1. This Order establishes the following levels of Russian language ownership as a foreign language determining the degree of formation communicative competence In Russian language as foreign, foreign citizens and stateless persons (hereinafter referred to as foreign citizens):

2. To the elementary level (TEU / A1) of the ownership of foreign citizens with Russian as a foreign language, the following requirements are established.
