May 14-19, 2017 in Krasnoyarsk - "The Library Capital of Russia 2017" - All-Russian Library Congress: XXII Annual Conference of the Russian Library Association.

The Congress, organized with the support of the Government of the Krasnoyarsk Territory, became the largest in terms of the number of participants for the entire history of the RBA Annual Conferences: about 1350 specialists from more than 60 regions of Russia took part in its work. Among the participants: practitioners and theorists of librarianship - managers and specialists of libraries of various types and territorial levels; professors of specialized universities; government representatives; specialists of publishing houses, book-selling and book-distributing organizations, archives, museums, institutions of science, culture and education; companies producing equipment for libraries, representatives public organizations, MASS MEDIA; writers and other guests.

Program of the Congress, which was dedicated to common theme "The role of libraries in the cultural policy of Russia", was rich and varied not only in the range of issues discussed, but also in the form of events. The program united 2 plenary sessions, 13 joint sessions of sections, 30 sessions of the Sections and Roundtables of the RLA by areas of activity and by types of libraries, 11 special events, 2 pre-session sessions (“School of Acquisition” and “School of Library Blogger”), as well as the XVIII Exhibition publishing products, new information technologies, goods and services; 2 meetings of the RLA Board, a seminar for the heads of the RLA Sections and Roundtables, professional visits to the libraries of Krasnoyarsk.

The events of the Congress were hosted by the largest cultural and educational institutions of the region: the Krasnoyarsk Regional Philharmonic, the State Universal Scientific Library of the Krasnoyarsk Territory, Scientific Library and the Military Engineering Institute of the Siberian federal university, Krasnoyarsk Regional Youth Library, Krasnoyarsk Regional Special Library - Center for Socio-Cultural Rehabilitation of Visually Impaired People, Scientific Library of Siberian State Aerospace University, Scientific Library of Krasnoyarsk State pedagogical university them. The grand opening of the All-Russian Library Congress: the XXII Annual Conference of the Russian Library Association took place on May 15, 2017 at the Krasnoyarsk Regional Philharmonic. To commemorate the start of the Congress, the President of the RBA Vladimir Rufinovich Firsov presented the sign "Krasnoyarsk - the Library Capital of Russia 2017" and a special gift from the RBA to the First Deputy Governor of the Krasnoyarsk Territory, the Chairman of the Regional Government Viktor Petrovich Tomenko... According to the President of the RBA, in the Krasnoyarsk Territory "for many years, libraries have been the subject of care, close attention of representatives of the authorities of various levels, and the specialists of the region's libraries are well known in the country", therefore Krasnoyarsk rightfully bears the title of the "Library Capital of Russia". V.P. Tomenko expressed confidence that the All-Russian Library Congress, a large-scale event that is being held for the first time in Krasnoyarsk, will have a huge impact on the development of the library sector in the region, the formation and implementation of cultural policy in the country. He noted that thanks to the regional branch program, the governor Victor Alexandrovich Tolokonsky and the Government of the region promotes the development of reading infrastructure and libraries, which are “centers of creative life”.

Congress participants were greeted by Alexey Mikhailovich Kleshko, Deputy Chairman of the Legislative Assembly of the Krasnoyarsk Territory, who again drew attention to the importance of the regional program for updating libraries, contributing to the modern society". According to him, such a representative forum as the Congress is very important for discussing topical issues of the library community and the role of libraries in modern world... At the plenary session, RLA President V.R.Firsov spoke about the key results of the work of the Russian Library Association over the past three years, in particular, drawing attention to the following facts:

