New tasks of the pre-school institution

It is determined that the state status of a pre-school educational institution is established in its state accreditation. At the same time, the main tasks of the pre-school educational institution are supplemented. Among them are the following:

- upbringing taking into account age categories children of citizenship, respect for human rights and freedoms, love for the surrounding nature, homeland, family;
- provision of advisory and methodological assistance to parents (legal representatives) on the issues of education, training and development of children.

The situation also states that a pre-school educational institution may conduct rehabilitation of disabled children if there are relevant conditions in it. Organization of activities of the pre-school educational institution

I. General provisions

1. The present typical position regulates the activities of state and municipal pre-school educational institutions of all kinds.

2. For non-state preschool educational institutions, the present typical position performs the function of approximate * (1).

4. The pre-school educational institution provides education, training and development, as well as leaving, care and rehabilitation of pupils aged 2 months to 7 years.

5. The pre-school educational institution creates the conditions for the implementation of the right to receive public and free preschool education guaranteed to citizens.

6. The main tasks of the pre-school educational institution are:

protection of life and strengthen the physical and mental health of pupils;

providing a cognitive-speech, socio-personal, artistic and aesthetic and physical development of pupils;

education, taking into account the age categories of pupils of citizenship, respect for the rights and freedoms of man, love for the surrounding nature, homeland, family;

8. Pre-school educational institutions include educational institutions of the following species:

kindergarten (implements the basic general educational program of pre-school education in general collaboration groups);

kindergarten for children of early age (implements the basic general educational program of pre-school education in groups of general collaboration for pupils from 2 months to 3 years; creates conditions for social adaptation and early socialization of pupils);

a kindergarten of supervision and recovery (implements the main general education program for pre-school education in recruitment groups with priority implementation of activities for sanitary and hygienic, medical and recreational activities and procedures);

a compensatory kindergarten kindergarten (implements the main general educational program of pre-school education in compensation groups with the priority implementation of activities on qualified correction of deficiencies in physical and (or) mental development of one and more categories of children with limited features health);

9. The main structural unit of a pre-school educational institution is a group of pupils of preschool age (hereinafter - the Group).

In the event of the creation of groups in the educational institutions of other types that implement the basic general educational program of pre-school education in accordance with the license, their activities are governed by this Model Regulation.

Groups may have a wealth, compensating, wellness or combined orientation.

In general collaboration groups, pre-school education is carried out in accordance with the educational program of the educational institution developed by him on the basis of the approximate basic general educational program of pre-school education and federal state requirements for the structure of the main general education program for pre-school education and the conditions for its implementation.

The compensation groups are carried out by a qualified correction of deficiencies in physical and (or) mental development and preschool education of children with disabilities in accordance with the educational program of the educational institution developed by him on the basis of an approximate basic general educational program of pre-school education and federal state requirements for the structure of the main The general education program for pre-school education and the conditions of its implementation, taking into account the peculiarities of psychophysical development and the possibilities of pupils.

10. The pre-school educational institution in its activities is guided by federal laws, decrees and orders of the President of the Russian Federation, the decisions and orders of the Government of the Russian Federation, decisions of the relevant state or municipal authority that implements the management of education, this model regulation, the charter of the preschool educational institution (hereinafter Charter), contract concluded between pre-school educational institution and parents (legal representatives).

14. II. Organization of activities of the pre-school educational institution

18. The pre-school educational institution can be created, reorganized and liquidated in the manner prescribed by the legislation of the Russian Federation.

19. The content of the educational process in a preschool educational institution is determined by the main general educational program of pre-school education developed and affirmed by them. The main general educational program of pre-school education is developed in accordance with the federal state requirements for the structure of the main general educational program of pre-school education and the conditions for its implementation, as well as the approximate basic educational program of pre-school education, which determines the content of the obligatory part of the main educational program of pre-school education.

20. In accordance with the objectives and objectives defined by the Charter, the pre-school educational institution may implement additional educational programs and provide additional educational services outside the educational program defining its status, taking into account the needs of the family and on the basis of a contract concluded between the preschool educational institution and parents (legal representatives).

Paid educational services cannot be provided in exchange and within the framework of the main educational activities funded by the founder.

21. The mode of operation of the preschool educational institution and the duration of their stay in it are determined by the Charter of the institution.

22. The organization of food in a preschool educational institution is assigned to a preschool educational institution * (6).

23. Medical care of pupils in a preschool educational institution provides health authorities. The pre-school educational institution is obliged to provide a premises with the relevant conditions for the work of medical workers * (7).

24. Pedagogical workers of pre-school educational institutions are required to undergo periodic free medical examinations, which are carried out at the expense of the funds of the founder * (8).

Other employees of pre-school educational institutions undergo mandatory preliminary (upon admission to work) and periodic medical examinations (surveys) at the expense of the employer's funds * (9).

III. Recruitment of pre-school educational institution

25. The procedure for the acquisition of a pre-school educational institution is determined by the founder in accordance with the legislation of the Russian Federation and is enshrined in the Charter.

