conducted at the subject of the constituent entity of the Russian Federation, contain proposals to establish control numbers of admission in the amount of less than the volume of control digits distributed on such a competition Receptions not distributed at the subject of the Russian Federation control numbers of reception are redistributed at the federal level.

13. Control figures of the admission established as a result of the competition are approved by the Order of the Ministry of Education and Science of the Russian Federation on December 31 of the year preceding the relevant academic year **.

2. When establishing control numbers of admission, within the framework of the competition conducted at the level of the constituent entities of the Russian Federation, indicators of the educational organization, located on the territory of the relevant subject of the Russian Federation (excluding branches located on the territory of other constituent entities of the Russian Federation), or branches of educational organizations, located on the territory of the relevant subject of the Russian Federation.

When establishing control numbers of admission, within the framework of the competition held at the federal level, the performance of the educational organization are taken into account without taking into account its location.

3. The criterion for making a decision on the establishment of control numbers of admission to educational programs of undergraduate, specialist, magistracy, programs for the preparation of scientific and pedagogical personnel in graduate school (adjuncture) is the indicator of the potential of the educational organization.

4. Deciding on the establishment of control numbers of admission to educational programs for the preparation of scientific and pedagogical personnel in the residency and an internship assistant is carried out on the basis of expert assessments in accordance with section IV of this technique.

5. The value of the potential indicator of the educational organization is calculated by the following formula:

The maximum value of this indicator in points is indicated in the announcement of the competition.

6. An indicator of the effectiveness of the activity of the educational organization (PEV) is calculated in accordance with section II of this technique.

7. An indicator of the effectiveness of the educational program implemented by the educational organization (PEP) is calculated in accordance with section III of this technique.

8. All indicators of the educational organization, indicators characterizing educational programs implemented by educational organizations are normalized in the following order:

11.