  • representatives of the RBA actively and effectively took part in the preparation of such documents as "Fundamentals of State Cultural Policy", "Model Standard of Public Library Activities", Laws "On Amendments to 77-FZ" On Legal Deposit of Documents "", "On Amendments to the Federal Law "On librarianship" in terms of creating a federal state information system“National Electronic Library” ”, the draft law“ On Culture in the Russian Federation ”and others.
  • within the framework of the Consolidated Plan, more than 400 events were held with the support of the RLA or with the organizational participation of the Sections / Roundtables;
  • Annual conferences of the Russian Library Association approved five normative and recommendatory documents;
  • in the second, third and fourth All-Russian competitions "Librarian of the Year", which were founded by the Russian Library Association and the Ministry of Culture of the Russian Federation, 612 employees of publicly accessible municipal libraries of Russia from almost 60 regions took part - and this is just one of the competitions organized with the participation of the RBA;
  • the structure of the Russian Library Association is expanding: in particular, there is preparatory work on the establishment of the Military Libraries Roundtable and the Railway Libraries Roundtable;
  • etc.

According to VR Firsov, "The RLA, with all the diversity of its functions, is, first of all, an institution for the formation, promotion and support of leaders in the library sphere." Summing up the results of his work as President of the RBA, he thanked the members of the Board, heads of Sections and Roundtables, the winners of the largest industry competitions, “which showed what our professionals are capable of,” and representatives of government agencies who were ready to cooperate.

Minister of Culture of the Krasnoyarsk Territory E. N. Mironenko presented an extensive overview of the main achievements of the cultural sphere of the region. Speaking about libraries, she drew attention to the support of the sphere: with the support of the governor, since 2015, 50 million rubles have been allocated annually for the modernization of libraries within the framework of the regional program (12 libraries have been updated), the Mikhail Prokhorov Foundation annually allocates over 10 million rubles for the acquisition of libraries in the region. There are 1163 libraries in total in the Krasnoyarsk Territory (including 4 regional libraries). According to E. N. Mironenko, library services are used by 80% (456.6 thousand) of children, 60% (347, 1 thousand) of the youth of the region, in general - 45% of the residents of the Krasnoyarsk region.

At the plenary session, a debate of candidates for the post of President of the Russian Library Association for 2017-2020 took place: Mikhail Dmitrievich Afanasyev, Director of the State Public Historical Library of Russia and Evgeny Ivanovich Kuzmin, President of the Interregional Library Cooperation Center. Each of them presented their vision of the main tasks and development prospects of the RBA and answered questions from the audience.

The floor was also given to candidates for the post of a member of the RBA Management Board: Sergei Alexandrovich Basov, Head of the Scientific and Methodological Department of the Russian national library, Chairman of the RLA Section "Library Societies and Associations"; Elena Dmitrievna Zhabko, Director of Information Resources of the Presidential Library named after Boris N. Marina Valentinovna Moskalyuk, Rector of the Krasnoyarsk State Institute of Arts, Doctor of Art History, talked about the formation of worldview values, their transmission and preservation as a high mission of culture and about whether contemporary art is eternal. Olga Petrovna Mezentseva, Deputy Director of the Russian State Children's Library, presented a report Maria Alexandrovna Vedenyapina, Director of the Russian State Children's Library, dedicated to the possibilities of creating a fashion for reading among modern children, as well as the prospects for the development of a National Program to Support Children and Youth Reading. In the spotlight Alexey Vladimirovich Sirenov, Corresponding Member Russian Academy Sciences, professor of St. Petersburg State University, was a phenomenon of tradition in the library and library culture and its historical transformation. Olga Valentinovna Sinitsyna, an art critic, an independent expert in the field of museum and library design and international cultural cooperation, a member of the Presidium of the Association for Documentation and Information Technologies in Museums, presented an overview of the programs to support libraries and reading of the Mikhail Prokhorov Foundation, focusing on those of them that are implemented on the territory of Krasnoyarsk the edges. The next day of the Congress, May 16, began with the opening XVIIIExhibitions of publishing products, new information technologies, goods and services, which worked for three days not only for the participants of the Congress, but also for residents and guests of Krasnoyarsk . The opening ceremony was attended by Natalia Leonidovna Gelrud, First Deputy Minister of Culture of the Krasnoyarsk Territory; Vladimir Rufinovich Firsov, President of the RBA; Tatiana Anatolyevna Nizhnik, Exhibition Director; Elena Evgenievna Bezrukova, Head of the Altai Territory Department for Culture and archival affairs; representatives of publishing houses and other guests.