26. Children aged 2 months under 7 years old are accepted into the preschool educational institution. Reception of children is carried out on the basis of medical detention, statements and documents certifying the identity of one of the parents (legal representatives).

27. Children with disabilities, disabled children are accepted into groups of compensating and combined orientation only with the consent of the parents (legal representatives) on the basis of the conclusion of the Psychological and Medical and Pedagogical Commission.

28. When taking children with disabilities, children with disabilities in pre-school educational institutions of any kind Preschool educational institution must provide the necessary conditions For the organization of correctional work, in groups of supervision and care of children - the conditions that take into account the features of their psychophysical development.

IV. Participants in the educational process

30. The participants of the educational process of the preschool educational institution are pupils, their parents (legal representatives), pedagogical workers.

31. When taking children to a preschool educational institution, the latter must acquaint parents (legal representatives) with the charter, license to carry out educational activities and other documents regulating the organization of the educational process.

32. The formation of a fee charged from parents (legal representatives) for the maintenance of the child in a preschool educational institution is made in accordance with the legislation of the Russian Federation.

33. The relationship between pre-school educational institution and parents (legal representatives) are governed by the Treaty between them, which cannot limit the rule of the parties * (10).

34. The relationship of the pupil and personnel of the pre-school educational institution is based on cooperation, respect for the personality of the pupil and providing him with freedom of development in accordance with individual characteristics.

35. The procedure for recruiting the personnel of a pre-school educational institution is regulated by its charter.

36. Persons who have a secondary vocational or higher professional education are allowed to the pedagogical activities in a preschool educational institution. Educational qualities of these persons are confirmed by the state sample documents on the relevant level of education and (or) qualifications.

Persons are not allowed to pedagogical activity * (11):

deprived of the right to engage in pedagogical activities in accordance with the judgment of the court who have entered into legal force;

having or had a criminal prosecution (with the exception of persons, criminal prosecution for which the rehabilitation grounds) for crimes against life and health, freedom, honor and dignity of personality (with the exception of illegal premises in psychiatric hospital, slander and insults ), sexual integrity and sexual freedom, against family and minors, public health and public morality, as well as against public security;

having a dismissed or outstanding conviction for deliberate grave and especially grave crimes;

recognized as incapable in accordance with the procedure established by federal law;

37. The rights of employees of the pre-school educational institution and the measures of their social support are determined by the legislation of the Russian Federation, the charter and employment contract.

39. Preschool educational institution establishes:

V. Department of Preschool Education Institution

40. Management of a preschool educational institution is carried out in accordance with the Law of the Russian Federation "On Education", other legislative acts of the Russian Federation, this Model Regulation and Charter.

41. The management of a preschool educational institution is based on the principles of unity and self-government, providing the state-public nature of the preschool educational institution. Forms of self-government of a pre-school educational institution that ensure the state-public character of management is the Board of Trustees, the General Meeting, pedagogical Council And other forms. The order of elections of self-government bodies and their competence are determined by the charter.

42. The Charter of the pre-school educational institution and changes to it are made by the General Meeting and are approved by the founder in the prescribed manner.

43. Direct leadership of the preschool educational institution is carried out by the head.

Acceptance of the head of the head of the preschool educational institution is carried out in the manner determined by its charter, and in accordance with the legislation of the Russian Federation.

44. Head of the pre-school educational institution:

acts on behalf of the preschool educational institution, represents it in all institutions and organizations;

disposes of the property of a preschool educational institution within the limits of rights and in the manner defined by the legislation of the Russian Federation;

issues a power of attorney;

opens the personal account (account) in the prescribed manner in accordance with the legislation of the Russian Federation;

takes place to work and place the personnel, encourages employees of a pre-school educational institution, imposes a penalty and dismisses from work;

it is responsible for the activities of the pre-school educational institution to the founder.

Vi. Property and means of institution

45. For a pre-school educational institution in order to ensure educational activities in accordance with its charter, the founder in the prescribed manner establishes objects of ownership (buildings, structures, property, equipment, as well as other necessary property of consumer, social, cultural and other purposes) belonging to the founder On the right of ownership or rented by the third person (owner).

The founder of the preschool educational institution ensures the development and renewal of the material and technical base of the pre-school educational institution.

When included in the pupils of the preschool educational institution of children with disabilities and disabled children, the material and technical base of the preschool educational institution should provide the possibility of unhindered access to the premises of the pre-school educational institution, as well as their stay in the specified premises (the presence of ramps, handrails, extended Door openings, elevators, special chairs and other conditions). The pre-school educational institution has the right to attract in the manner prescribed by the legislation of the Russian Federation, additional financial resources through the provision of paid additional educational and other services provided for by the Charter, as well as due to voluntary donations and objective contributions of physical and (or) legal entities, including foreign citizens. and (or) foreign legal entities.

The pre-school educational institution has the right to lead in accordance with the legislation of the Russian Federation that affects the income provided for by its charter.

I. General provisions

1. 4. 10. Educational programs of pre-school education are independently developed and approved by educational organizations.