More than 45 organizations became exhibitors of the Exhibition: publishing and bookselling companies; information service firms; manufacturers of hardware and software for libraries. The traditional stand of the Russian Library Association with publications of Russian libraries, the stand of Siberian libraries, the stand of the Altai Regional Universal Scientific Library were presented.

On May 16 and 17, the work of the Congress continued at the meetings of the RLA Sections and Round Tables, as well as at special events. The meeting participants focused on a wide range of issues: from the prospects for the development of Russian libraries in the context of state cultural policy to key achievements and the most important areas of activity for libraries of various levels. On May 18, 2017, the final plenary session and the closing ceremony of the All-Russian Library Congress: XXII RLA Annual Conference took place at the Krasnoyarsk Regional Philharmonic.

The plenary session was chaired by the President of the RBA Vladimir Rufinovich Firsov, executive director of the RBA Irina A. Trushina and Director of the State Universal Scientific Library of the Krasnoyarsk Territory Tatiana Lukinichna Savelyeva.

V.R.Firsov, summing up the results, drew attention to the special significance of several events held within the framework of the Congress: Roundtable "Russian Library Association 2017-2020: Orders for the New President" (May 17), meetings with the Governor of the Krasnoyarsk Territory Viktor Alexandrovich Tolokonsky(May 16), an open discussion with the participation of Oleg Olegovich Makhno, Deputy Director of the Department of Science and Education - and. O. Head of the Libraries Department of the Ministry of Culture of the Russian Federation (May 15), as well as meetings of military libraries and railway libraries, which are expected to form new subdivisions in the RLA structure in the near future.

Nadezhda Mikhailovna Balatskaya, Chairperson of the Section "Local History in Modern Libraries", Senior Researcher of the Department of Bibliography and Local History of the Russian National Library, presented at the meeting a new version of the normative and recommendatory document "Guide to Local History Activities of the Central Library of a Constituent Entity of the Russian Federation".

Ruslan A. Baryshev, Chairman of the Section of Libraries of Higher Educational Institutions, Director of the Library and Publishing Complex of the Siberian Federal University, spoke about the normative act "Approximate Forms of Recording Documents Included in the Collections of Libraries of Higher Educational Institutions."

Both documents were adopted by the XXII RBA Annual Conference.

Marina Pavlovna Zakharenko, Chairperson of the RBA Counting Commission, announced for the post of a member of the RBA Management Board for 2017-2020.

Nadezhda Petrovna Rozhkova, Director of the Belgorod State Universal Scientific Library, on behalf of the library community presented "Orders to the new president" following the discussion at the Round Table of the same name. She noted that the RLA was able to form the corporate value system of the library community in Russia, but recently the crisis trends in librarianship have become more pronounced, therefore the existing value system is being tested: factor of cohesion of the library professional community ”.

Among the specific instructions: development of the "Strategy for the development of librarianship in the Russian Federation" with the participation of the library community at all levels; preparation of an annual report on the state of librarianship in the Russian Federation, expanding the circle of RLA members; revision of the powers of the members of the Association when making the most important decisions; elaboration of a mechanism for the participation of central and municipal libraries in the NEL project; organization of a legal service under the RLA to protect organizations and individual specialists; change in the status of documents adopted by the RBA from recommendatory-normative to normative, etc. "We are confident that the new president of the RBA, relying on the personalism and activity of the members of the Association, will be able to take a new step to strengthen the position of the library community and the development of the country's library business", - concluded N.P. Mikhail Dmitrievich Afanasiev, Director of the State Public Historical Library of Russia, who was elected President of the RBA for 2017-2020, delivered a response "Word of the President of the RBA." He thanked Vladimir Rufinovich Firsov and the RLA Board, the RLA Executive Directorate for the effective work of the Russian Library Association. According to him, active activity Sections and Roundtables are the foundation for solving many problems of the library industry. According to the new president of the RLA, “today's ambitious task of the Russian Library Association is to take the fate of libraries into our own hands. The RLA should be the sole authorized spokesman for professional public opinion. As the President of the RBA today, my main mission is to be a link between the library community and the authorities. "

Having agreed with many of the instructions, M.D. Afanasyev listed specific practical steps that, in his opinion, must be taken in the very near future. Among them: preparation of a Concept for the Development of Libraries with a clearly formulated mission of a modern library; maximum expansion of membership in the RBA; establishment of a prompt response to problems arising from libraries throughout the country (monitoring, creation of a legal service); building partnerships with other industry associations; expanding the circle of partners, including among government agencies, etc. It is also planned to create new structures under the RBA, including: a professional expert committee, a committee on library education and advanced training, an information pool of journalists, a committee on fundraising and interaction with commercial structures.

The President of the RBA invited the chairmen of the sections and the heads of the round tables to formulate the main problems in the areas of their work, which need to be addressed today at the federal level, and to think about revising the modern regulatory framework.

“All these tasks cannot be solved by one person. I very much hope for an increase in the activity and responsibility of the RBA members, I count on your support, this is an important support for me. And then we will be proud of our common victories ”, - summed up M. D. Afanasyev.

The Congress traditionally ended with solemn ceremonies.

To the RBA President Vladimir Rufinovich Firsov was awarded the title of "Honorary Member of the RBA", in accordance with the decision of the Board of the RBA. On stage, he was congratulated by the vice-presidents of the Russian Library Association: Irina B. Mikhnova, Director of the Russian State Library for Youth, and Svetlana Stepanovna Dedyulya, Director of the Bryansk Regional Scientific Universal Library, Chairman of the Section of the Central Libraries of the RF Subjects of the RLA. Firsov for his outstanding contribution to the development of libraries as President of the Russian Library Association and presented a memorable gift. In 2014 Ryazan became the Library Capital of Russia 2014. The All-Russian Library Congress was held in the city from May 18 to 23: XIX Annual Conference of the Russian Library Association, in which the employees of the Central Library System of Pskov took part (Burova N.G., Head of the Innovation and Methodological Department of the Central State Library and Kopanitskaya N.I., Head of the Library "Dialogue").

The theme of the 2014 Congress is “Libraries in the Year of Culture”.

The RLA Annual Conference, which has had the status of the All-Russian Library Congress since 2007, is the largest forum of Russian library specialists, both in terms of the number of participants and a wide range of discussed issues of modern librarianship.

So, on the opening day of the congress, 580 participants from 67 regions of Russia were registered (including two new constituent entities of the Russian Federation, Crimea and Sevastopol), in addition, this year the RBA was replenished with 12 more new participants (as noted, this is a record number of newcomers). Note that the libraries of the Crimea have officially entered the all-Russian library space: at the congress there was a separate section dedicated to the libraries of the Crimea, an invitation for everyone to cooperate was repeatedly heard!

Holding the RLA Congress in the Library Capital of Russia is the main event of the year, both for the entire library community of the country and for the host region. Each such Congress is a significant, bright and unique page both in the history of librarianship in Russia and in the annals of cultural events in the corresponding region.

Ryazan was not chosen by chance as the host city of the All-Russian Congress and the "Library Capital of Russia". V.R. Firsov (the current president of the RBA) noted two main reasons: firstly, it is a city with classical historical, spiritual and cultural traditions, and secondly, it is a city that clearly demonstrates good examples of library services (a strong professional community, the role of libraries in the modern world).

The 2014 Congress was held with the support of the Ministry of Culture of the Russian Federation and the Government Ryazan region and was open to representatives of all libraries, library and information organizations and institutions, as well as their partners, regardless of membership in the RLA. Closer to the final of the congress, its participants, according to media reports, were already much more than 600 people.

The grand opening of the Congress took place on May 19 in the building of the Ryazan Regional Philharmonic Society, the sessions of the main sections were held in the Regional Scientific Library named after V.I. Gorky.

The participants of the congress were greeted by the leading creative team of the region Ryazan Russian Academic Folk Choir. E. Popov, who sounded a little later the anthem of Russia (by the way, it is the Ryazan land that is the birthplace of the author of the music of the anthem of the Russian Federation, Alexander Alexandrov).

In his speech, O.I. Kovalev demonstrated good knowledge and understanding of librarianship and its development, in his words there was a conscious pride in the Ryazan libraries and their role in society. He stressed that the library today is no longer a book lending point, but a center of society, intellectual leisure, where the population is provided with access to up-to-date information, services for the provision of electronic resources operate, projects are created and implemented for all sectors of society. He noted local history as one of the most important areas of library work - after all, a person is then a patriot when he knows the history of his land.

He devoted a special role to the issues of strengthening the material base of libraries (for example, the opening in 2011 of a new building of the Gorky Regional Library for Library and Science), raising the professional level of librarians and the prestige of the profession, as well as holding professional forums and annually awarding L.N. Gladkova 10 best librarians of the year.

O.I. Kovalev promised that he would do everything so that libraries develop further, because it is libraries that play a decisive role in the development of society, it is in them that important behavioral attitudes of a person are laid.

G.P. Ivliev emphasized that librarianship is a part of the state cultural policy of the country, and the congress is an important cultural event that denotes ways of solving professional problems and influencing the adoption of some decisions at the level of the Ministry of Culture.

V.R. Firsov noted that each congress is unique, and a feature of this congress is the expected turn in the social and cultural policy of the state, directly affecting libraries (the May 2012 presidential decrees and the draft document "Fundamentals of State Cultural Policy"). The draft "Fundamentals of State Cultural Policy" has 11 provisions, while the question of reading is in third place! On May 27, the project will be discussed at the Public Council under the Ministry of Culture of the Russian Federation.

RBA President V.R.Firsov handed over to the Governor of the Ryazan Region O.I. Kovalev the sign "Ryazan - the library capital of Russia - 2014".

A video about the RLA was shown to the congress participants: “We are the voice of the library community. We select and publish the best and actual work... Our task is to make exchange of experience and ideas accessible, everyone can take part in a professional discussion. One of the priorities is to attract talented youth to the profession. It is important to promote the values ​​of the profession and draw attention to the role of libraries. The RBA is an incentive for development, this is what unites us! 20 years together! "

At the congress, the election of the President of the RBA took place. President of the RBA for the period 2014-2017 Vladimir Rufinovich Firsov was elected (VR Firsov received 308 votes, YL Shraiberg - 269 votes).

Vice-President of the Russian Book Union O.E. Novikov presented a new and important project "Cultural Map of Russia" aimed at increasing the culture of reading and making the book more accessible. Novikov said that in terms of the number of items produced, Russia is one of the five developed countries, and most of the inhabitants of Russia continue to read - mainly in large cities... In the regions, the situation is different, in particular, since the reading infrastructure is worse developed there. He spoke about the large-scale all-Russian study "Cultural Map of Russia", which is being implemented by the Russian Book Union in cooperation with the Russian Library Association. In the course of this project, the availability of the reading infrastructure: bookstores, libraries, online stores, etc., the preferences of readers will be identified, and a rating of regions will be compiled. According to O.E. Novikov, the heterogeneity of the infrastructure creates an imbalance, due to which a significant part of the Russian population stops reading. Based on the study, specific recommendations will be developed for each region.

Shraiberg J.L. presented the project "Map of Russian Science", which collects all information about Russian scientists and publications.

G.P. Ivliev spoke about the problems of the project "National Electronic Library", which today is a priority in the field of librarianship of the RF MK. The project has strongly evolved towards general availability, but it is still in its infancy and requires the solution of many issues - in particular, duplication during digitization, the lack of uniform standards for technological requirements, etc. He emphasized that the implementation of this project is the implementation of the constitutional rights of citizens to access information. Ultimately, this will raise the profile of the libraries in the community.

Chairperson of the section "Library management and marketing" E.N. Guseva (MK RF) noted that the section is one of the most important sections of the RLA, since library management and marketing is the basis of all library processes. The quorum was exceeded, more than 70 people came to the meeting of the section.

At the section, it was once again emphasized that a serious event is coming: the draft "Fundamentals of State Cultural Policy" prepared for discussion will define the conceptual foundations and management tasks for libraries. Khakhaleva N.I. (RSL) noted the problems existing in statistics, and stressed that the existing forms do not reflect the rich activity of libraries by 20-30% and require improvement. This year we will report on the old form, but now changes are being made, which are presented in the document.

The round table "Libraries and Social Media" touched upon the issues and problems of contact and interaction between libraries and social media, which are becoming more and more popular in society. Russia has the highest rate of social media use in the world, therefore modern man it is necessary not so much to teach as to direct in these flows of information, to instill the basics of media information literacy. One of the reports was devoted to the ecological approach to the use of the Internet space.

How does social media affect libraries? How and for what librarians can use information space networks? Participants round table shared their experience in creating and using social media platforms.

At the round table there was a speech by N. G. Burova. (head of the innovation and methodological department of the Central City Hospital of Pskov) “Virtual space for children! Interactive reading platforms and a children's blog of local lore "Know your native land".

Thanks to social media, as the participants of the round table emphasized, the library circle does not close within the city; social network, an efficient exchange of relevant information and experience is being established. By the way, the most effective audience, according to the speakers, is on Facebook.com and Twitter.com

Within the framework of the section for children's and school libraries, a training seminar "Library sites constructor" was held, dedicated to the creation of a site on the platform www.bibl.systema.ru adapted to the needs of libraries.

The section on library services for young people was devoted to the specifics of serving young readers. I.B. Mikhnova in her speech emphasized that young people are such a group of readers that require specialized service, even if there are no specialized departments in the structure of the library. S.G. Matlina noted that the youth library today must understand its functions in a new way: this is not the creation of manuals, but the creation and testing of an optimal model for serving youth, the creation of a space that attracts young people to the library.

Firsov also presented the RBA medals “For Contribution to the Development of Libraries”. Also at the closing ceremony of the congress at the Drama Theater, ten young and talented librarians were awarded the Lyubov Gladkova Regional Prize in Librarianship. The Minister of Culture and Tourism of the region, Vitaly Popov, noted that ten people annually become its owners, who have proved themselves worthy in their professional activities. “This is a very high award indeed,” he said. “The names of the laureates of the prize are inscribed in golden letters in the history of the development of librarianship and culture in our region”.

Within the framework of the congress, the participants got acquainted with the work experience of the Ryazan Regional Universal Scientific Library named after V.I. Gorky and the Central Library Service of Ryazan, as well as within the framework of the cultural program, they got acquainted with the city and the Ryazan Kremlin.

The meeting of the section of libraries of higher educational institutions was held in the scientific library of the Vladimir State University on May 15, 2018 and was devoted to the topic "Libraries of institutions higher education in a new coordinate system ". The section was attended by 84 people from 13 regions of Russia. For the first time, representatives of university libraries of the Donetsk People's Republic took part in the section meeting. Shepel Mikhail Olegovich, Director of the Scientific Library of Tomsk State University spoke about the development of the Concept for the Development of University Libraries and invited to take part in the development and professional examination of the document, which in the future may become part of Concepts for the development of librarianship in the Russian Federation.

Following the results of the work, the participants of the section meeting decided to hold a voluntary action to collect and send books to libraries of higher education organizations of the Donetsk People's Republic in accordance with the preliminary application.
